Regional Program Support Manager Job in Kenya


Care International East and Central Africa Regional Office is seeking to recruit a Regional Program Support Manager.
 
Job Summary
 
The Regional Program Support Manager will be responsible for supporting and coordinating the Financial, Budgeting and Expenditure process in the Regional East and Central Africa Management Unit ( ECARMU). 

He/she will be in charge of providing advice to the ECARMU and Country Offices (CO’s) on a range of budgetary issues to ensure the correct and consistent application of financial rules, regulations, policies and procedures. 

The incumbent will work in close collaboration with Head Quarters and other Budget and Finance units on ECARMU related processes.
 
The Regional Program Support Manager who will be a trusted partner of the Deputy Regional Director - Program Support will be required to constantly interact with ECARMU, CARE International (CI) and Country Offices (CO's) to resolve a variety of complex issues in order to meet the growing needs of the organization.

Key Areas of Accountability
 
Regional East & Central Management Unit (ECARMU) 

Finance and Procurement Management
  • Supports the ECARMU in close collaboration with DRD- PS on all financial and budget matters; 
  • Contributes in the preparation of ECARMU budgets including upload into CARE Budget Module (ADP); 
  • Reviews all ECARMU monthly expenditure reports that provide management guidance for decision making; 
  • Follow up on the implementation of the agreed actions; 
  • Initiates and follows up funds authorization, allotments and transfers, monitors task budgets and takes appropriate actions as necessary; 
  • Manages general administration and support of the ECARMU Regional Management Unit in liaison with the Somalia Finance and Program Support .
Country Office (CO) Finance & Program Support
  • Follow up and Monitor progress of agreed CO implementation plans; 
  • Report and provide appropriate support to the CO’s and RMU for management action; 
  • Periodic Finance and PS assessments and spots checks reviews; audit recommendations & follow up.; 
  • Capacity building of CO Finance and PS teams where required including providing in country support on Finance and PS activities; 
  • Support COs in the implementation of CARE Program 
  • Support policies and procedure:
Communication support:
  • Maintains communications within ECARMU Office, Shared Service Centre , HQ and Country Offices with regard to Finance and PS reports; 
  • Handles communications with numerous external contacts and vendors; 
  • Ensures effective finance and program support orientation for all RMU deployments.
Qualifications
 
Professional Skills:
  • Knowledge of finance and budget management
  • Advanced computer skills , including spreadsheets and database applications
  • Hands on experience of an Enterprise Resource planning system
  • Demonstrated ability to establish priorities and to plan, coordinate and monitor his/ her own work
  • High degree of accuracy to ensure correctness of financial information
  • Ability to communicate with staff at all levels in the organization as well as external counter parts
  • Ability to prepare reports and articulate emerging issues and defend recommendations
  • Is at ease and works well in a multicultural and diverse environment
  • Strong interpersonal skills
  • Works with minimum supervision , is proactive and has a personal drive
  • Problem Solving -What has to be done is known, but how to do is not always defined.
  • The incumbent must have interpolative skills to pick and choose the right strategy to address a given problem.
Education and Experience:
  • University Degree in Finance or equivalent
  • 5 - 7 Years Experience in Finance and office management (or administration)
  • Experience in contributing to program and budget matters
