3 Farmer to Farmer (F2F) Program Positions

Program Background

CRS East Africa Region Office will implement USAID’s Farmer to Farmer (F2F) program in East Africa in Uganda, Kenya, Tanzania and Ethiopia. 

In this program, CRS shall place 375 volunteers to conduct 500 volunteer assignments in these four countries over a 5-year period with the aim of increasing access to financial services, gross value of sales, gross annual income of adopting hosts.

The F2F East Africa Program is an US$8M USAID funded 5-year program that will assist in agriculture development, commodity value chain competitiveness and firm upgrading by providing technical assistance to introduce new technologies and innovation and development of local capacity for more productive, profitable, sustainable and equitable agriculture systems.

The technical assistance will be provided by volunteers; US experts in agriculture, marketing, finance, value and supply chain development, quality assurance, quality control, trade, business plan development, etc.

The F2F program objectives and strategic framework are in line with the USG assistance programs USG Global Hunger and Food Security Initiative/Feed the Future, USAID Agriculture Strategy / Linking Farmers to Markets and the US Farm Bill.

In addition to these initiatives and strategies the F2F program will be concurrent with Country Investment Plan (CIP) and USAID country missions.

Position 1: Monitoring, Evaluation and Learning Officer

Location: Nairobi Kenya with travel to other implementing countries

Job Summary

The Monitoring, Evaluation and Learning (ME&L) Officer is a senior technical post which reports directly to the F2F Deputy Program Director based in Nairobi.

S/he will work closely with F2F country program directors and coordinators to develop and implement a comprehensive ME&L system using CRS’ ME&L approach.

S/he will guide, support and consolidate all ME&L information received from the country programs and be the main link between F2F country programs and F2F project team based in CRS headquarters (Baltimore, USA)

Responsibilities
·                     Ensure Design, lead and manage participatory processes to establish the ME&L systems with F2F country program directors, coordinators and host organizations;
·                     Ensure implementation of this system and that the ME&L system and data are used creatively and appropriately to report project progress, learning and best practices to stakeholders and the donor.
·                     Coordinate project-wide ME&L events, including baseline and end-line surveys, midterm review and final evaluation, and special studies such as formative and operations research;
·                     Design Learning systems and organize learning events
·                     Provide strategic leadership to the F2F country program directors and coordinators and volunteers in all M&E-related activities;
·                     Form and facilitate a ME&L Technical Working Group to review and address ME&L needs;
·                     Provide training and follow-up refresher training on ME&L to equip F2F country program team and volunteers to undertake effective monitoring, evaluation and learning;
·                     Compile and analyze data and facilitate learning-to-action discussions within the CRS’ Region Office and country offices;
·                     Gather and share success stories and lessons learnt, including the development of success stories and the systematization of best practices, and present them in marketing materials and the website;
·                     Design and prepare appropriate reporting

Knowledge / Skills / Abilities
·                     Post-graduate degree from a recognized university in a relevant discipline such as operations research, quantitative analysis, monitoring and evaluation, statistics, etc.
·                     At least eight years of relevant professional post-qualification ME&L work experience with demonstrated capacities in design and implementation of ME&L systems
·                     Excellent communication skills in English, both oral and written
·                     Experience in large-scale quantitative household surveys and in qualitative data collection approaches and tools.
·                     Ability to conceptualize, perform and direct team research and writing of technical documents.
·                     Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
·                     Excellent and high-level analytic and computer skills for database use and management in database packages such as MS Access, CS Pro, etc. and data analysis packages such as SPSS, STATA,
·                     Advanced-level study in food security, livelihoods, agriculture, nutrition or disaster risk reduction is an advantage.
·                     Professional experience of working with a USAID-funded project would be an advantage.

Position 2: Kenya Program Coordinator

Job Summary

To support the F2F Country Project Director to identify potential partners and hosts, update sector and sub-sector analyses. She/he will also assist in M&E and impact assessment.

S/he must have full knowledge of individual partnerships in order to efficiently serve as a back-up to Country Project Director.

Responsibilities
·                     Identify the projects that CRS will work on with legitimate representation of the target population
·                     Identify the host organization with whom CRS can have a long lasting relationship
·                     Identify the implementing partners in country which are implementing USG supported projects in this sector.
·                     Write project progress reports as well as updates of the project for promotional materials
·                     Design learning events and capture lessons learned from the volunteer experiences.
·                     Responsible for all data collection and reporting on data at the project level.
·                     Coordinate group events and meetings for the F2F Project as required.
·                     Assist in preparation in-country orientations as appropriate

Knowledge / Skills / Abilities
·                     BA/BS degree - M.A. in development related field preferred
·                     Minimum five years’ experience working in development field with proven project management skills
·                     Previous experience in working in partnership with other local and international personnel.
·                     Ability to work collaboratively and effectively in a multi-cultural environment.
·                     Strong interpersonal skills and proactive approach to responsibilities and problem solving skills
·                     Creativity
·                     Willingness to travel and spend time in the field locations.
·                     Excellent oral and written communication skills
·                     Good computer skills including (Word, Excel, Outlook Express, Internet Explorer).
·                     Understanding of SunSystems is a plus
·                     Previous experience in implementing F2F programming is a plus.

Position 3: Administration / Logistics Officer - Volunteer Support

Job Summary

The F2F Volunteer Support Officer will coordinate volunteer assignments, and will work with the Regional and country office to organize relevant logistics and orientation for volunteers.

She/he will assist the F2F Program Country Director in managing the day to day activities of the project and will report to the F2F Program Country Director.

Job Responsibilities
·                     Manage and coordinate all in-country logistics for volunteer assignments, including airport pick-up and drop-off, all in-country travel arrangements and accommodations.
·                     Serve as the in-country contact for volunteers regarding in-country logistics.
·                     Work directly with CRS HQ Baltimore-based F2F Volunteer Coordinator to coordinate international and in-country travel, and other volunteer needs or requests.
·                     Assist the F2F Program Country Director to manage relationships with volunteer hosts and in-country partner organizations.
·                     Coordinate relationship building efforts including host visits and departments in the CRS office.
·                     Coordinate the logistics for the development of media information gathering, promotional events and other activities related to the in-country role in CRS promotion of the F2F Program.
·                     Maintain contact with the other three F2F CRS Country Program Offices when developing media information, promotional events and other activities related to CRS’ promotion of the F2F Program.

Knowledge/Skills/Abilities
·                     BA in Administration or related field
·                     Three to five years’ experience in travel coordination and customer service.
·                     Knowledge of Kenyan Immigration requirements
·                     Demonstrated ability to manage multiple tasks, provide a high degree of professionalism and maintain a positive attitude when problem solving and interacting with internal and external contacts.
·                     Strong organizational skills
·                     Excellent written, verbal, presentation and facilitation skills
·                     Experience with Microsoft applications is essential.
·                     Ability to work constructively with diverse stakeholders
·                     Proven discretion with confidential and sensitive issues
·                     Strong networking, negotiating and interpersonal skills

Travel Requirement: The position requires ability and willingness for occasional domestic and possible international travel.

CRS Somalia Program

Position: Program Officer – Monitoring, Evaluation, Accountability and Learning

Job Summary

The Monitoring Evaluation Accountability and Learning (MEAL) Officer will be responsible for all of the Country Program’s Monitoring Evaluation Accountability and Learning systems.

S/he will provide support, leadership and guidance in the country program in all matters pertaining to MEAL and build capacity in the country program and the CRS Somalia partner base by identifying and supporting the implementation of program/project M&E models that are effective and cost-efficient tools for institutional learning to support improved and more unified program quality.

S/he will be responsible for ensuring that the M&E systems implemented by the sectoral programs within the country program are providing the information needed for reports to donors and for informing management decisions and will oversee the quality and timely implementation of M&E initiatives through provision of leadership and technical guidance/assistance.

Specific Responsibilities

The Monitoring Evaluation Accountability and Learning Officer will work closely with the Country Manager and Program Officer to provide technical systemic support to programs in order to yield timely and accurate data for on-going managerial use.

This includes:
Ensure effective Management of Monitoring, Evaluation, Accountability and Learning systems:
·                     Develop and Maintain Enabling Environment for MEAL:
·                     Strengthen Management Information Systems:
·                     Direct Technical Support
·                     Facilitate the identification of lessons learnt and best practices for dissemination
·                     Coordinate the overall country learning systems

Minimum Qualifications
·                     Post graduate degree in Statistics, Social Sciences, International Development, Public Health, or other related field.
·                     Minimum 4 -5 years of experience working on M & E for a large program, preferable in the NGO setting.
·                     Possession of analytical, problem- solving and strategic planning skills
·                     Excellent interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings.
·                     Proven familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
·                     Proficiency in SPSS, ACCESS, Visual Basics and other data management software.
·                     Ability to develop a database and analyze data using various statistical software and methods and present analysis in written and graphical forms.
·                     Previous experience working in a consortium; a team player with demonstrated professional maturity to work with a multi-sector team to deliver combined results.
·                     Proven ability in establishing, maintaining and utilizing MEL systems as well as building staff capacity to utilize systems.
·                     Excellent communication, advisory and facilitation skills
·                     Good English writing skills.
·                     Ability to communicate in Somali language a strong plus
