In Africa,
millions of people survive by their livestock yet veterinary care is often
insufficiently available.
When
farmers lose their herds to disease, drought or conflict, they lose everything:
their pride, their culture, their savings and their livelihood.
By helping
to care for livestock and improve production, the NGO Vétérinaires Sans
Frontières Belgium supports local populations in their struggle against hunger
and poverty.
In East
Africa, our programs focus on livestock dependent communities in Kenya, Uganda
and South-Sudan.
Role
The role of
the Country Director for South Sudan is to develop and implement the strategy
for South Sudan in line with the mission, vision, values and global strategy of
VSF-Belgium.
He/she
reports to the Regional Director- East Africa.
Responsibilities
Strategic leadership: Develop and lead the national
programme Strategy and programs and contribute to the regional strategy.
Programme
implementation:
Ensure the quality implementation of the country strategy and program for South
Sudan in accordance with regional strategy. Ensure monitoring and evaluation
and programme targets are met.
Organisational
leadership and people management:
To oversee the South Sudan Country Office and field Offices by ensuring that
the staffs have the capacity to implement the projects / programmes professionally
and efficiently.
Budget Management: Development, management and
monitoring of South Sudan annual budget.
Also
manages and approves the expenses of the country annual budget within the
limits of the pre approved budget and in respect of VSF-B and donors
procedures.
Fund Raising: Secure additional funding to enable
continuation of S. Sudan programmes.
Representation: To display positive image of VSF-B
as a leading organization among partners in South Sudan and sub-region, develop
networks and mobilize funds (incl. matching grants).
To ensure
knowledge/expertise is capitalized within South Sudan and shared with teams
across VSFB.
Profile
Education
University
Masters degree in a relevant field.
A degree in
veterinary science, animal science or rural development is an advantage, but
not essential
Knowledge and
experience
- Knowledge of pastoralism, value chain, ASAL policies, natural resources management.
- At least 3 years of experience in a senior management position
- At least 5 years of experience in South Sudan.
- Experience in strategic planning and organizational change management
- Experience in managing multidisciplinary teams
- Experience in working with and capacity building of local partners
- Fluent in English. Basic knowledge of French is a plus
- Existing network within NGO-donor community in South Sudan would be an added advantage
- Experience in Project Cycle Management and Result Based Approach
- Experience in proposal writing with major donors
