Vacancies in the Position of Assistant Inspector General (County Commanders) 47 Posts for Kenya Police Service and 47 Posts for Administration Police Service

The National Police Service Commission is a body corporate established under Article 246 of the Constitution of Kenya and operationalized through an Act of Parliament No. 30 of 2011.
 

The Commission among other functions is responsible for:-
 
a) Recruiting and appointing persons to hold or act in offices in the National Police Service, confirm appointments and determine promotions and transfers within the National Police Service;
 
b) Observing due process, exercise disciplinary control over and remove persons holding or acting in offices within the National Police Service; and
 
c) Performing any other functions prescribed by national legislation.
 
The Commission is committed to safeguarding the sovereignty of the people of Kenya, upholding national values and principles of good governance, which values and principles are fundamental to the mandate of Commission in ensuring that the National Police Service is transformed into a worldclass service faithful to the requirements of a modern democracy and in conformity with the letter and spirit of the Constitution.

Pursuant to the Constitution and enabling legislation particularly Articles 10, 27, 46, 232, 246 (3) (a), 246 (4), Chapter Six of the Constitution, Sections 10 (1) (j) and 11 (1) (b) of the National Police Service Commission Act, 2011 and Section 7 (2) and the First and Second Schedule of the National Police Service Act, 2011, the Commission hereby invites applications from serving police officers of the Kenya Police Service and Administration Police Service for the position of Assistant Inspector General.
 
Assistant Inspector General (County Commanders)
 
Functions and Duties
 
The Assistant Inspector General will be the County Commander in the County and will be responsible for:-
 
(i) Acting on the decisions of the National Police Service (NPS);
 
(ii) Implementation of the functions of the NPS;
 
(iii) Organisation, control and management of the members of staff of the County;
 
(iv) Day to day administration and management of the affairs of the NPS; and
 
(v) Performance of such other duties as may be assigned by the Inspector General.
 
Minimum Requirements
 
The positions requires the following qualifications:-
  • Applicants be serving Gazetted Officers (i.e a police officer holding the rank of a Superintendent and above).
  • Be graduates from a University recognised in Kenya and served with distinction in the Police Service for at least 10 years OR any other equivalent qualifications and have served with distinction in the Police Service for at least 15 years.
  • Possess good interpersonal skills, demonstrable ability to initiate change and a team player.
  • Meets the requirements of Chapter 6 of the Constitution of Kenya.
Additional Criteria for Selection
 
The NPSC will be seeking evidence of a candidate’s suitability to serve in the positions advertised.
 
1) Applicants should attach their Curriculum Vitae, copy of National Identity Card or Passport, testimonials, samples of their three top writings (if any), or supervised projects or any other evidence of proven relevant expertise herein being sought;
 
2) In addition to the qualifications set out in the Constitution and the Enabling Statutes, applicants must further furnish clearance certificates from:
 
a) Director, Ethics and Anti Corruption Commission (EACC);
 
b) Commissioner General, Kenya Revenue Authority (KRA);
 
c) Director of Public Prosecutions (DPP);
 
d) Chief Executive Officer, Higher Education Loans Board (HELB);
 
e) Professional bodies (where applicable) to which the applicant belongs such as LSK, ICPAK, AAK, IEK, etc;
 
f) Certificate of good conduct;
 
g) Credit Reference Bureau
 
Disqualification Criteria
 
No person shall be qualified for appointment as Assistant Inspector General if the person—
 
(a) has previously been convicted of any criminal offence;
 
(b) has violated the Constitution;
 
(c) is an undischarged bankrupt;
 
(d) has been adversely mentioned in any report by a Commission of Inquiry or any Parliamentary Committee;
 
(g) canvasses directly, indirectly, by proxy, by emissary, by ethnic or clan whipping, by pressure groups, by other associations or in any other way;
 
(h) knowingly, willingly and blatantly lies, misrepresents, cheats and fails to disclose material facts.
 
Security Report
 
In addition, the National Intelligence Service (NIS) may be requested by the Commission to provide a report on all shortlisted applicants.
