Main Purpose and Scope
The position is responsible for facilitating efficient and
effective implementation of programs and projects under the Health function in
accordance with Omega Foundation’s strategic focus..
S/he is responsible for providing technical support to all the
Health initiatives to ensure that health services offered to target communities
follow the national guidelines within the local context.
The position forms part of the core implementation team
responsible for delivery of projects strategies, routine support supervision,
and health data quality assessment.
S/he will promote an integrated approach to sustainable health
service delivery to targeted populations and will network closely with partners
in the health sector to develop work plans, prepare periodic reports, hold
technical meetings and work closely with other staff in ensuring that health
project targets are met.
The holder of the position will collaborate with the county and
national MoH team members’ to advance OF’s desire to integrate and mainstream
key health indicators in the implementation processes of all community health
programs.

Management of Programs/Projects
- Provide
technical guidance, training and tools to RH related staff at facility
level and field sites.
- Ensure
documentation of best practices, innovation and experience and
dissemination, knowledge, and use by Omega Foundation and partners
- Work
closely with M&E to aggregate data, analyze data and present in
user-friendly format for distribution to PPFA and MoH
- To
assess the training needs of SRH staff and develop a training programme to
meet these needs
- Ensure
the establishment and strengthening or RH monitoring activities and train
health staff
- Work
closely with the Head of Programs in developing implementation activities
for supervised programs/projects.
- Spearhead
advocacy for improved access to health services and increased water and
sanitation facilities in the target communities.
- Manage
preventive and curative health services, and support referral in the
target communities.
- Facilitate
awareness creation and promotion of reproductive health services in the
target communities.
- Support
maternal and child health services (immunization, nutrition, etc.) in the
target communities.
- Facilitate
HIV/AIDS prevention, care and support activities in the target
communities.
- Establish
awareness creation programs to promote hygiene in the target communities.
- Facilitate
establishment of community owned water projects in the target
communities.
- Play
lead role in managing relationships with target beneficiaries, communities
and other key stakeholders on health projects.
- Facilitate
needs assessments and other surveys within the programs/projects and
provide appropriate technical support and feedback for decision making.
- Ensure
effective monitoring and evaluation of supervised projects and use
outcomes to inform the implementation process.
- Ensure
timely and quality reporting in line with guidelines for respective
programs and projects.
- Synthesize
lessons and experiences for continuous improvement of health,
interventions within Omega Foundation and affiliates, and for sharing both
within the organization and externally.
- Carry
out any other duties and responsibilities which may be assigned by the
management from time to time.
Job Requirement (Knowledge, Skills and Abilities):
Level of education:
- Bachelor’s
degree in Public Health or any related fields.
Specialized Training/Professional Qualifications
- Training
in project management is essential.
- Proven
writing and editing skills, including the ability to write grant proposals
and reports

activities

Title: Senior Grants Officer

Main Purpose and Scope
Main Purpose and Scope
The position is responsible for effective grant management
through effective coordination of sub-grantees for compliance with policies and
procedures, and existence of effective systems; review of grant proposals/grant
applications; ensuring compliance with terms and conditions by affiliates;
ensure timely and qualitative reporting by affiliates; and coordinate
disbursements of funds to affiliates and effective management of close-outs;
and mentoring & coaching of affiliates.
Main duties and responsibilities
Management of Grant Portfolio
- Ensure
that Omega Foundation grant portfolio is well-administered in line with
established policies, procedures and systems.
- Ensure
that grant related processes, policies and procedures are implemented in a
consistent manner.
- Ensure
maintenance of adequate documentation and records on grants including
comprehensive data base of affiliates/sub-grantees and approved projects.
- Manage
disbursements and transfers of funds, review and approve requests from
affiliates/sub-grantees, and ensure that disbursements are made in a
timely manner and according to grant requirements.
- Monitor
fund balances, disbursements, grant expenditure, and on-going performance
of awards (grant tracking) to the specification of grant agreements.
- Ensure
effective management of information between Omega Foundation and
affiliates/sub-grantees.
- Participate
in capacity assessment of organizations that apply for grants.
- Manage
the granting process including grant opening, selections, pre-award
compliance checks, determination of awards, and drawing up of agreements.
- Ensure
that donor procurement rules are followed for all awarded grants.
Compliance and Reporting
- Ensure
that sub-grantees comply with grant terms and conditions both donor and
internal organization requirements on grants.
- Coordinate
data collection for grant compliance and reporting.
- Disseminate
information on donor requirements both internally and to
affiliates/sub-grantees in a timely manner.
- Ensure
on-time and quality narrative and financial reporting by
affiliates/sub-grantees.
- Review
and confirm that reports submitted by affiliates are coherent and adhere
to donor and Omega Foundation standards.
- Compile
grant management reports to management and donor agencies.
Relationship Management
- Develop
and maintain productive relationships with affiliates.
- Ensure
effective communication between Omega Foundation and the donor agencies on
grant compliance issues.
Monitoring and Evaluation
- Ensure
monitoring and evaluation and make timely follow-up on issues for timely
and adequate resolution.
- Support
the follow-up to action points from monitoring and evaluation missions.
- Ensure
existence of adequate tools for monitoring and evaluation of supported
projects.
- Synthesize
lessons and experiences for continuous improvement of grant and compliance
management within Omega Foundation and affiliates, and for sharing both
within the organization and externally.
- Carry

Main Purpose and Scope
Main Purpose and Scope
The position is responsible for ensuring expenditures is charged
against the appropriate project, meets all grant requirements and is properly
reimbursed.
In addition, the Grants Officer is responsible for all internal
and external reporting requirements, making sure that they are accurate and
submitted on time as per the various donor demands and schedules.
Main duties and responsibilities
- Provide
technical and operational support on the effective tracking of income and
collating timely and accurate financial reporting to donors.
- Produce
monthly budget monitoring reports and overview of the status of
grants highlighting issues on over/under spends.
- Hold
monthly grants meetings with budget holders to review status of budgets as
instructed by the Senior Grants Officer.
- Provide
timely financial management information to project managers and make sure
that they are receiving the necessary information regularly or as
requested.
- Ensure
that grant costs are effectively and accurately captured within the
financial system.
- Provide
technical support to budget holders in the preparation of budgets and
associated narrative for all new donor proposals.
- Provide
training on budget monitoring systems, grants management procedures and
various donors’ terms and conditions to budget holders, finance staff,
partner agencies and affiliates.
- Review
partners’ reports and ensuring partners are informed and are implementing
donor requirements accurately by updating their systems as desired.
Carrying out regular checks to validate the accuracy of generated reports.
- Maintain
standard grant filing systems and ensure all field offices retain up to
date grant management information and correspondences on all grants
- Ensure
that grant closure is carried out as per policy and procedures and no
further transactions are carried out in closed grants accounts.
- Assist
in organization assessment of existing and potential affiliates.
- Perform
any other duties that maybe assigned from time to time by the management.

Main Purpose and Scope
The position is responsible for providing support to
program/project implementation in monitoring and measuring the impact of Omega
Foundation’s programs and activities; development and implementation of M&E
systems focused on data collection, storage, analysis and reporting; providing
technical assistance in gathering and management of data; ensure the use of
technically appropriate monitoring and evaluation models and information
systems; and dissemination of relevant information to
stakeholders.
Main duties and responsibilities
Monitoring and Assessment
- Develop
and oversee the use of monitoring systems to track and report on
program/project activities and results.
- Develop/enhance/manage
information system to capture, transmit, store, retrieve, manipulate, and
display information with accompanying Standard Operation Procedures.
- Advice,
guide and train staff and volunteers on planning, monitoring and
evaluation and designing of indicators for monitoring.
- Responsible
for identifying or developing instruments to measure program/project
implementation and outcomes.
- Assist
Program staff in developing systematic and realistic monitoring plans that
capture quantitative and qualitative data to report on project performance
indicators.
- Provide
ongoing support and guidance to staff and volunteers; and Omega Foundation
and affiliates on monitoring and evaluation.
- Coordinate
the implementation of baseline surveys, studies, external assessments,
evaluations, data collection, and quality control exercises for various
initiatives.
- Disseminate
findings of surveys, studies, assessments and evaluations and follow-up
implementation of recommendations made.
- Build
capacity of staff and affiliates/sub-grantees to ensure effective monitoring
and evaluation, data collection and analysis, proposal writing and report
writing.
- Monitoring
the program implementation through regular contact and field visits.
- Responsible
for identifying opportunities and mechanisms for program improvement based
on monitoring and evaluation findings in collaboration with program staff.
Data Gathering and Management
- Coordinate
data collection, processing and storage for effective information
management.
- Provide
resources, necessary support, and information for program inputs and
outputs.
- Synthesize
lessons and experiences for continuous improvement of program approaches
and methodologies within Omega Foundation and affiliates, and for sharing
both within the organization and externally.
Research and Learning
- Support
programs to undertake research on policy matters, build case studies, and
assist conduct operations research to inform Omega Foundation’s advocacy
agenda.
- Organize
and coordinate dissemination of research findings, lessons learnt, and
best practices to partners, affiliates and other stakeholders.
Documentation and Reporting
- Facilitate
documentation and reporting of assessments, program data, case studies,
best practice and lessons learned for internal and external sharing.
- Develop
program and operational reporting templates that facilitate the timely and
accurate acquisition and aggregation of information in programs.
- Assist
in compilation of quarterly, annual and ad-hoc program reports.
- Carry
out any other duties and responsibilities which may be assigned by the
management from time to time.

Bachelor’s degree in Social Sciences or any related fields.
Specialized Training/Professional Qualifications
- Post-graduate
qualification in Statistics, MIS IT, or Development related subjects will
be an added advantage.
