The United Nations World Food Programme (WFP) is looking for a qualified candidate to fill the post of Senior Programme Assistant (Resource and Pipeline Management Analyst) in support of the Regional Bureau for East & Central Africa (OMN), based in Nairobi, Kenya.
Duties and Responsibilities:
Under the direct supervision of the Regional Resource Management Analyst, the Senior Programme Assistant (Resource and Pipeline Management Analyst) will be responsible for the following tasks:
- Analyze monthly
pipeline data in format for use by OMN Supply Chain Group to aid SCG on
SRAC priorities and analysis for FPF replenishment.
- Effective
monitoring systems of the balances have been established and any variances
is followed up with CO
- Support the Compilation
and provision of simplified one page management overview of Project RMA
situation and recommendations to COs on monthly basis/initiat
- RMA Supply chain
format templates/ initiate pipeline Bulletin templates.
- Recommend &
Create Excel reporting templates for the unit that can minimize human
errors and reduce delays in request for information and time workflows.
- Better planning,
review and further recommendations to management on enhancements of fund
management and accountability system
- Continuously access
existing gaps, and the extent to which fund management and accountability
is performed by existing systems.
- Provide input
and feedback to new and existing Global templates and resource analysis
reports.
- Provide
comprehensive analysis on project performance and resource
surplus/deficit, and recommend appropriate actions to be undertaken by CO
management.
- With support
from Supervisor, acquire skills and keep self-abreast in the review of
project performance analysis on Surplus/Deficits and perform BRs feedback
analysis.
- Rules and
regulations, policies and procedures are made available to all relevant
staff relevant staff have received adequate training on the financial
rules and regulations, policies and procedures.
- To enhance the
knowledge of CO counterparts with regard to the resource management and
pipeline issues in their daily work.
- Ensure project
budgets are accurate and timely checked, reviewed.
- Review budget
and revised budget plans for new and on-going projects and provide expert
advice on budgetary adjustments required for effective utilization of
funds by RB/CO(ii) Recommend follow up actions in respect to approval
process for all projects so that all documentation are in line with the
Programme Review Committee (PRC) recommendations and data in WFP corporate
system.
- Collect
operational pipeline data and prioritize operations in the region to
facilitate multilateral allocation process (SRAC process)& Provide
qualitative support to CO to ensure, more effective and efficient pipeline
management
- Coordination and
the creation of monthly OMN Pipeline bulletin including continuous
improvements of design and information/ data included.
- Enhance
information sharing and coordination between, Programme, Donor Relation,
Pipeline, Procurement & Logistics in RB in order to optimize the
supply chain.
- Act as
Secretariat to the SCG; Take minutes at meeting of SCG/ Record follow up
actions/ follow through with other units for availability to meetings and
follow up actions.
- Attend SCG
meetings and note developing issues within units

Qualifications
and Experience
- Education: Secondary
school education, preferably supplemented by courses in supply chain
management, development economics, emergency or other related field.
- Experience: At least six
years of progressively responsible experience of which at least one year
closely related to operations, food aid related work or other related
field. At least one year at the G6 level or equivalent.
- Knowledge: Training and/or
experience utilizing computers including word processing, spreadsheet and
other software packages.
- Proficiency in
Excel and fair knowledge on Pivot tables: This level of
skills is required to use advanced techniques for analyzing and
manipulating data in Excel 2), automate some operations, manage Macro
Commands, and create MS Excel applications.
- Specifically: Customize the
work area, use advanced functions (Names, VLOOKUP, IF, IS), work with
Pivot Tables, use spreadsheet web components, manage macro commands,
concepts planning, operations, execution, modification, interruption, use
personalized toolbars and perform some programming in VBA Language:
Fluency in both oral and written communication in English essential.

the Regional Director; monitor and provide advice on all internal and
external borrowing and repayment arrangements;

preparation of various documents, e.g. funding proposals and assignment
plans, budgets for donor proposals, import parity forms and presentation
of costs versus benefits of local purchases, e.t.c;
- Monitor
commodity and cash requirements, availability and shortfalls (pipeline)
for all operations in the region;
- Ensure that CO
pipeline submissions are accurate and reflect project requirements and
situation on the ground;
- Collate
operational pipeline data and prioritize operations within the RB
according to severity of pipeline shortfalls. Advise RB management and
Headquarters (HQ) on resource allocations;
- Support the
preparation of pipeline reports and strategy definition for the
utilization of resources during emergencies;
- Provide
food-demand plan aggregated by common corridors to support management of
the Forward Purchase Facility (FPF) and provide information to guide
Regional Bureau decision-making when multiple projects compete for the
same FPF stock.
- Prepare and
disseminate comprehensive regular/ad hoc analytical reports related to
resource management to facilitate forecasting and decision making process;
- Contribute to
corporate initiatives in support of funds and budget management and
corporate system enhancements; and,
- Perform other
duties as required.

Duties and Responsibilities:
Under the direct supervision of the Senior Regional Procurement Officer, the Senior Procurement Assistant will be responsible for the following tasks:
- Guide, train and
supervise support staff engaged in the processing of procurement reports
and returns from country offices and regional bureaux in the procedures,
rules and regulations;
- Analyze, control
and maintain data from various sources in procurement systems and take
corrective action as necessary;
- Respond to
queries regarding procurement data from staff in the unit and elsewhere in
the Programme;
- Initiate
administrative actions related to procurement information;
- Update and track
processing of procurement actions;
- Prepare purchase
orders and contracts for review by a Procurement Officer;
- Prepare
statistical tables and standard reports;
- Oversee the data
