Civil Aviation Safety and Security Oversight Agency

The Civil Aviation, Safety and Security Oversight Agency (CASSOA) is a specialized technical Institution of the East African Community with its headquarters in Entebbe, Uganda.

The Institution is charged with the responsibility of ensuring the development of a safe and secure civil aviation system in the region. CASSOA has the following vacant position which it requires to fill with a suitable candidate – citizens of East Africa.

Principal Human Resources and Administration Officer

Ref: CAS/HR/2014/001)

Grade: Professional Staff Category (P3)

Reports to: Executive Director

Duty Station: Entebbe, Uganda

Main purpose of the Job: To provide effective and efficient human resources and administrative management support to the Agency.

Duties and Responsibilities:
  • Manage all administrative matters of the Agency in a cost effective and efficient manner, including procurement of goods, services and works in consultation with the relevant user department, and to liaise with finance department to ensure prompt payments to suppliers.
  • Design and maintain administrative monitoring and evaluation systems.
  • Liaise with relevant ministries of the host state on matters relating to staff immunities and privileges, and issuance of resident permits to staff.
  • Provide protocol services to visitors and dignitaries.
  • Formulate and implement HR management and development policies and strategies for the Agency.
  • Handle HR matters relating to terms and conditions of service, discipline and staff welfare in conformity with the established rules and regulations.
  • Coordinate the development of job descriptions and specifications in liaison with relevant officers including job/functional analysis.
  • Coordinate the process of recruitment and selection of staff in accordance with established policies, procedures and practices.
  • Implement the Agency’s staff induction manual and program.
  • Design and maintain a staff performance management system.
  • Provide personnel data for the preparation of payroll.
  • Develop staff training and development programmes that effectively meet the Agency’s capacity development objectives.
  • Prepare and provide departmental input for the timely preparation of the Annual Programme of Activities and budget for the Agency.
  • Facilitate development of the oversight technical skills data available in the region and establish development of programs to address the skills gap.
  • Mobilization of technical and financial resources to implement the training programs in the region.
  • Perform any other related duties as may be assigned by Supervisor.

Qualification and Experience:
  • Masters Degree in Public/Business Administration or Management Sciences with a minimum of 8 years relevant experience in Administration and Human Resource Management with at least 3 years at senior management level.
  • Professional Human Resource and/or Administration qualifications will be an added advantage.

Skills and Competences:
  • Good interpersonal, communication and report writing skills;
  • Proficiency in use of computer and general IT applications; and proven integrity.
  • Knowledge of procurement procedures as well as protocol services will be an added advantage.

Terms and conditions of service: This is an established position within the CASSOA structure which has a contract term of five (5) years renewable once upon satisfactory performance.
