The
Ethics and Anti-Corruption Commission (EACC) is established under Section 3 of
the Ethics and Anti-Corruption Commission Act No. 22 of 2011, pursuant to
article (79) of the Constitution of Kenya.
The
Commission invites applications from suitably qualified persons to fill the

Re-Advertisement
Reporting
to the Secretary/CEO, the holder of this position will be responsible for the
Commission’s Support Services including Human Resources, Procurement,
Administration, Finance and Accounts, ICT, Assets and Security.
A
key part of the role is ensuring synergy within the support functions to
deliver results.
Duties

- Responsible for
the day-to-day professional management of the Commission’s Support Service
Functions.
- Providing
strategic direction in the performance of the Commission’s support
function and ensure periodic reporting
- Management,
security and optimal use of Commission assets;
- Overseeing the
Commissions’ procurement and facilities management function and ensure
compliance with public procurement and disposal regulations.
- Managing the
optimal use of ICT in Commission operations for efficiency and
effectiveness;

the Commission is optimally staffed with competent, efficient and
effective employees.

supervision of employees of the Commission
- The performance
of such other duties as may be assigned by the Commission
Qualifications
and Experience
- For appointment
to this position, a person must have the following qualifications;
- Possesses a
degree in any of the following fields of Finance, Economics, Auditing,
Accounting, Public Administration and Human Resource Management
- A Postgraduate
degree, preferably in Business Administration, from a recognized
university will be an added advantage.
- Has had at least
ten (10) years proven experience at management level in a busy
organization in either the public or private sector
Terms
and Conditions of Service
Duration
of contract: The
successful applicant will be appointed on an initial five (5) year term.
Package: The Deputy Secretary
(Support Services) is a public officer and shall serve on such attractive terms
and conditions as determined by the Commission.
Disqualification
Criteria
A
person shall be disqualified if he/she:
- has been a
member of a governing body or any political party or affiliated groups to
those political parties in the last (5) five years
- is undercharged
bankrupt.
- Has been
convicted of a felony.
- Has been removed
from public office for contravening the provisions of the constitution or
any other law.
- has been
mentioned adversely in any report by a commission of inquiry or any
parliamentary committee report.
- canvasses
directly, indirectly, by proxy, by tribal or clan Whipping, by pressure
groups, by other associations in any other way.
- knowingly,
willingly and bluntly lies, misrepresents, cheats and fails to disclose

Reporting
to the Secretary/Chief Executive Officer the job holder will be in charge of
the Procurement function;
Duties

- Provide
leadership in the development of sound procurement policies and strategic
procedures and regulations in line with procurement law and regulations.
- Co-ordinate
Internal monitoring and evaluation of the supply chain
- Ensure
enforcement of sound procurement policies, strategies procedures and
regulations

and Responsibilities:
- Compilation of
all requisitions and preparation of a Consolidated Procurement Plan for
the Commission.
- Implementation
of the Procurement Plan effectively and efficiently and ensuring the
organization gets value for money.
- Designing and
implementing sound stock control mechanism for the supplies function.
- Planning and
implementing perpetual stock control taking exercises
- Effectively
analyse quotations and tenders for Tender/Procurement Committee’s approval
