Project/Proposal Summary: 
 
USAID/Kenya is funding several projects as part of their resilience programming, which includes two USAID/Kenya funded projects, Rapid Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) and the Northern Rangeland Trust (NRT) programs are both working to build resilience in overlapping areas in the Arid and Semi-Arid Lands (ASALs).   

By working together, the projects can maximize their resilience programming to have a greater impact. 

Additionally there is room for overlap and complimentary programming with other USAID/Kenya projects. REGAL-Accelerated Growth (AG), which focuses on market linkages overlaps in livestock market expansion opportunities with REGAL IR and NRT. 

The Millennium Water Alliance- Kenya Arid Lands Disaster Risk Reduction (KALDRR) will lead implementation of WASH activities in geographic areas of overlap with NRT and the REGALs. 

Lastly, Financial Inclusion for Rural Microenterprises (FIRM) can also help open up financial opportunities of the other projects, for example in livestock trading, beadwork, crafts and other small business ventures.

Position Summary:
 
To achieve this multi-partner collaboration, a Regal NRT consultant is required to work with NRT, REGAL IR and AG, MWA-KLDRR and FIRM, to develop a joint work plan and to operationalize areas of convergence. 

The Consultant shall create an MOU between the projects that will:
  • Map, elaborate and finalize areas of convergence and roles of partners;
  • Operationalize cooperation by identifying human, financial and material resource needs and sources required to meet these needs;
  • Suggest funding modalities and mechanisms;
  • Set timelines for implementation of partnership projects; and to
  • Identify the outputs and anticipated outcomes of this cooperation
This is a local position.

Responsibilities:
  • Facilitate planning meetings with all five projects to map and flesh out the areas of convergence and cooperation Identify funding modalities and mechanisms to achieve the cooperation.
  • Determine amounts of funding for the cooperative activities and accounting and reporting mechanisms
  • Develop timelines for implementation
  • Identify measures, outputs and outcomes of the cooperation
  • Produce an Operational Plan containing the above mentioned information
Qualifications:
  • A Master’s degree in a relevant social science/discipline.  A good understanding of Natural Resource Management and Livestock;
  • 5+ years’ experience in project planning, implementation, budgeting and reporting;
  • Excellent facilitation and interviewing skills;
  • Knowledge of the Kenya ASAL;
  • Experience in working with NGOs; USAID experience is preferred;
  • Demonstrated ability to produce well-written, analytical reports;
  • The ability to travel if required, particularly if conflict zones are involved;
  • Fluency in English and Kiswahili.
