Background
 

WSUP is a non-profit partnership between the private sector, NGOs and research institutions focused on solving the global problem of inadequate water and sanitation in low-income urban communities.

WSUP brings lasting solutions to low-income areas by working in partnership with service providers including water utilities, local authorities and businesses, and the communities they serve.

WSUP strengthens the capacity of service providers to deliver sustainable city-wide water and sanitation services, promote good hygiene and raise the environmental standards of low income communities.

WSUP achieves this through supporting the adoption and replication of effective, sustainable and scalable models and institutional capacity development for pro-poor urban water and sanitation services by service providers and/or national governments. 

Additionally, WSUP empowers service providers to mobilise investment finance for pro-poor service scale-up and promotes successful approaches globally. 

WSUP has a Kenya Country Programme office in Nairobi, with key focus on project sites in Nairobi, Naivasha, Nakuru and Mombasa. 

As part of the Water Operating Partnership (WOP) for improving water services in Mombasa, WSUP is working on the development and the execution of an Informal Settlement Strategy within the Mombasa Water Supply and Sanitation Company jurisdiction, and the subsequent capacity building support to the Informal Settlements Department within Mowasco.

Main Responsibilities

• To provide overall support to Mowasco management  in developing and implementing a pro-poor strategy,  and nurturing an Informal Settlements Department within the company
• To train and support the staff of the Informal Settlements Department within Mowasco with regard to the work in the informal areas
• To ensure successful preparation and delivery of pro-poor WASH activities in Mombasa during fundraising, scoping, development and implementation phases of WSUP projects.
• To strongly support Mowasco in developing and implementing ambitious, commercial-oriented, water and sanitation strategies to reach the un-served low-income consumers in the city.
• To support Mowasco in developing, fundraising and implementing innovative, scalable and utility-oriented pro-poor water and sanitation service models in accordance with local context.
• Manage local partnerships and stakeholders within the city, to elicit interest and support towards full implementation of utility plans for scaling up services to the low income consumers.
• To manage relations with key WOP consortium partners and sit in the WOP Steering Committee.
• Ensure necessary liaison and facilitation of WSUP and WOP team members with government, civil society partners, communities and contractors, and coordinate their project delivery inputs.
• To exercise overall management of the pro-poor Projects in Mombasa that includes staff, funds and other resources, ensuring optimal utilization and keeping expenditure  in line with approved budgets
• Prepare and timely submit project management and M&E reports to the VEI Resident Project Manager in Mombasa as required.

Person Specification

• A minimum of Bachelor’s Degree in civil or water engineering, commerce or development studies.
• Strong understanding of water utility/development project management is a mandatory educational and experiential requirement.
• A minimum of 7 years of demonstrable competence and experience in managing water and sanitation projects within an integrated/community-based, water supply and sanitation project context, for international development organisations.
• Through understanding of pro-poor Urban WASH institutional set-up and capacity development processes.
• Demonstrable experience and understanding of pro-poor WASH services delivery within a commercial utility operation and social business environment.
• Demonstrable experience in working under local and international partnerships, and managing project inputs within a consortium environment.
• Proven experience of working in a community project management role, with a track record of success in achieving results under demanding social, business and political set ups.
• Excellent computer skills are a must and understanding of MS Project software is desirable.
• Should be a team player, driven by own initiative, good communicator and have ability to work under minimum supervision.
