Background: Terre des hommes (Tdh) programme in Garissa County operates
in three main target areas: rural areas in Lagdera District (with an integrated
health and nutrition/child protection/WASH intervention), Dadaab complex and
Garissa town (with a range of child protection services).
General
Responsibilities
Operational
responsibility for Tdh child protection intervention in Garissa County,
including the oversight of administration and logistics aspects related to the
project with the support of the Admin/Finance Manager and the Logistics
Manager, under the direction of the Field Coordinator and with the support of
the senior management.
Tdh
HQ Humanitarian Unit Protection Specialist fulfils punctual support as agreed
between the Humanitarian Desk and the Country Representative.
S/He
works closely with and progressively delegates responsibilities to the Child
Protection Project Managers, applying an active capacity building approach.
S/He
advises the Field Coordinator and Country Representative on cases of breaches
of the Tdh CPP.
The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

Line Management
- Supervises Tdh
Child Protection Project Managers in Dadaab, Modogashe, and Garissa town.
Project
Management
- Develop,
implement and monitor the Child Protection projects, in accordance with
multiple objectives, activities and targets outlined within current donor
proposals and in line with projects’ budgets.
- Ensure that activities
are appropriately monitored and evaluated and propose, when deemed
necessary, amendments to the child protection strategy, in consultation
with the Field Coordinator and the Country Representative.
- Conduct regular
assessment of the Child Protection projects and activities’ impact, in
close collaboration with the WASH and Health and Nutrition programme
teams, focusing on the integrated approach.
- Identify, with
the Child Protection authorities, potential additional needs to be
covered.
- In collaboration
with the project staff and with the Admin/Finance Manager, forecast
expenditures, track activities expenses, make recommendations, and ensure
that appropriate action is taken in a timely fashion.
- Coordinate with
the Field Coordinator, the Admin/Finance Manager and the Logistics Manager
through operational, purchase and budget follow up to ensure that the
Child Protection project receives adequate support and operate in line
with Tdh’s and donors’ policies, procedures, and standards.
Project
Strategy and planning
- In collaboration
with the Field Coordinator and Country Representative, participate in
designing strategies and objectives for improved support to beneficiaries
and contribute actively in its monitoring, evaluation and revision.
- Participates in
assessments, brainstorming, and proposal writing exercises.
- Participate in
the review of Tdh strategy in Kenya when applicable.
- Participate in
the development of new proposals for funding and advise on their technical
soundness and financial feasibility.
- Ensure that Tdh
financial and material support to the activities of the Department for
Children’s Services does not compromise their future sustainability.
Project
Implementation
- Review the case
management system for vulnerable children in the target areas, ensure the
proper training of the Child Protection teams, and monitor the
implementation of the system.
- In a
participatory manner identify, mobilise and train community members and
other actors to encourage their participation in different aspects of the
project implementation and development.
- Reinforce the
referral system and maintain regular liaison with resource agencies
(Police, medical staff, UN, local and international NGOs, District
Children Officer, education partners, etc.) to promote and maintain a
healthy and productive relationship with Tdh.
- Actively sustain
and broaden networks in the refugee camps with any existing services,
stakeholders and authorities (including UNHCR) necessary to handle Child
Protection cases in an effective manner.
- Develop
appropriate project tools and train health and protection teams
accordingly.
- Involve the
community, where appropriate, in the protection processes of children in
particular need of help.
- Develop and
supervise awareness activities in close consultation with local
authorities, communities and other stakeholders on Child Rights topics.
- Provide
strategic guidance to the Child Protection team in terms of selection of
topics, planning, and delivery of the awareness sessions in a
participatory manner.
Database
- Supervise the
development and management of a Child Protection database management
system.
- Supervise data
protection procedures and filing.
Monitoring
and evaluation
- Supervise,
maintain and strengthen the Child Protection reporting and intervention
system.
- Supervise the
Child Protection team to conduct regular impact evaluations and yearly
Child Protection assessments in the communities covered.
- Monitor and
supervise the Child Protection project on a regular basis in order to
identify gaps and challenges as well as to ensure quality impact of the
Child Protection approach in Kenya.
Human
Resources Management
- Support the
Project Managers in the development of accurate job descriptions as
necessary for the Child Protection project team, in coordination with the
Admin Department.
- Assist
recruitment efforts through planning and interviewing of candidates, in
respect to the local regulations, in collaboration with the CP Project
Managers and in coordination with the Administration Officer.
- Lead and manage
staff, encouraging effective team work and providing supervision and
guidance, including regular and constructive feedback.
- Ensure regular
performance appraisals of directly supervised staff, encourage personal
development plans, and assist in the identification of training needs.
- Responsible for
follow up of disciplinary measures, in collaboration with the
Admin/Finance Manager.
- In collaboration
with the Admin Department, assure the planning of annual leave and R&R
for directly supervised staff.
Capacity
building
- Identify
training needs and develop a capacity building strategy that aims to build
progressively autonomy of the Tdh team, in collaboration with the Child
Protection project managers.
- Support the
Child Protection project managers in providing on-the-job training and
mentoring and provide guidance in order to delegate progressively project
and team management.
- Select, develop
relations with, and train national partners in view to prepare and hand
over progressively activities and project management, in collaboration
with the Child Protection project managers, the Admin/Finance Manager and
the Field Coordinator and in close consultation with donors and partners.
- Participate in
the capacity building support to the Children District Officers, Police,
and other relevant local authorities, as required by the project.
- Participate in
the capacity building of the health and nutrition workers on Child Rights
and Child Protection.
Coordination
- Coordinate with
the Field Coordinator and the senior management team for the development
and supervision of the integrated approach.
- Coordinate with
other sectors to develop potential cross-sectoral activities.
- Provide
technical support to the other senior managers as needed.
- Coordinate as
required with UNHCR and LWF protection and camp management officers.
- In collaboration
with the Field Coordinator, communicate with other humanitarian partners
and local authorities in the target areas, as relevant for the effective
and efficient implementation of the Child Protection project.
- Regularly attend
Child Protection Working Group meetings and other relevant fora at local
level, and national level when relevant.
- Coordinate with
other departments (programme and support) as necessary.
- Contributes to
the development and implementation of Tdh accountability framework in
Kenya.
Representation
- Contribute to
coordination mechanisms, including the sharing of information and
reporting.
- Attend or
delegate attendance to appropriate external meetings at sector level, in
order to ensure Tdh’s aims and activities are shared with partners.
- Network with
other NGOs and entities in the interest of information sharing and best practices.
Reporting
- Produce and
submit to the Field Coordinator a monthly situation report and programme
pack.
- Participate in
the completion of donor reports.
- Maintain and
ensure a culture of strict confidentiality - inter Tdh staff and between
Tdh staff and non Tdh employees.
- Upon completion
of the assignment, submits detailed handover notes.
Security
- Comply with Tdh
Security Regulations.
- Ensure all Child
Protection staff comply with Tdh Security Regulations and with the indications
regularly provided by the Field Coordinator and the Logistics Manager on
security.
Child
Protection Policy
- Commit to
respect the Child Protection Policy.
- Be proactive
with respect to Tdh Child Protection Policy (CPP) and show leadership to all
Tdh staff on child protection.
- Ensure that all
new Tdh staff members are trained on CPP and aware of the engagement that
it requires.
- Report serious
cases of abuse on children identified by the Child Protection team to the
Field Coordinator and collaborate on the cases. Strict confidentiality
must be respected.
- Support
technically the Country Representative and the Field Coordinator if any
cases are reported.
Others
- Ensure all Tdh
staff (including other departments) are aware of the principles of the
United Nations Convention on the Rights of the Child at all times.
- In conjunction
with other expatriates and local managers, supervise the adherence to the
principles of the United Nations Convention on the Rights of the Child,
particularly respecting confidentiality and using a child centred approach
with the ‘best interests of the child’ as the leading philosophy.
- Undertake all
other duties that may be determined by the Field Coordinator and/or
Country Representative and that are compatible with the job.
Any
change to the proposed tasks and activities will be discussed with the Country
Representative and the Field Coordinator.
A
high degree of flexibility on the part of all staff is expected.
