seeking senior-level candidates for an anticipated USAID - funded, multi-year
decentralization project in Kenya.

of individuals living in thousands of communities, from small villages and
towns to large metropolitan areas.
We are seeking senior-level candidates for the position ofCapacity Development Specialist.
We are seeking senior-level candidates for the position ofCapacity Development Specialist.
The Capacity Development Specialist will likely be responsible
for the following project activities:
- Design
and conduct leadership and ethics training for sub-national officials;
- Build
the capacity of Civil Society Organizations to increase their
participation in government accountability and sustainability of service
delivery;
- Work
with professional and business associations to increase their capacity for
policy analysis and public advocacy;
- Train
sub-national government staff in improved budgeting, revenue development,
accounting and financial management.
Additional qualifications for all candidates:
- Advanced
degree in public policy, public administration, financial management, or
relevant field;
- Understanding
of the historical context for, and working knowledge of, the devolution
issues, challenges, and developments in Kenya;
- 5+
years of experience in an international development setting;
- Demonstrated
capability to build capacity through a donor-funded program related to
local governance, decentralization, and civil society;
- Experience
in capacity development of civil society organizations and business
associations;
- Ability
to establish strong relationships with a diverse range of organizations,
beneficiaries and other stakeholders from the national and sub-national
governments, NGOs, and private sector;
- Demonstrated
leadership, management and team-building abilities and effective
interpersonal and communication skills, strategic planning and analytical
skills;
- Fluency
in spoken and written English is required.
