Finance Officer Job in Nairobi Kenya (NGO)

National AIDs and STI Control Program (NASCOP) is a Unit under the Ministry of Health that works to strengthen and support prevention of HIV, Care and Treatment services at County and Sub-County health facilities. 

This program is part of the Ministry of Health initiative against HIV in Kenya that receives funding from Global Fund against AIDS, Tuberculosis and Malaria through the National Treasury. 

The Ministry plans to recruit several staff to support the implementation of activities at both National and County levels. 

The contract period is one year which is renewable yearly subject to satisfactory performance and availability of funds.

Location: NASCOP National Office - Global Fund Unit, Nairobi 

Overall Job Summary The finance officer will assist and report to Global Fund operations Manager on all financial matters relating to implementation of Global Funds. 

S/He will be mainly responsible for monitoring and tracking of the financial expenses of the public sector implementers of Global Fund grants for HIV. Preparing reports on Global Fund financial progress, project account and project procurement.

Job Description:
  • Prepare the funds allocation against the activities to be implemented by public sector implementers, for all disbursements received from the Global Fund.
  • Provide necessary support and training to the program and county accountants for effective implementation of the Financial Monitoring tool developed by the Principal Recipient.
  • Use the Financial monitoring tool to monitor expenses against the activities for which the disbursement was made to public sector implementers
  • Ensure all the expenditures by the public sector implementers are incurred in conformity with the laid down GoK and GF financial requirements and procedures
  • Keep record of all disbursements to public sector implementers and related expenses.
  • Track on a monthly basis the expenditures incurred by the procurement agent and ensure they are in accordance with the agreement with the Principal Recipient, and with the Procurement plans,
  • Verify all the invoices submitted by the procurement agent to ensure that they are in conformity with the public procurement act and the agreement between the Principal Recipient and the procurement agent.
  • Support Program Accountants to prepare financial progress and periodic reports and disbursement requests to the Global Fund.
  • Support the Principal Recipient to address queries from the Local Fund Agent or the GF secretariat on financial management and financial reports of the Global Fund grants.
  • Support preparation of Principal Recipient and Sub-recipient annual budgets.
  • Conduct field visit to monitor the financial expenses at the county levels to ensure they are in line with approved work plans.
  • Coordinate regular preparation of Project Management Reports, as a part of the Global Fund financial reporting requirements;
Requirements: 
  • A Master degree in Business Administration, Finance, Business, Economics or related fields; with a bachelors degree 
  • Modern computerized accounting skill; quick books, pastel, SAGE 
  • At least 5 years’ experience in managing financial activities within projects funded by international organizations
Note: Fluency in English and Kiswahili both oral and written is a requirement for the above position
