County Public Service Board

Kilifi County Public Service Board wishes to recruit competent and qualified persons to fill the following vacant positions as per the Constitution of Kenya 2010 under Article 176 and County Government Act No. 17 of 2012


1. County Head of Treasury - Accounting

1 Post

JG ‘R’.

The Officer will be the Head of Accounting and will be responsible to the Chief Officer Finance for efficient management and accounting services at the County.

Specific duties will include
  • Advising County government on all County Public financial accounting matters;
  • Implementing approved government accounting standards;
  • Designing and developing County accounting systems
  • Providing advice to the County Government on the best appropriate adhoc financial reporting formats;
  • Providing a link between the County and National accounting standards bodies on matters relating to Public Sector Financial reporting;
  • Develop guidelines for County accounting staffing levels and training to ensure technical competence;
  • Participate in County policy Committees
  • Oversee the implementation of the approved accounting standards, policies bases and concepts to ensure compliance;
  • Undertake capacity building for staff at County level;
  • Ensuring proper banking arrangements are in place between County government, CBK and Commercial banks;
  • Direct and control operations of the County Exchequer account; and
  • Participate in the relevant Committees of County Assembly as advisor to the members and follow up on recommendations thereof including County Treasury memorandum; and oversee the Accounting operations of the Sub Counties.

Requirements for Appointment
  • Bachelor Degree in either Finance, Accounting, Business Administration, Commerce, or in a relevant equivalent
  • Be a holder of CPA (K) or its recognized equivalent
  • Be registered with the institute of Certified Public Accountants of Kenya (ICPAK)
  • Relevant working experience of not less than five years

2. County Head of Budgeting Function - Policy Unit

1 Post

JG ‘R’.

The officer will be the Head of County Budgeting Function Policy Unit and will be responsible to the Chief Officer Finance and Economic Planning for the efficient management of Budget Policy Services at the County.

Specific duties will include:
  • Analyzing, formulating and overseeing the management of fiscal policies and other economic policies
  • Formulating, implementing and analyzing tax policies such as property rates, entertainment taxes and any other tax that a County is Authorized to impose by an Act of parliament
  • Reviewing analyzing and advising on matters relating to private investment;
  • Formulating and analysis of economic policies;
  • Undertaking, coordination and preparing public financial programmes;
  • Administering tax and private investment incentives;
  • Monitoring fiscal sectors and County reforms;
  • Actively participating in the County budget preparation;
  • Monitoring the implementation of the policies in the County Budget
  • Preparing the County Fiscal Strategy paper and County Budget Review & Outlook paper
  • Coordinating the preparation of annual County budget and preparing the estimates of revenue and expenditure of County Government
  • Coordinating the implementation of the budget of the County Government; and
  • Monitoring and developing inter-governmental fiscal relations.

Requirements for appointment
  • Bachelor Degree in Economics or any other relevant field from a recognized University
  • Relevant working experience of not less than five years
  • Holder of CPA (K) is an added advantage.

3. Procurement Officers

The officers will be reporting to the Head of Supply Chain Management

Specific duties will include
  • Planning and coordination of Supplies Management
  • Enforcement of Government procurement regulations, systems and procedures
  • Preparation of Supplies estimates and vote control
  • Preparation of a procurement plan for a financial year
  • Initiation of Policy, review and updating of existing regulations, supplies management and planning
  • Training and Development of Supplies personnel
  • Ensuring timely supply of quality goods and services
  • Monitoring market trends
  • Managing Suppliers effectively
  • Making recommendation for disposal of idle and obsolete stores
  • Supervision of stores staff

Requirements for Appointment
  • Bachelor degree in Purchasing and Supplies Management from a recognized University or any business degree with a post graduate diploma in Purchasing and Supplies Management.
  • Relevant work experience of not less than five (5) years
  • Results driven and a team player.
  • Candidates must be Computer literate
  • High degree of integrity and honesty
  • Demonstrate knowledge and experience in Public Procurement
  • Demonstrate good Communication and analytical skills

4. Tourism Officer

Department of Trade, Industrialization, Co-operative Development, Tourism& Wildlife

Specific duties will include;
  • Assist in identifying potential project ideas and tourism activities in line with mission and objectives of the Department for the tourist sector
  • Prepare programmes and projects, annual budget requirements and work plans of the section
  • Responsible for implementation of specific projects
  • Coordinate compilation of information and data from all sections of industry and maintain a database.
  • Disseminate/ provide tourism information on local resources and facilities
  • Develop a tourism platform, including on local resources
  • Writing and presenting reports for Committees
  • Devising and Coordinating marketing campaigns

Requirements for Appointment
  • Diploma in Tourism/ Tour guiding
  • Relevant work experience of at least five years
  • Degree in Tourism Management will be an added advantage
  • Computer Literate

5. Wildlife Officer

1 Post

Department of Trade, Industrialization, Cooperative Development, Tourism & Wildlife

Specific duties will include;
  • Providing conservation Education
  • Assist in identifying potential project ideas and activities in line with the mission and objectives of the Department for wildlife Sector
  • Coordinate compilation of information and data from the industry and maintain a database
  • Liaise with Kenya wildlife services on behalf of the County Department
  • Prepare and provide the management with reports, statistics forecaster and other information necessary for effective planning and development

Requirements for appointment
  • Diploma in Wildlife and Range Management
  • Relevant work experience of at least 2 years
  • Be Computer Literate
  • Be conversant with Kilifi County Wildlife environment
  • A degree in wildlife and Range Management is an added advantage

6. Administrative Assistant

Specific duties include;
  • Ensure cleanliness and neatness of office
  • Manning of office
  • Ensure safe custody of department assets
  • Coordinate and supervise maintenance and cleanliness of office equipment
  • Ensure availability of office Supplies
  • Ensure communication systems are functional (email, telephone, faxes, mails)
  • Managing administration travel, accommodation and logistics of the department
  • Maintain effective flow of communication within and outside the country e.g mails, statements, telephone.
  • Writing and presenting reports to management as requested

  • Diploma in Office Management/ Administration
  • Degree in Business Management/Administration is an added advantage
  • Be fluent in English and Kiswahili

7. Human Resource Officers

The Human Resource officers will support the functions of the County Public Service Board Committees on

(i) Recruitment and Selection

(ii) Performance Management

(iii) Planning, Monitoring and Reporting

(iv) Human Resource Management and Development

(v) Compliance and Quality Assurance

Specific duties will include;
  • Supporting the establishment and operationalization of Human Resource Management function
  • Ensuring correct interpretation of Human Resource policies, rules, regulations, labour laws and other relevant statutes
  • Supporting the establishment of Performance Management systems
  • Preparation of Human resource reports
  • Support Planning, Monitoring and Reporting functions of the Board
  • Developing & instilling proper HR Audit systems, job evaluation tools, Schemes of Service, HR manuals and payroll systems
  • Offering advice on public Service regulations and guidelines as well as Human Resource Management policies
  • Preparing briefs on disciplinary cases received in the County for decision making by the Board.
  • Preparation of briefs on appeals and applications for review to be considered by the Board
  • Ensuring conformity and compliance to HR policies, procedures, guidelines and regulations and Articles (232) (1) on Values and Principles of Public Service
  • Offer advice on Human Resource Development including Training, Needs Assessment and Capacity building.

Requirements for Appointment
  • Bachelor degree in Business Administration(Human Resource Option) or Social sciences with Higher Diploma in Human Resource Management from a recognized institution
  • Relevant working experience of not less than five (5) years
  • A thorough understanding of Human Resources Management policies, regulations and Employee Relations
  • Demonstrate high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resources
  • Understanding of Labor laws and other statutes that impact on Human Resource Management
  • A Master’s degree in Human Resource Management will be an added advantage.
