Three Positions
Duties and Responsibilities
This is the
point of entry into the Cadre of Clerks of the Assembly. At this grade, the
officer:-
- Undergoes initial introduction to the operations of Commonwealth Parliaments and undertakes inductions and a guided on-the-job-train in for a minimum of two years;
- Is closely supervised and guided by the immediate senior Clerk, who exposes the officer to rudiments of parliamentary procedure, practice convention, tradition and etiquette
- Is assigned general duties to carry out responsibilities within the Legislative and Committee Services.
Requirements for Appointment
For appointment to this grade, a
candidate must be in possession of:
- A degree from a University recognized in Kenya in any of the fields in law, Political /Social Sciences, Finance, Management, Economics, Education and Planning, or Development studies.
- Demonstrable flair for Commonwealth and Kenyan Legislative procedure
- Demonstrable interest and commitment to the aims, objectives and principles of a devolved legislature
- Good command of spoken and written English and Swahili coupled with demonstrable report writing skills.
- Proficiency in Computer Application packages
Procurement Assistant
KCASB 7
Two Positions
Duties and Responsibilities
Reporting to the Principal Procurement
Officer, The job holder shall be responsible for:
- Implementing Supply Chain Management Policies for the County Assembly;
- Participation in Supply Chain Management Committees Secretariat (Procurement, Inspection and Acceptance and Tender Processing Committees;
- Preparation for invitation of bids, bids processing, market survey, quotations, Evaluation of quotations and processing of Local Purchase Orders and Local Service Orders;
- Offering secretariat services to the County Assembly Procurement Committee
- Generation of quotation evaluation reports for the procurement unit.
- Forwarding and processing of invoices from suppliers for payment
- Implementing Best Practices in Supply Chain Management
- Managing the Records Management System in the Procurement Department.
- Any other duties assigned by the head of procurement.
Requirement for Appointment:
- Diploma in Procurement /Supplies Management OR Diploma in Purchasing / Management
- Minimum of 2 years relevant working experience in procurement.
- Proficiency in Computer Application packages
- Member of Kenya Institute of Supplies Management
- Demonstrable knowledge and experience in procurement management.
- Previous working experience in government institutions will be an added advantage.

Kenya Revenue Authority and Certificate of Good Conduct as part of compliance
with Chapter Six of the Constitution of Kenya.
