The Ethics and Anti-Corruption Commission (EACC) is established under Section 3 of the Ethics and Anti-Corruption Commission Act No. 22 of 2011, pursuant to article (79) of the Constitution of Kenya.

The Mandate of the Commission is to combat and prevent corruption through law enforcement, preventive measures, education and promotion of standards and best practices of Integrity, Ethics and Anti-Corruption.

The Commission invites applications from suitably qualified persons to fill the following positions;-

Deputy Secretary/Deputy CEO - Support Services

EACC 2 (1 Post) (REF EACC/FA/1)

Reporting to the Secretary/CEO, the holder of this position will be responsible for the Commission’s Support Services including Human Resources, Procurement, Administration, Finance and Accounts, ICT, Assets and Security.

A key part of the role is ensuring synergy within the support functions to deliver results.

Duties and Responsibilities
  • Responsible for the day-to-day professional management of the Commission’s Support Service Functions.
  • Providing strategic direction in the performance of the Commission’s support function and ensure periodic reporting
  • Management, security and optimal use of Commission assets;
  • Overseeing the Commissions’ procurement and facilities management function and ensure compliance with public procurement and disposal regulations.
  • Managing the optimal use of ICT in Commission operations for efficiency and effectiveness;
  • Ensuring that the Commission is optimally staffed with competent, efficient and effective employees.
  • Management and supervision of employees of the Commission
  • The performance of such other duties as may be assigned by the Commission
Qualifications and Experience
  • For appointment to this position, a person must have the following qualifications;
  • Possesses a degree in any of the following fields of Finance, Economics, Auditing, Accounting, Public Administration and Human Resource Management
  • A Postgraduate degree, preferably in Business Administration, from a recognized university will be an added advantage.
  • Has had at least ten (10) years proven experience at management level in a busy organization in either the public or private sector
Terms and Conditions of Service

Duration of contract: The successful applicant will be appointed on an initial five (5) year term.

Package: The Deputy Secretary (Support Services) is a public officer and shall serve on such attractive terms and conditions as determined by the Commission.

Disqualification Criteria
A person shall be disqualified if he/she:
  • has been a member of a governing body or any political party or affiliated groups to those political parties in the last (5) five years
  • is undercharged bankrupt.
  • Has been convicted of a felony.
  • Has been removed from public office for contravening the provisions of the constitution or any other law.
  • has been mentioned adversely in any report by a commission of inquiry or any parliamentary committee report.
  • canvasses directly, indirectly, by proxy, by tribal or clan Whipping, by pressure groups, by other associations in any other way.
  • knowingly, willingly and bluntly lies, misrepresents, cheats and fails to disclose material facts.
Directorate of Finance and Administration (FA)

Head of Procurement 

(EACC 4) (1 Post) (REF EACC/FA/2)

Reporting to the Secretary/Chief Executive Officer the job holder will be in charge of the Procurement function;

Duties and Responsibilities;
  • Provide leadership in the development of sound procurement policies and strategic procedures and regulations in line with procurement law and regulations.
  • Co-ordinate Internal monitoring and evaluation of the supply chain
  • Ensure enforcement of sound procurement policies, strategies procedures and regulations
  • Directing procurement process/function to ensure transparency and cost effectiveness
  • Conduct verification and disposal of Commission’s assets
  • Ensuring quality control in goods and services procured
  • Preparing annual procurement plans
  • Designing and implementing appropriate valued added sourcing strategies
  • Maintaining a record of all suppliers pre-qualified by the Commission annually
  • Carrying out accurate market surveys to ensure Commission gets value for money at all times

Qualifications, Experience and Key competencies
  • A university degree in Procurement and Supply Chain Management or any other related discipline
  • Post graduate diploma in Supply Chain Management from a recognized institution
  • Thorough knowledge of Public Procurement Legal and Regulatory Framework
  • Twelve (12) years of experience in a busy organization, 5 of which should be at a senior level preferably in a public institution.
  • Must be a member of Kenya Institute of Supplies Management
  • Masters degree will be an added advantage

Procurement Officer III

(EACC 8) (2 Posts) (REF EACC/FA/3)

Reporting to the Head of Procurement

Duties and Responsibilities:
  • Compilation of all requisitions and preparation of a Consolidated Procurement Plan for the Commission.
  • Implementation of the Procurement Plan effectively and efficiently and ensuring the organization gets value for money.
  • Designing and implementing sound stock control mechanism for the supplies function.
  • Planning and implementing perpetual stock control taking exercises
  • Effectively analyse quotations and tenders for Tender/Procurement Committee’s approval
  • Providing Secretariat Services to both the Procurement/Tender Committee.
  • Any other duties assigned by the Head of Procurement.
Qualifications, Experience and Key competencies
  • A degree in Procurement and Supply Chain Management or any other related discipline
  • Diploma in Supply Chain Management from a recognized institution
  • At least five (5) years procurement experience preferably in a public institution.

Procurement Assistant I 

EACC “9” (1 Post) (REF EACC/FA/4)

Reporting to the Head of Procurement

Duties and Responsibilities:
  • Developing specifications in liaison with the user departments
  • Assisting in ppreparation of bid documents
  • Undertaking Market Surveys
  • Distributing quotations and expediting orders
  • Any other duties as assigned by the Head of Procurement
Qualifications, Experience and Key competencies
  • Diploma in Supply Chain Management from a recognized institution
  • Minimum of 4 years’ experience in procurement preferably in a public sector institution
  • Thorough knowledge of Public Procurement Legal and Regulatory Framework

Procurement Assistant II (In-Charge Stores)

Reporting to the Head of procurement

Duties and Responsibilities
  • Receiving of requisitions for stock items and issuing of stores items to users
  • Undertaking stock control- reviews stock records and recommends or initiates ordering of supplies to maintain adequate stock levels
  • Ensuring quality control on stores items
  • Organizing obsolete, unserviceable stores ready for disposal
  • Ensuring safe custody of stock items
  • Ensuring that the store is well arranged
  • Maintaining an efficient stores inventory and monitoring of stock levels
  • Any other duties assigned by the Head of Procurement

Duties and responsibilities;
  • Gathering and documenting information and intelligence related to corruption and economic crimes
  • Compiling and analyzing information and intelligence reports
  • Preparing tactical and strategic assessment reports to support intelligence led investigations
  • Producing risk analysis reports and statistics on corruption and economic crimes

  • A degree in criminology, business or related discipline from a recognized university
  • Be serving or retired Police officer
  • At least 5 years’ experience in fraud investigation
  • Post graduate qualification/training in fraud investigation from recognized institution

Reporting to the Head of Forensic Investigation Department through Senior Forensic Investigator;

Duties and Responsibilities
  • Conducting investigations on matters of corruption and economic crime
  • Conducting forensic audits in areas of specialization to inform investigations
  • Supporting prosecution and civil recovery process in court
  • Any other duty assigned by Head of Forensic Investigation Department
Qualifications, Experience and Key competencies
  • A university degree in Procurement and Supply Chain Management/Commerce or any other related discipline
  • Proven professional qualifications and experience in procurement Laws is a must
  • Registration and Membership with the relevant professional body(ies)
  • At least 5 years working experience as a procurement specialist
  • Demonstrable high level of honesty and integrity
  • Excellent interpersonal and communication skills
  • Excellent analytical and deductive skills
Terms and Requirements For Employment
  • Employment will initially be on contract terms, for a period of four (4) years renewable upon satisfactory performance
  • Successful candidates may be required and should be willing to work in any part of the country
