The office of the Governor Turkana County wishes to recruit
competent and qualified persons to fill the following positions:-
County Executive Committee Member (10 Posts)
Ten positions are open in the following portfolios;
- Finance
and Economic Planning

Human Resource Development, Culture and Social Services
- Public
Service, Decentralized Administration and Disaster Management

- Energy,
Environment and Natural Resources
- Land,
Physical Planning and Urban Areas Management
Key Responsibilities
In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee member shall;
- Supervise
the administration and delivery of services in the County and all
decentralized units and agencies in the County
- Perform
any other function conferred on it by the Constitution or National
legislation
- Carry
out functions incidental to any of the assigned functions
- Will
be individually and collectively accountable to the governor in the
performance of duties and responsibilities
- In
the performance of its function, a County Executive Committee shall have
power to determine its own programme of activities and every member of the
committee shall observe integrity and disclosure of interest in any matter
before the committee.
Requirements and Competencies
- Be
a Kenyan Citizen;
- Be
a holder of at least a relevant first degree from a recognized institution
accredited by Commission of Higher Education (CHE)
- Satisfies
the requirement of Chapter Six of the Constitution on leadership and
integrity
- Must
have knowledge, experience and distinguished career of not less than five
(5) years in the field relevant to the portfolio of the department to
which a person is being appointed.
- A
member of Executive Committee shall not be a holder of any other state or
Public Office.
Chairperson of the County Public Service Board (1 Post)
Key Functions
- Chair
the County Public Service Board
- Establish
and abolish offices in the County Public Service;
- Appoint
persons to hold or act in offices of County Public Service including in
the Boards of urban areas within the County and to confirm appointments;
- Exercise
disciplinary control over, and remove persons holding or acting in those
offices;
- Prepare
regular reports for submission to the County Assembly on the execution of
the function of the board;
- Promote
in the County Public Service the values and principles referred to in the
articles 10 and 232 of the Constitution of Kenya 2010;
- Evaluate
and report to the County Assembly on the extent to which the values and
principles referred to in the articles 10 and 232 of the Constitution of
Kenya 2010 are complied with in the County Public Service;
- Facilitate
the development of a coherent, integrated human resource planning and
budgeting for personnel emoluments in the County;
- Advice
the County governments on human resource management and development;
- Advice
County government on the implementation and monitoring of the National
Performance Management System in the County;
- Make
recommendations to the salaries and remuneration commission, on behalf of
the County government, on the remuneration, pensions and gratuities for
County Public Service employees;
Requirements and Competencies
For appointment to this position the candidate must:
- Be
a Kenyan Citizen;
- Be
a holder of at least a relevant first degree from a recognized institution
accredited by Commission of Higher Education (CHE). A Masters degree will
be an added advantage.
- Satisfies
the requirement of Chapter Six of the Constitution on leadership and
integrity.
- Have
knowledge and experience of not less than ten (10) years in public
administration and management.
- Understand
the diversity within the County.
- Be
visionary and a strategic thinker.
- Be
capable of working under pressure and meeting tight deadlines.

vision.
Secretary of the County Public Service Board (1 post)
Key Responsibilities
- Establish
and abolish offices in the County Public Service;
- Appoint
persons to hold or act in offices of County Public Service including in
the Boards of urban areas within the County and to confirm appointments;
- Exercise
disciplinary control over, and remove persons holding or acting in those
offices as provided for under this part;
- Prepare
regular reports for submission to the County Assembly on the execution of
the function of the board;
- Promote
in the County Public Service the values and principles referred to in the

- Evaluate
and report to the County Assembly on the extent to which the values and

Foe appointment to this position, the person should:
- Be
a Kenyan citizen
- Be
in possession a first degree from a recognized university
- A
Masters Degree will be an added advantage);
- Have
a working experience of not less than five (5) years.
- Satisfy
the requirements of Chapter 6 of the Constitution of Kenya 2010 on
leadership and integrity.
- Be
a professional who demonstrates absence of breach of relevant professional
code of conduct.
- Understand
the diversity within the County.
- Be
a Certified Public Secretary of good professional standing.
- Be
a visionary and a strategic thinker.
- Have
the capacity to work under pressure to meet strict deadlines.
- Be
committed to be part of a team that will enable the County government to
achieve her vision.
Member to the County Public Service (5 Posts)
Key Responsibilities
- Establish
and abolish offices in the County Public Service;
- Appoint
