Overall
Duties and Responsibilities
- Establish and
abolish offices in the County Public Service.
- Appoint persons
to hold or act in office of Public County Offices including in the Boards
of Urban areas within the County and to confirm appointments.
- Exercise
disciplinary control over and remove persons holding or acting in those
offices as provided for under this part.
- Prepare regular
reports for admissions to the County Assembly on the execution of the
functions of the Board.
- Promote in the
County Public Service the values and principles referred to in articles 10
and 232 of the Constitution of Kenya 2010.
- Evaluate and
report to the County Assembly on the extent to which the values and
principles referred to in articles 10 and 232 of the Constitution of Kenya
2010 are complied with in the County Public Service.
- Facilitate the
development of coherent, integrated Human Resource Planning and Budgeting
for personnel emolument in the County.
- Advice the
County Government on Human Resource Management and development.
- Advice the
County Government on implementation and monitoring of the National
Performance Management System in the County.
- Make
recommendations to the salaries and remunerations Commission on behalf of
the County Government, on the remuneration, pensions and gratuities for
County Public Service employees.

Additional
Duties and Responsibilities
The
chairperson will be in-charge of Laikipia County Public Service Board.
Other
specific duties and responsibilities will be to:
a)
Provide strategic leadership and policy direction for the Board;
b)
Maintain effective collaboration and partnership with other organs of National
and County Government amongst other duties.
Qualification
and Requirements
For
appointment to this position the candidate must:
- Be a Kenyan
Citizen.
- Be a holder of a
first degree from a University recognized in Kenya. (A Master’s degree
will be added advantage)
- Satisfy the
requirements of Article 6 of the constitution of Kenya 2010 on leadership and
Integrity.
- Have knowledge
and a working experience of not less than ten (10) years in Administration
and Management.
- Be a
professional who demonstrates absence of breach of the relevant
professional code of conduct.
- Understand the
diversity within the County.
- Be capable to
work under pressure to meet strict deadlines.
- Be a visionary
and Strategic thinker.
- Be committed to
be part of a team that will enable the County Government achieve her
vision.
2. Secretary of the County Public Service Board

Post)
Specific
duties and responsibilities
- Provide
strategic leadership for effective delivery of Board mandate as per the
County’s Mission, Vision and Strategic plan;
- Oversee
management of the finances, preparation and submission of the Board annual
Plans, Programmes and estimates;
- Make regular
reports for submission to the County Assembly on the execution of the
functions of the Board; execute the decisions of the board;
- Day to day
administration of the secretariat and welfare of staff;
- Perform any
other duty as may be assigned by the board from time to time.

For
appointment to this position the candidate must:
- Be a Kenyan
Citizen.
- Be a holder of a
first degree from a University recognized in Kenya. (A Master’s degree
will be added advantage)
- Satisfy the
requirements of Chapter 6 of the Constitution of Kenya 2010 on Leadership
and Integrity.
- Have knowledge
and working experience of not less than five years.
- Be a
professional who demonstrates absence of breach of the relevant professional
code of conduct.
- Understand the
diversity within the county.
- Be capable to

Public secretary of good professional standing.
