The County Government of Vihiga wishes to recruit competent and
qualified candidates to fill the following vacant positions as provided under
Section 45 of the County Government Act No. 17 of 2012.
1. Chief Officers
(10 Posts)
Terms of Service: Contract
The Ten positions will be for each of the following County
Departments:
Agriculture, Livestock, Fisheries and Cooperatives
Lands, Housing, Urban and Physical Development
Public Service and Administration
Environment, Natural Resources, Water and Forestry
Industrialization, Trade and Tourism
Health
Gender, Culture, Youth and Sports
County Treasury
Transport and Infrastructure
Education, Science and Technology
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at least a first degree in the relevant field
from a university recognized in Kenya;
Satisfy the requirements of Chapter Six of the Constitution; and
Have knowledge, experience and a distinguished career of not
less than ten years in the specific area;
Duties and Responsibilities
The chief officer shall be the authorized officer in respect of
exercise of delegated power and shall be responsible to the respective county
executive member for:
The administration of a county department
Implementation of policies and development plans
Development and implementation of strategic plans
Formulate and implement effective programs to attain Vision 2030
and sector goals
Promote national values and principles of public service
2. Sub-County Administrators
(5 Posts)
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at least a first degree from a university
recognized in Kenya;
Working experience of not less than ten years;
Have qualifications and knowledge in administration or
management; and
Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
The Sub-County Administrator shall be responsible to the
respective Chief Officer for:-
Coordinating the management and supervision of the general
administrative functions;
Developing policies and plans;
Ensuring effective service delivery;
Coordinating developmental activities to empower the community;
Providing and maintaining infrastructure and facilities of
public services;
Facilitating and coordinating citizen participation in the
development of policies and plans and delivery of services;
Exercising any functions and powers delegated by the County
Public Service Board.
3. Deputy Sub-County Administrators
(5 Posts)
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at least a first degree from a university
recognized in Kenya;
Working experience of not less than ten years;
Have qualifications and knowledge in administration or
management; and
Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
The Deputy Sub-County Administrator shall:
Deputize the Sub-County Administrator in the execution of the
subcounty functions; and
Perform any other duties that may be assigned by the Sub-County
Administrator.
4. Ward Administrators
(25 Posts)
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at least a first degree from a university
recognized in Kenya;
Working experience of not less than five years;
Have qualifications and knowledge in administration or
management; and
Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
The Ward Administrator shall be responsible to the Sub-County
Administrator for the following:
Ensuring effective service delivery;
Coordinating developmental activities to empower the community;
Providing and maintaining infrastructure and facilities of
public service;
Facilitating and coordinating citizen participation in the
development of policies and plans and delivery of services;
Exercising any functions and powers delegated by the County
Public Service Board.
Coordinating, managing and supervising the general
administrative functions in the Ward unit;
5. Village Administrators
(111 Posts)
Requirements for Appointment
Be a Kenyan citizen;
Be at least a holder of a Diploma from a recognized institution
in Kenya;
Working experience of not less than three years;
Have qualifications and knowledge in administration or
management; and
Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
A village Administrator shall be responsible to the relevant
Ward Administrator for:
Coordinating, managing and supervising the general
administrative functions in the village;
Ensuring and coordinating the participation of the village unit
in governance;
Assisting the village unit to develop the administrative
capacity for the effective exercise of its functions and powers and
participation in governance at the local level; and
Exercising any functions and powers delegated by the County
Public Service Board.
6. Director Human Resources
(1 Post)
Terms of Service: Contract
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at least a first degree from a university
recognized in Kenya;
Be a holder of a Diploma in Human Resource from an institution
recognized in Kenya;
Working experience of not less than ten years in administration
or management either in the public or private sector; and
Satisfy the requirements of Chapter Six of the Constitution
Duties and Responsibilities
The Director Human resource shall be answerable to the Public
service Board.
Duties and responsibilities will include:
To develop and implement Human resource strategy for Vihiga
County;
To manage human resources operations for the County;
To develop human resource performance management systems;
To support management by providing human resources advice,
counsel, and decisions;
To guide county management and employee actions;
To comply with national and county Government legislative
requirements.
To enhance departmental and organizational reputation of the
County Public Service.
Accurate maintenance of personnel records and the central
registry;
Performing such other functions as may be delegated by the
board.
7. Assistant Research Officers
(3 Posts)
Terms of Service: Contract
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at a first degree from a university recognized in
Kenya;
Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
The Assistant Research Officer shall be answerable to the Public
Service Board.
Duties and responsibilities will include:
Carrying out continued research and analysis in the relevant
department;
Managing data collection, presenting findings and
recommendations;
Data extraction and analysis;
Prepare databases as well as manage and manipulate them whenever
needed;
Investigating County policy development;
8. Head of County Information, Communication and Technology (ICT)
(1 Post)
Requirements for Appointment
Be a Kenyan citizen;
Be a holder of at least a first degree in Computer Science,
Business Administration, Public Administration, Mathematics or a related field
from a university recognized in Kenya;
At least Five years’ experience in technical operations
management and/or an equivalent combination of training and experience with at
least four years as an ICT leader in a dynamic environment.
Broad knowledge of Information Technology Processing Systems,
concepts and methodologies;
Ability to interpret an extensive variety of technical
instructions in mathematics or diagram form and deal with several abstract and
concrete variables.
Satisfy the requirements of Chapter Six of the Constitution
Duties and Responsibilities
The Head of County Information, Communication and Technology
(ICT) shall be answerable to the relevant Chief Officer.
Duties and responsibilities will include:
Provide leadership, vision and management to the ICT department;
Assess and respond to ICT needs of the County;
Manage ICT;
Advising the County on ICT matters;
Sourcing and mobilizing resources for ICT projects;
Formulating operational policies and guidelines on the
utilization of ICT resources;
Oversee the development, design, and implementation of new
applications and changes to existing computer systems and software packages;
Be responsible for the ordering, acquisition, inventorying and
disposition of hardware and software;
Serve as primary contact with outside vendors in the generation
of RFPs, bids, contracts, agreements and other major vendor interactions,
systems operations and maintenance;
Maintain the integrity and continual operation of ICT network
including the wireless networks.
Maintain security and privacy of the information systems,
communication lines and equipments;
Develop, review and certify all back-up and disaster recovery
procedures and plans;
For a candidate to meet the requirements of Chapter Six of the
Constitution, he/she must have the following clearance:
Certificate of good conduct from the Criminal Investigations
Department (CID)
Clearance Certificate from Higher Education Loans Board (HELB)
A tax compliance certificate from Kenya Revenue Authority (KRA)
A certificate from the Ethics and Anti-Corruption Commission
(EACC)
Certificate from Credit Reference Bureau
