Impact Evaluation of Dadaab Child Protection Program, Kenya

Duration of Assignment:
Approximately 60 days over four month period

Expected Start Date: 15 April 2013

The child protection program in Kenya is highly strategic for Save the Children and demonstrates a model of how to implement prevention and response interventions in a very complex and challenging camp environment. The program uses a child protection system approach to strengthen institutional and community-based child protection facilities and systems in the Dadaab refugee camps.

After five years of programming, a rigorous impact evaluation is needed to assess the appropriateness and effectiveness of the approach in Dadaab. A rigorous evaluation of the program, focused on measuring change in children’s and families’ outcomes and the longer-term impact of interventions over the last five years, will serve to strengthen the evidence base and demonstrate what works, and which strategies are less effective, in a chronic camp context. 


The Dadaab program is one of the largest child protection programs within Save the Children globally, therefore this learning and evidence will be extremely valuable for informing future work in Kenya and will also be useful for global learning regarding response in other fragile environments.

The scope of the evaluation will cover the three key outcome areas of the program: child- level; family and community-level; and outcomes at the level of the duty bearers, with a close focus on the linkages and interconnectedness between the program components and outcomes at different levels.
