Summary: Eastern Africa Grain Council (EAGC) is a regional
private sector membership organization representing stakeholders in the grain
value chain in Eastern and Southern Africa.
The mandate of EAGC is to develop,
promote, and influence structured grain trading system in the Eastern Africa
region including Tanzania, Rwanda, Kenya, Uganda, Burundi, Ethiopia, South
Sudan, Zambia, Malawi and the Democratic Republic of Congo.

Vacancy: Regional Programs Coordinator
EAGC has embarked on an exciting yet
challenging expansion program which has created the following job opportunities
in the region which we seek to fill the position of Regional Programs
Coordinator
Job Purpose: Reporting to the Executive Director, and working as the effective Deputy, you will provide strategic direction in programme design, implementation and monitoring; provide technical and management support to program managers and country program managers across the region; assist in developing the M&E framework; and input into the Council’s communication and fundraising strategies.

- In consultation with the other senior management
team members, develop the strategic plan for EAGC, providing the lead in
the defining the strategic direction of programming for the Council.
- Work closely with the Executive Director in
the implementation of the approved strategic planning, acting as the
deputy when required, monitoring overall progress and providing
recommendations for corrective action as necessary.
- Provide technical and management support to
program managers and country program managers in the development and
implementation of their programmes by cascading the strategic objectives,
developing/adapting programming models and building their capacity as
necessary to ensure effective implementation.
- Work with M & E team to develop/review and
implement the monitoring and evaluation framework for the Council and
ensure that it is effectively streamlined into the programmes thus
facilitating performance monitoring, learning and knowledge management as
well as effective reporting to the various stakeholders – internal or
external.
- Working closely with the Executive Director,
lead the advocacy work of the Council including effective networking,
representation at technical working groups, the design of advocacy
materials, technical briefs, etc.
- Support the Council’s financial sustainability
efforts through the identification of sustainable income generating
projects/services and technical inputs into the fundraising proposals.
- Maintain a risk matrix for programs and ensure
mitigation measures are in place.
- Work with the Communications team in the
development of the communication tools/materials that facilitate effective
internal and external communication.
- Represent the Council in National, Regional
and/or International forums as necessary to advance the Council’s
objectives
Qualification and Background
- Masters degree and a degree in agriculture,
agribusiness or related agricultural field.
- 15 years experience in the agribusiness/grain
sector, 5 of which in senior level management.
- Experience in strategic planning and
implementation.
- Demonstrable experience in regional programme
management which includes programme design, proposal development,
programme implementation, monitoring and evaluation and reporting to
various stakeholders.
- People management experience in particular
achieving results through teams in field offices.
- Have strong relationship management, project
finance management and report writing; experience in donor reporting is
essential.

cash-flow planning, treasury management to maximize returns, etc
- Support in the development of new ventures
such as partnership, new business streams, etc by providing thorough
assessments of their financial viability and sustainability
- Manage the financial performance of the
Council to include financial monitoring & evaluation, facilitating pre
and post internal and external audits, and the provision of various
progress and monitoring reports to the various stakeholders
- Manage tax matters regionally to ensure
compliance and minimize the Council’s exposure
- Develop and implement systems that facilitate
report generation for internal use and for our various stakeholders
including Board papers, statutory and donor reports.
- Manage relationships effectively with the
various stakeholders in the region including banks, government
institutions as necessary, Council members, business partners, development
partners, etc.
- Manage the departmental staff including
participating in their recruitment, induction, performance management,
training and development as well as discipline management.
- Build the capacity of Council staff on
financial matters to enable them plan and manage the financial aspects of
their work and comply with the financial policies and procedures.
Qualification and Background
- Masters degree preferably in business and a
degree in finance/accounting and full professional qualification such as
CPA or ACCA
- 15 years relevant work experience which should
include experience in the Eastern African region and an understanding of
the various financial and tax compliance requirements
- Experience of designing and implementing
effective financial systems and controls for efficient financial
management and performance monitoring;
- Have strong relationship management, project
finance management and report writing; experience in donor reporting is
essential.

Job Purpose: Reporting to the Regional Programs Coordinator, you will represent EAGC in the assigned country and manage, coordinate, monitor and evaluate the execution of its country programme activities.

project objectives agreed with the development partners.
- Develop a vibrant communication strategy for
projects and other initiatives.
- Design and develop training materials in line
with project objectives and supervise the implementation of training

development of a marketing strategy for EAGC’s services as well as for
grain commodities
- Develop, organize and participate in market
linkages forums so as to link sellers and buyers for grain commodities.
- Supervise the collection and dissemination of
Regional Agriculture Trade Intelligence Network (RATIN) based market
information to stakeholders.
- Work closely with the M&E manager to
design, develop and implement project reporting templates and other data
collection and analysis tools that may be required from time to time.
- Prepare activity reports on a monthly,
quarterly, semi-annual and annual basis or as may be required from time to
time or as agreed with the development partners.
- To manage all project activities within
allocated budgets and wherever necessary make suggestions on budget
reallocation to the development partners.
Qualification and Background
- Bachelor’s degree in agriculture, agribusiness
or related agricultural field
- Masters degree and Master’s degree will be an
added advantage.
- 10 years relevant work experience.
- Experience in working with agricultural sector
stakeholders.
- Ability to develop a close & strong
relationship with a variety of stakeholders and partners.
