The Energy Regulatory Commission (ERC) is a State Corporation established under the Energy Act 2006.

The Commission is mandated as the energy sector regulatory agency responsible for economic and technical regulation of Electric Power, Renewable Energy and Downstream Petroleum sub-sectors.

To achieve this mandate the Commission is seeking to recruit suitably qualified, experienced, result oriented and highly motivated individuals to fill the following positions:

Senior Manager, Petroleum

(Ref: ERC/PET/02.14 Job Grade 9)

Reporting to the Director, Petroleum, the position holder will provide advice on licensing and enforcement of regulations in the petroleum sub sector.

Key Responsibilities

  • Monitor and report on market developments and activities in the petroleum sub-sector;
  • Make recommendations on issuance of licenses for importers, exporters, transporters, refiners and distributors in the petroleum sub-sector;
  • Develop applicable regulations and standards for the petroleum sub-sector in coordination with relevant statutory bodies and agencies;
  • Oversee inspection of the various players in the petroleum sub-sector and investigating any anomalies arising from the inspections; and
  • Manage, review staff performance and development.

Qualification, Experience & Skills
  • A Bachelor’s degree in Engineering or related field from a recognized university; a Masters degree will be an added advantage;
  • At least seven (7) years relevant experience;
  • Excellent understanding of the petroleum sub sector;
  • Good analytical and communication skills;
  • Ability to establish and maintain good working relationship with all stakeholders;
  • Proven competency in computer literacy.

Procurement Manager

(Ref. No. ERC/PM/02.14 Job Grade 8)

Reporting to the Director General, the position holder will ensure effective and efficient procurement of goods, works and services for the Commission and compliance with the Public Procurement & Disposal Act, 2005 and the Regulations.

Key Responsibilities
  • Develop procurement annual plans for the commission;
  • Provide leadership and advice in the procurement of goods, works and services;
  • Obtain quotations and proposals from vendors;
  • Provide leadership for the various evaluation committees;
  • Issue Contracts, Local Purchase Order (LPOs) and Local Service Orders (LSOs);
  • Prepare tender and quotation documents in liaison with user departments;
  • Communicate to tenderers/bidders on outcome of the tender process;
  • Follow up on delivery of goods and services to ensure that quality and set timelines are met;
  • Maintain an up to date register of eligible suppliers of goods, works and services;
  • Perform the duties of a Secretary to the Tender Committee and Disposal Committee;
  • Keep records of all materials received in the stores and ensure the store is kept in an orderly manner at all times;
  • Facilitate annual stock taking and provide a report on the same;
  • Prepare timely and accurate reports; and
  • Manage, review staff performance and development.

Qualification, Experience & Skills
  • A Bachelor’s degree in Business, Commerce, Economics/Arts or equivalent from a recognized university.
  • A Master’s degree in Business Administration or equivalent from a recognized university.
  • Graduate diploma from Chartered Institute of Purchasing and Supplies (CIPS ).
  • At least six (6) years relevant experience three of which must be at management level preferably in a public organization.
  • Thorough knowledge and understanding of the Public Procurement & Disposal Act, 2005 and the Regulations, 2006.
  • Excellent communication, analytical, prioritization and decision making and negotiation skills.
  • Excellent planning, interpersonal and report writing skills.
  • Proven competency in computer literacy.

Officer Communication and Public Affairs

(Ref. No. ERC/OCPA/02.14 Job Grade 7)

Reporting to the Senior Manager, Communication and Public Affairs the position holder will provide support services in planning, development and delivery of internal and external communication.

Key Responsibilities
  • Produce and format the Commission’s brochures and press briefs;
  • Organize seminars, symposiums, and workshops: and take attend to all administrative details;
  • Design flyers, posters, and power point presentations for seminars/workshops: formatting articles and reports;
  • Develop and update a detailed database of Commission key stakeholders;
  • Prepare updating content for the Commission website;
  • Provide information on the Commission to interested parties;
  • Maintain a catalogue of Commission database of pictures; and
  • Co-ordinate production of organization communication tools such as business cards, letter heads, signage and dissemination of reports and brochures.

Qualification, Experience & Skills
  • A Bachelor’s degree in Public Relations, Social Sciences/Business Administration from a recognized university.
  • Diploma in Public Relations.
  • At least five (5) years relevant working experience.
  • Excellent communication skills and understanding of corporate governance.
  • Proven competency in computer literacy.

Economist, Electricity

(ERC/EE/02.09 Job Grade 7)

Reporting to the Senior Manager, Economic Regulation, the position holder will obtain and analyze economic data; and evaluate the impact of energy policies and regulations.

Key responsibilities
  • Assist in the design and review of electricity tariffs and tariff structures;
  • Participate in the preparation of the Least Cost Power Development Plan;
  • Participate in the review and updating of renewable energy projects;
  • Assist in the computation of petroleum pump prices and petroleum price surveillance;
  • Monitor and evaluate the performance of the sub-sector utilities; and
  • Undertake research and policy analysis and prepare position papers and reports.

Qualification, Experience and skills
  • A Bachelor’s degree in Economics, Econometrics, Energy Economics or equivalent from a recognized university.
  • A Master’s degree in Energy Economics, Economics, Econometrics or equivalent.
  • At least five (5) years relevant experience.
  • Good understanding of the energy sector and particularly electric power subsector.
  • Excellent analytical, report writing and interpersonal skills.
  • Proven competency in computer literacy.

Accountant

(ERC/ACC/02.09 Job Grade 7)
Reporting to the Chief Accountant, the position holder will ensure that financial records and reports of the Commission are accurate, complete and relevant.

He/she will also prepare and present reports on performance contract.

Key responsibilities
  • Prepare monthly bank reconciliations;
  • Prepare annual work plan, quarterly and annual performance reports;
  • Manage the treasury function which includes management of the bank accounts to ensure adequate funding, negotiation of interest and exchange rates;
  • Ensure adequate liaison with bankers in relation to entries in bank statements and general operations of the bank accounts;
  • Provide information required by internal and external auditors, respond to audit queries, and provide audit information and schedules;
  • Develop Management reports using the financial management system and ensure integrity of the accounting system as well as assist users to understand and use the system effectively;
  • Run end of period closure of entries to ensure accurate financial reporting for the period;
  • Continuously confirm that the Commission’s Trial Balance is balanced, and that the entries therein are accurate and reflective of the balances in the individual ledger accounts (Ledger reconciliations);
  • Ensure that there are adequate internal control procedures to minimize loss of income or misuse of Commission assets by conducting appropriate risk assessment and ensuring that the set procedures are adhered to;
  • Assist in preparation of the Commission annual budget;
  • Assist in creditors and debtors control including ensuring timely payment to suppliers and staff; and
  • Ensure that all tax and other statutory related.

Qualification, Experience & Skills
  • A bachelors degree in Commerce, Business Administration or related fields;
  • Certified Public Accountant (CPAK)/ ACCA or equivalent and a member of respective professional association.
  • At five (5 ) years relevant experience;
  • Must have working experience in Microsoft Dynamics Nav or equivalent ERP.
  • Proven competency in computer literacy

Technical Officer, Petroleum

(ERC /TOP/02.14 Job Grade 6)

Reporting to the Senior Manager Petroleum, the position holder will assist in development of standards and inspections of petroleum facilities to ensure compliance with Energy Act 2006.

Key responsibilities
  • Assist in the development , review and implementation of standards and codes of practice for the petroleum sub sector;
  • Inspect petroleum installations for compliance with regulations license conditions and standards;
  • Coordinate with other statutory authorities for joint facilities inspections;
  • Maintain an accurate register of licensed petroleum dealers;
  • Receive and act on complaints and accidents reports related to petroleum; and
  • Prepare timely and accurate reports.

Qualification, Experience and skills
  • A Bachelor’s degree in Engineering or Physical Sciences from a recognized university.
  • At least three (3) years relevant experience.
  • Good knowledge of the petroleum energy sub sector.
  • Excellent analytical and problem solving skills.
  • Proven competency in computer literacy.

Technical Officer, Renewable Energy

(ERC/TORE/02.14 Job Grade 6)

Reporting to the Director, Renewable Energy the position holder will enforce regulations in the renewable energy sub sector.

Key responsibilities
  • Assist in formulation and implementation of regulations on renewable energy;
  • Assist in research on renewable energy resources, technology and its application in the sub sector;
  • Contribute to the development of renewable energy plans, standards, strategies and research on renewable energy;
  • Prepare timely and accurate reports; and
  • Conduct compliance inspections for renewable energy use.

Qualification, Experience & Skills
  • Bachelor’s degree in Engineering or Physical Sciences from a recognized university.
  • At least three (3) years relevant experience.
  • Excellent understanding of the renewable energy sub sector.
  • Excellent interpersonal, communication, presentation, analytical, problem solving and report writing skills.
  • Proven competency in computer literacy
