The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) was established vide an Act of Parliament in July 2012, and mandated to coordinate a multi-sectoral effort aimed at preventing, controlling and mitigating the impact of alcohol and drug abuse in Kenya.
 
NACADA wishes to recruit dynamic, result-oriented and self-driven Kenyan citizens to fill the following vacant position:

Vacancy: Administration Officer III

Reporting to: Manager, Human Resource & Administration
 
Duty station: Nairobi
 
Duties and Responsibilities
·                     Supervision of office services – telephone, cleaning, messengers and registry
·                     Allocation of office accommodation, furniture and equipment and keep records thereof.
·                     Effective management and administration of transport services including allocation of vehicles and supervision of drivers
·                     Undertake coordinated maintenance of office buildings
·                     Coordinate vehicle maintenance and servicing, cleaning services
·                     Authorize vehicle journeys and administer work tickets.
·                     Procurement of insurance for motor vehicles.
·                     Settle utility bills – water and electricity – and keep records thereof.
·                     Co-ordinate security matters in all NACADA Offices.
·                     Co-ordinate the conduct of fire drills in consultation with the appropriate safety agents, and put in place safety equipment like fire extinguishers.
Qualifications and Competencies
·                     Bachelor’s Degree in Management/ Business Administration from a recognized institution
·                     Minimum 3 years work experience in a similar position;
·                     Ability to work under minimal supervision;
·                     Have high level of integrity and a Team player;
·                     Have excellent interpersonal, presentation and communication skills;
·                     Be fluent in written and spoken Swahili and English;
·                     Excellent computer skills.

Vacancy: Manager, Human Resource & Administration

Duties and Responsibilities



·                     Planning, organization, administration and control of activities in Human Resource and Administration sections;
·                     Implementation of human resources management policies, rules and regulations;
·                     Develop and implement the human resources management strategy to ensure that the Authority’s objectives are met.
·                     Develop and continuously update human resource management and administrative policies and procedures including an optimal performance management system;
·                     Develop and implement appropriate human resources strategies on HR planning, recruitment, staff retention and succession management;
·                     Responsible for talent management and staff development;
·                     Offer technical support and advice on all administrative issues to ensure that systems are developed and maintained in NACADA;
·                     Supervise and manage key staff in human resource and administration Units;
Requirements for Appointment
·                     Master’s degree in Human Resources or Business Administration from a recognized University;
·                     Must have a Higher National Diploma in Human Resources Management or Membership to IHRM;
·                     Seven (7) years proven experience and track record in management of Human Resources and Administration functions with at least three(3) at management level;
·                     Thorough knowledge of Labour laws and policies;
·                     Excellent interpersonal skills and a participatory management style;
·                     Must meet the requirements of Chapter 6 of the Constitution 2010 on Integrity;
·                     Excellent capability for critical judgment, management and problem solving skills;
·                     Excellent computer skills with a working knowledge of IHRMIS or Enterprise Resource Planning (ERP) modules.

Programmes Officer

Reporting to: Regional Programme Manager
 
Duty Station: Nyeri

Duties and Responsibilities



·                     Support the Regional Programme Manager in planning, implementation and monitoring of alcohol and drug abuse intervention program in the region;
·                     Facilitate partnership linkages and working relationships with the public, private sector, and the general public;
·                     To prepare monthly and quarterly work-plans and budgets for the Regional Office in liaison with the Regional Programme Manager;
·                     Facilitate evaluation of alcohol and drug abuse programs in liaison with the Regional Programme Manager;
·                     To prepare monthly and quarterly progress reports;
·                     Perform any other duties as assigned.
Qualifications and Competencies
·                     Bachelor’s degree in Social Sciences from a recognized university;
·                     Minimum 3 years relevant work experience in a similar position
·                     Skills in community/resources mobilization and ability to work with diverse groups of stakeholders;
·                     Knowledge of alcohol and substance of abuse legislation, policy and related mitigation;
·                     Knowledge of programme design, implementation, monitoring, evaluation and budgeting;
·                     Have high level of integrity and a Team player;
·                     Have excellent interpersonal, presentation and communication skills;
·                     Be fluent in written and spoken Swahili and English;
·                     Excellent computer skills.
