Requirements
  • Minimum of a Masters degree in Finance, Accounting or Masters degree in Business Administration (MBA) from a recognized University / Institution.
  • Professional qualification in accounting, -finance: CPA (K), ACCA or post graduate qualification in financial management.
  • Minimum of ten (10) years managerial experience, three of which are at senior management level.
  • A demonstrated track record in the development and successful implementation of financial strategies, processes and systems.
  • Proficiency in computer applications.
  • Membership of a professional body is essential.
Duties and Responsibilities
 
Reporting to the Chief Registrar of the Judiciary, the Director of Finance will be responsible for ensuring prudent financial management and controls. 

A key part of this role involves establishing financial management policies, procedures and systems to ensure integrity, timely service delivery and value for money.

Duties and responsibilities include
  • Develop and ensure the implementation of financial management strategies in line with Judiciary’s Transformation Framework
  • Develop and implement robust financial management policies, procedures and controls to ensure integrity and consistency with relevant legislative framework
  • Advice the Chief Registrar of the Judiciary on regulatory matters concerning public finance as it relates to the Judiciary Fund
  • Coordinate and administer the Judiciary budget and ensure timely and effective implementation of the activities under the Judiciary Transformation Framework
  • Develop accountability structures, ensure periodic reporting and monitor the performance indicators for the finance department
  • In collaboration with the Director of Information Communication Technology coordinate the development of appropriate financial information management systems
  • Advice the Chief Registrar on administration of complementary funding from development partners, including development and execution of budgets
  • Ensure timely compliance with financial and fiduciary obligations of the Judiciary
  • Allocation and monitoring of funds to all identified and approved A.I.E holders based on approved activities.
