are hereby invited from suitably qualified candidates to fill the above
Temporary Appointment position in the Education and Young People’s Section,
UNICEF Kenya Country Office.
Purpose of the Post:
Under the
supervision of the Chief of Education and Young people, the incumbent will
co-ordinate the program activities and support the delivery of program strategies.
Justification
Education
is a centrepiece of Kenya’s national development priorities.
The Kenyan
government, along with development partners, is committed to meeting key
international education commitments and conventions, such as the UN Convention
on the Rights of the Child, the Jomtien World Declaration on Education for All
(EFA), the Dakar Framework for Action, and the Millennium Development Goals –
specifically MDG 2 (achieving universal primary education) and MDG 3 (promoting
gender equality).
Kenya as a
country has achieved its MDGs target with proactive legislation and policy
frameworks. However there are significant gender and geographic disparities
with example of nomadic counties which have less than 50% Gross Enrolment
Ratios compared to national rates which are over 100%.
To address
this gaps in access to quality education, UNICEF Kenya Education and Young
People Program is currently works with Government of Kenya and other key
partners to expand education opportunities for most vulnerable groups’ of boys
and girls in nomadic communities.
This
program also seeks to strengthen national and sub-national systems, policy
frameworks and implementation capacity of key partners to improve access to
quality basic education and skills development for marginalized children and
youth (including in emergencies).
Recently
and within the framework of EYP’s priorities, UNICEF received funding support
for Department for International Development (DFID-UK) has provided UNICEF with
funding to fast track the closure of this regional and gender disparities
affecting nomadic communities with direct county level interventions as well as
national level systems development.
The program
will strengthen National and sub-national systems and policy frameworks and
implementation capacity strengthened to improve access to quality basic
education and skills development for marginalised children and youth, including
in emergencies and within eight nomadic counties.
Scope of Work
The work
will involve working closely key sectors within UNICEF, line ministries and
DFID to achieve the project’s envisaged results.
Within
UNICEF, the specialist will work closely WASH, Communication for Development
(C4D), Social Policy and Monitoring and Evaluation, Supply and Logistics and
Protection as well as the relevant field office of Garissa and Turkana.
Specific Responsibilities
Specifically,
the specialist will;
a) will
ensure overall programme planning, implementation, setting standards for risk
management, monitoring and evaluation are undertaken with supervision from the
program manager who will dedicate 30% of her/his time to the project.
b) Organize
and coordinate inter-sectoral program implementation, contribute to work plan
development, budget development and administer release of project funds to
partners. The specialist will work on deadlines and outputs in liaison with all
other UNICEF sections such as WASH, Communication for Development (C4D), Social
Policy and Monitoring and Evaluation, Supply and Logistics Section, and
Protection.
c) The
specialist will organize, follow up and draft reports on meetings of key
government counterparts including (MoE, Ministry of Public Health and
Sanitation).
d) Develop
and share timely donor reports, input into annual reports, human interest
stories as requested by both donor and UNICEF.
e) Support
EYP program with donor funds tracking, consolidated report writing and
management for all result areas, and implementation of the Section’s and KCO’s
risk management strategies.

Required Qualifications:
Education: An Advanced University degree in
Education and/or social sciences.
Experience:
- Five-Eight (5-8) years relevant professional work experience in education programme planning, implementation, monitoring and reporting.
- Proven experience in fundraising and funds management.
- Knowledge and experience on nomadic education an added advantage.
