Oxfam is looking for a dynamic team player to work with the Oxfam in Ethiopia. He /she will report to the Oxfam International Country Director and will work in close coordination with numbers of Partners, Alliances & project teams in Ethiopia.  


It is a strategic priority for Oxfam in Ethiopia to ensure a coherent planned and strengthened humanitarian response capacity internally and externally.  
Key Responsibilities
  • Provide leadership to humanitarian decision making by ensuring timely monitoring of humanitarian situation  in operational areas in coordination with field offices across affiliates, analyse the information and advise the programme team on preparedness, response planning or scale up of existing programme.
  • Ensure implementation of the humanitarian strategy and contingency plan; update these as per the agreed intervals.
  • Participate as a member of the Senior Management Team in the overall planning and management of Oxfam  – Ethiopia
  • Ensure that Oxfam and partners have adequate preparedness to respond to humanitarian crisis. As needed prioritise capacity building measures for both Oxfam and partner staff.
  • Coordinate implementation of Humanitarian Investment plan (HIP) for Oxfam and partners. Ensure HIP activities are funded and well coordinated with in country, regional and HQ level capacity building initiatives.
  • In times of humanitarian crisis, provide effective leadership in pulling together an OI humanitarian response in out of operational areas, including planning and deployment of an OI humanitarian team where appropriate to respond to the crisis.
  • Assess level of risks in a particular context while implementing humanitarian response and put in place adequate and appropriate mechanism to address these.
  • In consultation with the OI Country Director and security focal point prepare and update security guidelines and monitor implementation in relation to Oxfam personnel and property.
  • Ensure implementation of Oxfam operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work.  With support from technical advisors and programme service staff as needed. This will include harmonizing of policies, procedures and guidelines of Oxfam in Ethiopia.
  • Implement Performance Management with all direct reports. Including objective setting, performance review and personal development plans. Ensuring all aspects of Oxfam  work in Ethiopia e.g. programme themes and aims, gender equity and advocacy are reflected in your own and staff objectives.
  • Within and beyond Ethiopia, develop and maintain a network for Humanitarian actors and institutions.  within affiliate ensure that timely information sharing is done with CLT, programme team, technical advisors etc.
  • Represent Oxfam and communicate Oxfam’s  public policy and advocacy positions as and when appropriate to institutions, government, international agencies, UN agencies, national and local organizations as required especially with the key stakeholders such as DRMFSS, ARRA, UNHCR, OCHA , WASH and Food security cluster leads, regional and federal water bureaus etc.
Competencies and Skills
  • Senior management experience in leading large scale humanitarian programmes, and ensuring the delivery of programme strategy, either through partners or directly, in one or more challenging locations.
  • Proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional and global framework.
  • Ability to manage the development of, and contribute to, the high level analysis of factors driving poverty, marginalisation and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors.
  • Experience in leading and motivating multi disciplinary, geographically remote teams; a high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development.
  • Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines, approaches & geographical areas.
  • Experience in representing an organisation with partners, government agencies, private sector organisations, and donors at senior level: locally, regionally and globally.
  • An active commitment to promoting gender equity and the interests of marginalised people in all aspects of an organisations work.
  • High level financial management skills to steer the operational budget.
  • Experience of fundraising from diverse institutions, both local and international.
  • Understanding of managing security and risk within an INGO context.
  • Good level of IT literacy and an understanding of how new developments in technology can positively contribute to the aims of an INGO.
  • Excellent written and verbal communication skills to motivate, influence, and negotiate.
  • Results driven and demonstrable ability to set and communicate goals and ensure effective and appropriate decision making and problem solving.
  • Ability to resolve complex problems and provide clear and effective communication and representation.
  • Ability to influence & manage multiple and diverse stakeholders.
  • High level of self awareness.
  • Ability to lead a diverse team.
  • Good contextual understanding and knowledge of East Africa, particularly Ethiopia.
