Position: Project
Officer Veterinary
Reporting To: Project Manager
Duration: 6 months and possible extension
depending on performance and availability of funds.
Location: Based in Baidoa district, Bay
region.
Duties / Responsibilities:
- The project officer veterinary shall perform his/her duties as described and for a period defined in the contract.
- The incumbent has the overall role of implementing project livestock activities, including supervision of personnel contracted on temporary basis to provide specified animal health care services.
- S/He is responsible for the identification of prevalent livestock diseases, types of drugs needed and selection of households to benefit from animal health care and delivery of services in accordance with COOPI or Donor procedures.
- He/She is in charge of providing information on livestock diseases to the project Manager concerning her/his area of jurisdiction and should be a strong team player in the district team.
- Organize and supervise the livestock treatment by team members or contracted animal health providers in the villages as may be required in a professional manner.
- Keep updated on the new veterinary drugs, with manufacturer’s indications regarding their usage, dosage and administration.
- Facilitate the undertaking of participatory and active livestock disease surveillance as may be required for reasons of establishing project baseline situations.
- Provide veterinary clinical guidance and advice to team members whenever such teams are constituted or contracted.
- Ensure proper identification of diseases using anamnesis and clinical methods before providing treatments.
- Ensure that all drugs within the care of the project are stored, handled and used professionally and according to manufacturer’s instructions in the field to ensure their efficacy.
- Ensure that all vet equipment in possession of the project is kept in hygienic condition before and after use by sterilizing them.
- Collect and record all requested data, regarding treatments, including livestock disease data in the pre-designed data sheets.
- Ensure that all data and records provided are reliable and reflect true clinical situation in the field before submitting to the higher levels of data unit for analysis.
- Monitor the effects of drugs used on livestock, identify any effects and report to the Project Manager.
- Ensure that the drugs received by beneficiary through the voucher are worth the value of the voucher.
- Educate the livestock owners on the intervention design and approaches including objectives and implementation plans as well as importance of disease control, etc.
- Explain to and agree with communities on criteria of selecting beneficiaries of animal health support provided by the project
- Exchange knowledge with communities about the best ways of improving veterinary service delivery in their respective areas.
- Provide training that enhances skills adaptation for livestock owners through appropriate livestock extension techniques.
- Sensitize and Mobilize communities in villages where treatments are planned for to prepare and to present their animals for treatments at sites agreed with the team members.
- Plan with livestock owners, village committees and local authorities on all issues regarding treatment of livestock in their respective areas/ regions.
Team work:
- Provide the overall leadership of the veterinary personnel on the project in the respective area/region.
- Assign responsibilities to each team member as deemed necessary to enhance coordinated implementation of the operation.
- Together with team members, survey and ensure that all livestock owners receive the services without undue avoidance.
- Ensure harmony within the team besides motivating the team members.
- Ensure that COOPI’s policies and guidelines are adhered to by all the staff and are understood by the communities/beneficiaries.
Liaison:
- Facilitate contact and coordination between COOPI and local stakeholders in livestock sector. (District Authorities, Clan leaders, Professional Associations) and other Development Agencies in the operation area.
- Develop and maintain close working relationships with all COOPI partners (colleagues, practitioners, livestock owners, communities).
Qualifications & requirements
- The position requires the holder to have qualifications as a veterinarian holding a degree with a minimum of four years of technical veterinary training from a recognized veterinary institute.
- Must be recognized by the Professional Livestock Association of the region (SOWELPA in Southern Somalia) as veterinary professional.
- The project veterinary officer must be a Somali national with ability to speak Somali language.
- Must have at least three years experience of working with an INGO, in a similar position.
- Must be competent in the use of computer especially Microsoft office packages.
- Must be fluent in English used for reading, speaking and for writing reports.
- Must be a trustworthy person to be respected by the target communities
- Must be familiar with community participatory methods and willing to access all target villages to identify beneficiaries.
