Position Announcement: Chief of Party

Our client, an international development company with offices in over 85 countries is seeking a Chief of Party for an anticipated trade expansion program in East Africa.   

The organization provides direct assistance, management consulting, and human and institutional development for public and private sector clients, particularly in customs and trade facilitation, public financial management, procurement, logistics, and health systems strengthening. 

Project Background
 

The anticipated project will increase trade in key agricultural value chains through providing capacity building assistance to farmers and firms.  

The strategic approach will be aligned with the sponsor’s regional trade goals in conjunction with other stakeholders’ strategies for East Africa. 

The project aims to support trade competitiveness and create jobs through value-added exports. 

This project will rely on African partners, including regional public and private organizations, to make progress in addressing constraints to private sector development while working towards an agribusiness enabling environment.

Responsibilities
  • Provide technical leadership and supervision of project related activities, including day to day oversight of the project office
  • Directly supervise senior technical and operational staff, including long-term and short-term expatriate and local staff
  • Effectively manage relationships with sponsor, project partners, and related donors
  • Oversee the financial, contractual, and administrative operations
  • Clearly evaluate the progress and effectiveness of program activities through detailed project reports
  • Manage project evaluation teams, including oversight of subcontractors and grantee activities through site visits and regular consultation
  • Carry out solution based problem solving to ensure that timelines for agreed targets and project based deliverables are achieved
  • Routinely evaluate and document project progress, including managing design and evaluation teams
  • Provide overall guidance and direction by focusing the team and partners on achieving agreed targets and long-term strategic objectives
  • In accordance with sponsors guidelines, ensure the timely and quality completion of program deliverables
Qualifications
  • Bachelor’s degree or equivalent in agricultural economics, business administration, international trade, or a related field; advanced degree strongly preferred
  • Minimum 10 years of experience working in one or more of the following fields: agribusiness, agricultural development, value chain development, trade facilitation and policy issues, transport,and private sector development
  • Prior experience as Chief of Party strongly preferred
  • Previous experience serving in an advisory capacity to high-level government officials on related trade policy and global competitiveness issues
  • Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders in a multi-country setting
  • Fluency in English; working knowledge of French preferred
This is a very senior position requiring a person with very wide experience.
