The Authority is seeking to recruit qualified Kenyan citizens to fill the following positions in its establishment:



Flight Operations Inspector

Department: Flight Operation

Reports To: Chief Flight Operations Inspector

Job Purpose: To organize and supervise the inspection and surveillance activities with respect to general aviation to ensure compliance with aviation safety standards, regulations and recommended practices.

Duties and Responsibilities

·                     Performs inspection and surveillance duties with respect to General Aviation.
·                     Evaluate the appropriateness of the operator’s training programmes for pilots, including training facilities, equipment and simulators with respect to the aircraft being used.
·                     Evaluate, for approval purposes, the training programmes / curricula offered by training organizations, including the appropriateness of facilities, equipment and training personnel.
·                     Performs continuous surveillance, ramp and en route, of Kenyan registered aircrafts as well as foreign aircrafts operating in Kenya and reports on incidents and occurrences.
·                     Prepare, conduct and / or oversees where outsourced, the processes leading to Pilot licensing, such as preparation of examination and evaluations, including carrying out flight tests to evaluate pilot proficiency for aircraft type endorsement for check airman approval.
·                     Work closely with Airworthiness, Licensing and other departments as and when required.
·                     Maintain and updates own level of professional knowledge and standards.
·                     Perform duties at the satellite stations as may be assigned by the Chief Inspector Flight Operations.

Qualifications
·                     Ordinary level certificate of education with mean grade c+ or its equivalent.
·                     Commercial pilot’s license with at least 2000 hours
·                     Type rating on at least two aircraft types in the Kenyan register.
·                     A bachelor’s degree in a related field, such as, Aviation is an added advantage.

Experience
·                     At least 5 years flying experience (civil or otherwise).
·                     Knowledge and Skills
·                     Ability to identify non-compliance issues and unsafe practices and to advise operators on remedial actions.
·                     Establishes follow-up and monitoring mechanisms with operators on issues identified by audits.
·                     Ability to coach for high performance Knowledge of the inspection process, with an ability to diagnose issues and propose improvements in the process.
·                     Good verbal and written communication / reporting skills.
·                     Proficiency in office suite and desktop publishing tools.

Airworthiness Inspector

Department: Airworthiness

Reports To: Chief Airworthiness Inspector

Job Purpose: To perform inspection, audit and surveillance activities with respect to aircraft maintenance and airworthiness in order to ensure compliance with Aviation Safety Standards, Regulations and Recommended Practices.

Duties and Responsibilities

·                     Plan and supervises the inspection and surveillance activities for a team of Inspectors.
·                     Review Inspection reports during certification process, surveillance reports, as well as other evaluations and tests conducted by Inspectors.
·                     Train and coach inspectors and trainee inspectors.
·                     Perform inspections, audit and continuous surveillance and follows-up on corrective actions.
·                     Examine current and new international and foreign Airworthiness standards related to continuing Airworthiness and determination of the need for adoption.
·                     Confer at National and international levels on matters relating to the regulation of Airworthiness.
·                     Perform continuous, planned and random surveillance of aircrafts, including ramp inspections and prepares task report for approval.
·                     Participate in combined air operator inspections with Flight Operations Inspectors for the purpose of issue/renewal of AOC and random surveillance inspections.
·                     Evaluate aircraft maintenance organizations for approval purposes and perform continuous surveillance of such organizations.
·                     Evaluate for approval purposes, aircraft airframe and power plant modifications.
·                     Assess and evaluate technical documents of the industry for the purpose of approval and conduct audits as appropriate.

Qualifications
·                     A holder of a diploma in aeronautical or mechanical engineering.
·                     Aircraft maintenance engineers licenses in Category A (Airframe) and C (Power plant).
·                     At least two type courses or two type ratings in category A and C on Light aircraft.
·                     A degree in aeronautical or mechanical engineering will be an added advantage.

Experience
·                     At least 5 years’ experience as an aircraft maintenance engineer.
·                     Knowledge and Skills
·                     Ability to identify non-compliance issues and unsafe practices and to advise operators on remedial actions.
·                     Ability to coach for high performance.
·                     Knowledge of the inspection process, with an ability to diagnose issues and propose improvements in the process.

Manager, Aeronautical Information Services

Department: Aeronautical Information Services / MAP

Reports To: Director Air Navigation Services

Job Purpose: To develop and establish an AIS/MAP System for the effective implementation of the relevant ICAO Standards and National Regulations.

Scope of Work / Duties / Responsibilities

·                     Investigate operational complaints and irregularities within the department and collaborate in the investigation of incidents and breaches of aviation regulations and procedures.
·                     Develop job description and ensure optimal utilization of staff.
·                     Conduct regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to.
·                     Recommend changes in personnel, equipment, communication, space and operating positions, including the evaluation, development and research of new systems and equipment.
·                     Prepare and implement the department’s operational plan and budget to achieve targets in line with the KCAA strategy.
·                     Liaise with the planning and development team to identify improvements to the AIS/MAP system.
·                     Liaise closely with Internal Audit to incorporate good governance practices in the department.
·                     Liaise closely with the regulator to implement effective inspection, surveillance and licensing processes.
·                     Maintain Safety Management System.
·                     Maintain close coordination with AIS/MAP service users and other departments as may be necessary.
·                     Initiate actions to implement the regulations, standards and recommendations specified in national, regional and ICAO AIS/MAP plans, including quality management systems and safety management systems to ensure compliance with regulatory requirements.

Qualifications
·                     A Bachelors degree in a related field.
·                     Certificate in Aeronautical Information Services from an ICAO recognised training institution. (Certificate in Aeronautical Cartography will be an added advantage)
·                     Training in Management and Leadership.
·                     Training course in Quality Management System
·                     A Masters degree in an aviation related field from a recognized University will be an added advantage.

Experience
·                     5 years experience in a senior position related to aeronautical information services.
·                     Proven experience for financial and people management.

Knowledge and skills
·                     Extensive knowledge of the Kenya Civil Aviation Regulations and ICAO standards
·                     Working Knowledge of International Air Law
·                     Practical knowledge of Aeronautical Information/ MAP procedures,
·                     Knowledge of trends in the Aviation Industry.
·                     Ability to manage crises by directing recourses appropriately.
·                     Written and verbal communication skills.

Manager, Personnel Licensing

Department: Personnel Licensing

Reports To: Director Aviation Safety, Security and Economic Regulation

Job Purpose: To plan and direct all aviation licensing activities and operations.

Scope of Work / Duties / Responsibilities
·                     Prepare and implement the department’s operational plan and budget to achieve targets in line with the KCAA’s strategic plan.
·                     Develop and propose policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes as well as other regional and international conventions of which Kenya is a member State.
·                     Approve aviation certificates and licences as appropriate and approves Aviation Training Organisations.
·                     Register and deregister aircraft.
·                     Develop, maintain and direct the management of aviation examinations including medical examinations for licensing purposes.
·                     Approve inspection guidance material, manuals and procedures.
·                     Advice and guide management and the industry on the interpretation and application of aviation safety standards and regulations.
·                     Provide job descriptions and assigns duties to all staff in the department.
·                     Conduct regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to.
·                     Work closely with Internal Audit and Quality Management department to ensure good governance and practices in the department and effective implementation of inspection, surveillance and licensing processes.
·                     Work closely with human resources department to plan man-power requirements in the department.
·                     Review and approve reports and recommendations/rejections for certifications and licenses.
·                     Coordinate and liaise with other departments as may be necessary.
·                     Prepare and recommend approvals for examiners.
·                     Implement State Safety Programme requirements.
·                     Identify the licensing/certification requirements and implement appropriate strategies to ensure the technical standards and competence levels are maintained in the delivery of licenses.
·                     Enforce the relevant Civil Aviation Regulations and recommends appropriate actions.

Qualifications
·                     A relevant Bachelors Degree from a recognised institution.
·                     A master’s degree in a related field would be an added advantage;
·                     An Air Transport Pilot License, Air Traffic Controllers License or an Aircraft Maintenance Engineers License
·                     Advanced training in personnel licensing and Safety Oversight Managers course would be an added advantage
·                     Training in Management or Leadership
·                     Five years (5) experience at a senior level in the aviation industry;
·                     Proven experience in Financial Accountability and people management

Manager, Flight Operations

Reports To: Director Aviation Safety Security Regulation

Job Purpose: Plan and direct the activities of Flight Operations to achieve a coordinated approach to policy formulation, inspections and surveillance duties.

Scope of Work / Duties / Responsibilities
·                     Prepare and implement the department’s operational plan and budget to achieve targets in line with the KCAA’s strategic plan.
·                     Develop and propose policies, standards, regulations and legislation to ensure that the regulatory framework of the KCAA is aligned and compliant with ICAO annexes and recommended practices, as well as other regional and international conventions of which Kenya is a member State
·                     Approval of aviation certificates as appropriate.
·                     Work with the legal services to propose / draft appropriate legislations and regulations relevant.
·                     Work closely with Internal Audit and Quality Management department to ensure good governance and practices in the department and effective implementation of inspection, surveillance and licensing processes.
·                     Work closely with human resources department to plan man-power requirements in the department.
·                     Review and approve inspection guidance material, manuals and procedures.
·                     Advise and guide Management and the Industry on the interpretation and application of aviation safety standards and regulations.
·                     Provide job descriptions and assign duties to all staff in the department.
·                     Conduct regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to.
·                     Review and approve reports and recommendations/rejections for certifications and licenses.
·                     Coordinate as necessary with the SSP Coordinator and implements State Safety Programme pertaining to ANS and aerodromes.
·                     Coordinate and liaise with other departments as may be necessary.
·                     Enforce the relevant Civil Aviation Regulations and recommend appropriate actions.
·                     Perform any other duties as may be assigned by Director Aviation Safety and Security Regulation.

Qualifications
·                     Bachelor of Science Degree;
·                     A Master’s degree in a related field such as aviation, science or engineering will be an advantage;
·                     Airline pilot’s licence;
·                     Type rating on at least two aircraft types in the Kenya register above 5,700kg one of which must be a heavy aircraft type will be an added advantage;
·                     Training in Management or Leadership would be an added advantage;
·                     At least five (5) years experience at senior level in the Aviation Industry;
·                     Government Flight Operations Inspectors training; Safety Oversight Managers Course;
·                     Proven people management abilities will be an added advantage
