Institutional Strengthening Advisor
Reporting to the Principal Investigator, the Institutional Strengthening Specialist will provide technical assistance to the Kenya Prison Services (KPS) and KPS Directorate of Health Services towards the design, development and implementation of a transition plan that transfers activities and funding fully to KPS by 2018.
The Specialist will work in collaboration with senior level
staff of KPS and KPS/ DHS and with various stakeholders to conduct a
comprehensive review of institutional capabilities to manage HIV programs and
their direct funding, and to facilitate the development of capacity building
plans and transition plans and to support their implementation.
Duties and Responsibilities:

Provide strategic direction for the transition component of the
HIV/AIDS prevention care and treatment program.
·
Develop and update the strategic plan, ensuring that
programmatic directions are technically sound, evidence-based and consistent
with National and Donor priorities.
·
Jointly with KPS and partners develop an operational plan for
the transition of organizational and technical functions to KPS
·
Identify institutional strengthening partners and map their
specific areas of strength
·
Identify consultancy needs and assist with procurement of
consultancy services
·
Provide technical expertise in organizational development and
capacity building
·
Assess and contribute to the development of program management
systems that cover multiple dimensions: human resources, financial management,
supply chain management, information technology, monitoring & evaluation
systems, quality improvement systems and reporting as necessary.
·
Support the development of technical documents, manuals,
presentations and other reports documenting the achievements, lessons learnt
and other findings related to the project.
·
Support senior staff in KPS in strengthening individual and
collective performance in areas of governance, leadership management, systems
thinking, change management, communication
·
Provide support to different planning systems and their
implementation
·
Build strategic alliances and partnerships with GOK, donor and
stakeholders and assist KPS in leveraging resources
·
Perform other tasks to ensure effective implementation of the
Project as required.
Qualifications and Experience
·
At least a Master’s degree in organizational development, health
planning and management, public health management, public administration, or
other related field
·
At least 7 years’ experience with USG funded programs focused on
strengthening the capacity of public sector systems (preferably in health).
·
Experience and understanding of USG contract/grant-making
processes with local organizations.
·
Significant experience in managing HIV/AIDS programs
·
Expertise in organizational capacity development, strategic
planning, financial management, leadership development, coaching, process
management and other areas aimed at improving individual and organizational
performance.
·
Significant experience applying mainstream institutional
strengthening approaches such as Organizational Capacity Assessment,
Institutional Strengthening Planning, Strategic Planning, Training of Trainers,
Monitoring and Evaluation.
·
Strong interpersonal skills, facilitation skills, including
mentoring and communication skills, relationship building and negotiating
skills
·
Proven ability to work collaboratively across technical
disciplines.
·
Written and verbal fluency in English.
HIV AIDs TB Care and Treatment Advisor
Reporting to the Principal Investigator, the HIV AIDs TB Care and Treatment Advisor will provide strategic leadership in the management of comprehensive HIV care and treatment services in accordance to Kenya’s care and treatment guidelines in health facilities to reach HIV infected prisoners, Kenya Prisons Services Staff, their families and the surrounding community.
Reporting to the Principal Investigator, the HIV AIDs TB Care and Treatment Advisor will provide strategic leadership in the management of comprehensive HIV care and treatment services in accordance to Kenya’s care and treatment guidelines in health facilities to reach HIV infected prisoners, Kenya Prisons Services Staff, their families and the surrounding community.
S/he will spearhead the strategic design and implementation of
Comprehensive Care and Treatment services in health facilities in a manner that
strengthens integrated delivery of health services in collaboration with the
Government and other partners.
The Advisor will work in collaboration with the Institutional
Strengthening Advisor, Senior level staff of KPS and KPS/ DHS and with various
stakeholders to review the institutional capabilities of managing HIV programs
and their direct funding, and to facilitate the development of capacity
building plans and transition plans and to support their implementation.

Develop and strengthen the KPS systems to ensure provision of
high quality and accessible HIV prevention, care and treatment services for
prisoners, staff and prison community.
·
Develop and update the strategic plan, ensuring that
programmatic directions are technically sound, evidence-based and consistent
with National and Donor priorities.
·
Provide technical, programmatic guidance and managerial advice
on the implementation of HIV AIDs TB care and treatment in KPS.
·
Jointly with KPS coordinate implementation of program activities
including health facility assessment and development, training, clinical care,
mentoring health service providers, counseling and education, community
follow-up, commodity management, and monitoring and evaluation.
·
Clinical mentoring and capacity building of KPS staff to plan
manage and evaluate program activities.
·
Developing and maintaining good relations including
representation with Kenya Prisons services, GOK, donor and stakeholders.
·
Provide guidance, mentorship and continuing medical education to
the health service providers on HIV prevention, care and treatment.
·
Compile the required program reports and submit them to the
national level.
·
Identify consultancy needs and assist with procurement of
consultancy services
·
Support the development of technical documents, manuals,
presentations and other reports documenting the achievements, lessons learnt
and other findings related to the project.

Perform other tasks to ensure effective implementation of the
Project as required.
Qualifications and Experience
·
A Medical Doctor with an advanced degree preferably Masters in
Public Health preferable.
·
At least 7 years’ experience in HIV AIDs TB clinical program
design, set up and management.
·
Demonstrable collaborative approach with Government officials in
the public health sector.
·
Proven experience in establishing relevant project monitoring
systems, assessment designs and transition.
·
Demonstrable ability to build strong relationships, work well as
part of a team and facilitate the achievement of results.
·
Training and capacity building and counterpart development
skills.
·
USG funded programs focused on strengthening the capacity of
public sector systems (preferably in health).
·
Significant experience in managing HIV/AIDS programs
·
Strong management and leadership skills
·
Strong interpersonal skills, facilitation skills, including
mentoring and communication skills, relationship building and negotiating
skills.
·
Written and verbal fluency in English.
