 World Vision South Sudan is seeking a Program Officer to facilitate program development and resource acquisition for emergency response (Cat III) with high standards of appropriateness, timeliness, and effectiveness.

Key Responsibilities
  • Work with field-based staff to develop concept papers and prepare proposals (including logical frameworks, draft budgets, budget narratives, and monitoring and evaluation plans) for major government, private and multi-lateral donors.
  • Work with field-based staff to prepare monthly, annual and end-of-project narrative reports and donor updates as required.
  • Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as necessary.
  • Assist in preparation of the organizations operating plan and strategy.
  • Assist in development and implementation of systems that will support the organizations efforts to monitor and evaluate its programs, to track information on project implementation, to store vital program documentation, and to gather and store information vital to communicating project impact and promote pro-active learning.
  • Provide regular, positive, and productive communication with respective donor representatives, the field, and partners regarding the implementation of program activities.
  • Assist in monitoring program progress to ensure donor compliance and program quality and discuss/initiate, where necessary, adjustments to original plans in close coordination with the Senior Program Officer, SOs and external donors, based on sound impact analysis of proposed change.
  • Support Program Managers to ensure timely submission of high quality reports to donors.
  • Support Finance Officers to monitor grant implementation and resource/fund utilization rates in conjunction with the Finance Manager Grants.
  • Assist the Senior Program Officer with developing key relationships and partnerships with other INGOs, local NGOs and donors.
  • Identify funding gaps and seek new funding to support the program as needed.
  • Assist the Senior Program Officer on monthly financial reviews and quarterly project implementation and financial reviews, and follow up on budget adjustments (amendment requests) where necessary, according to donor requirements.
Knowledge, Skills & Abilities:

Required:
  • Bachelors degree in a related field from accredited university.
  • At least 3 years of previous experience in project design, proposal writing and donor relations for an INGO in a relief and / or development context. At least one year of field-based work in a similar, conflict-prone environment is required.
  • Experience negotiating with Government, Bi / Multi-lateral Agencies, private donors.
  • Experience working in a cross-cultural environment.
  • Willingness to work and travel to hardship locations.
  • Strong knowledge and understanding of the humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global and local contexts. Good understanding of WVs current ministry and operations.

Purpose of Position:
 The purpose of the post is to effectively implement and respond to the technical needs of the health component of the World Vision South Sudan country program. 

The Health Sector Specialist will identify, design, implement and monitor quality health programs for emergency, transitional and development situations, including strengthening coordination in the health sector at payam, county, state and national levels.
Key Responsibilities

Program Development and Management:


  • Ensure effective designing and implementation of WVSS health programming.
  • Routinely assess health programming opportunities including participating in interagency field assessments to potential programming locations and preparing written reports of findings to the WVSS Resource Acquisition Team and Operations Team leadership.
  • Ensure the preparation and timely submission of project implementation reports in partnership with the WVSS Resource Acquisition Team in accordance with donor requirements and World Vision standards.
  • Coordinate plans with government, partner NGOs, UN agencies, and Health Cluster to foster collaborative health responses.
  • Actively represent World Vision health programming in relevant technical foras, meetings and working groups.
  • Identify capacity needs within current health programming and support development of appropriate capacity building plans to address priority needs for effective implementation of high quality health programs.
  • Support the design and implementation of training programs in health for communities, program staff, and government partners as required.
  • Ensure the availability of necessary training and resource materials in health.
  • Develop clear short and long term strategies for health programming with mapping needs and project coverage.

Resource Management:

Partnership:
  • Work closely with the South Sudan Ministry of Health and other government counterparts as possible, NGOs and agencies involved in the Health Cluster to strengthen capacity and systems for the delivery of Health programming.
Monitoring and Evaluation:
  • Conduct regular visits to project sites to facilitate and monitor the implementation of program activities.
  • Submit monthly reports to the concerned bodies.
  • Participate in project evaluation with technical experts from government and INGOs.
Staff Supervision:
  • Manage day-to day activities of the assigned program activities.
Knowledge, Skills and Abilities

Required:
  • Undergraduate degree in Health or Nursing required. Graduate degree on health or a medical degree preferred.
  • 2 - 5 years in health related position / 2 years in teaching, supervision and health personnel level.

Required:

  • Minimum two (2) years working in cross-cultural environments and demonstrated ability to adapt to international project work.

SCM technical skills required:

Key Responsibilities

EAR Strategy:
  • Support the Regional Communications Director in the development and implementation of regional communications strategies and workplans, while assessing and building the communications strategies, plans, teams and performance of National Offices (NOs). These must be aligned to the global strategy.
  • Support the Regional Communications Director in the development and design of Advocacy, Public Engagement and GAM regional strategies, plans and tools for regional and national offices.
  • Work with the RCD to ensure communications is integrated in other EAR departments in order to grow profile, visibility, which builds an environment of awareness, understanding and trust for Influence, Income, programme / organizational effectiveness, and impact.
  • Foster a communicative culture by supporting initiatives to train and equip non communications staff for internal and public engagement that grows influence, income and impact.
Cause Communication:
  • Advise and support the EAR SMT on key areas of staff engagement communications as well as integration initiatives to support their successful change leadership, in line with strategy and cause.
  • Manage the scheduled planning and content delivery for EAR newsletter and EAR section on wvcentral.
Regional SHARE Management and Community Engagement Initiatives:
  • Champion the use of SHARE within the region as a strategic channel of communications amongst the partnership.

Crisis Communications:

Humanitarian Emergency Affairs:
