Career Opportunities: The National AIDS Control Council (NACC) is a
State Corporation under the Ministry of Health, whose mission is to provide
policy and a strategic framework for mobilizing and coordinating resources for
the prevention of HIV transmission and provision of care and support to the
infected and affected people in Kenya.
Head, Internal Audit
The position holder will be
responsible functionally to the Council Audit Committee and administratively to
the Director for developing and implementing a comprehensive prevention
programme through independent, systematic and objective audit reviews and
programmatic evaluations of business policies, systems, processes and
practices.
This involves inter alia continuously assessing the effectiveness of internal controls and degree of compliance as well as identifying organisational risk factors.
Key Accountabilities
·
Develop, implement and evaluate
internal control framework for preventing and detecting shortfalls in the
management organisational risks factors.
·
Determine the adequacy of internal
controls
·
Examine and inspect activity records,
accounting systems and procedures
·
Monitor and review procurement policy
and staff recruitment procedures.
·
Provide leadership in the conduct of
special investigation audits.
·
Coordinate and interact with members
of the Council Audit Committee, with external auditors and Staff.
·
Evaluate progress and status of steps
taken to address all audit observations.
·
Review and evaluate the progress made
in achieving specific objectives as outlined in the accountability and
performance contract.
·
Liaise and work closely with law
enforcement agencies, commissions and professional organisations mandated to
conduct investigations into incidents of fraud and other irregularities.
·
Prepare and submit oral and written
reports of findings concerning scope of audit, financial conditions found,
source and application of funds, and make recommendations for the improvement
of operations.
Qualification and Experience
·
Master’s degree in relevant
discipline
·
Bachelor’s degree in business
administration, commerce, economics or equivalent qualifications
·
Full professional accounting
qualifications such as CPA, ACCA, ACA and membership to a relevant professional
body.
·
Minimum seven (7) years relevant
professional experience in the areas of accounting and audit gained from an
organization with strong internal control frameworks.
Deputy Director - Coordination and
Support
(Re-Advertisement)
The Role: Reporting to the Director, the successful candidate
will provide effective leadership in coordinating all stakeholders, identifying
and providing the technical and capacity building support they require in the
execution of Kenya’s HIV and AIDS strategy and harnessing of internal and
external resources to achieve NACC’s mission.
Some of the key
duties and responsibilities of the position include the following:-

Implementing capacity building
strategies for all HIV and AIDS partners & Implementers;
·
Liaising with partners , government
officials, donors , community leaders, NGOs and stakeholders on HIV and AIDS
response;
·
Setting up and managing mechanisms
for coordinating and harmonizing development partners, private sector, civil
society and NGO support to the national response;
·
Designing, implementing and
maintaining resource mobilization initiatives in line with established policies
and practices;
·
Identifying and developing programmes
for funding by County, National, Regional and International sources of funding.
Qualifications, experience and other
requirements

Hold at least a masters degree in a
relevant field;
·
Have a minimum of 10 years experience
at policy making level in organizations managing and coordinating nationwide
activities involving diverse stakeholders in the health sector;
·
Have excellent knowledge and
appreciation of HIV and AIDS issues, including policies, strategies, protocols
and best practices;
·
Have well developed advocacy,
negotiation, leadership and interpersonal skills as well as cultural
sensitivity;
·
Have a proven track record of
mobilizing resources from international and local sources and providing timely
feedback on their utilization;
·
Have excellent networking,
presentation, oral and written communication skills.
