Accountability: Under the supervision of the Head of Finance/Admin unit, the
Engineer will be responsible for Construction Projects.
Major Duties and Responsibilities:
- Oversee
construction projects to ensure that the contractors complete the projects
in line with the WFP contract terms.
- Facilitate
the preparation of project designs, drawings, BoQs, budgets, projects
specifications.
- Follow
up with Client units to ensure finalization and timely submission of
construction project documents
- With
Procurement unit, prepare tender documents and ensure necessary aspects of
quality bidding are adequately articulated.
- Liaise
with field focal points to organize for site surveys and pre-bid
conferences.
- Assist
the Procurement Unit with the Vendor Master to ensure companies are
properly classified
- Undertake
Technical evaluation of offers from bidders; participate in the vetting
process of new vendors.
- Represent
Construction Unit in the Technical Evaluation and Tender Committee
meetings
- Assist
in the preparation of the construction contracts and follow up with
contractors to submit acceptable Work plans, working and shop drawings and
other relevant documentation for the success of the construction projects.
- Ensure
timely submission and renewal of Performance Bonds as may be necessary;
providing monitoring reports.
- Liaise
with the WFP outsourced Engineering Consultancy firms to undertake site
visits, technical drawings and designs, evaluations and electrical inputs
for all projects.
- Ensure
preparation of Progress Certificate for each project in line with the
contract terms with suppliers.
- Monitor
and supervise contractors’ site construction as per specifications and
give technical support and assistance to contractors.
- Attend
Construction Taskforce meetings, provide updates and Progress Reports. Any
other tasks assigned by supervisor.
Qualifications, Experience and Critical Success Factors:
- University
degree in Civil Engineering. Qualifications in Building Facility
Management is an advantage
- At
the least, two years’ relevant postgraduate professional experience in
engineering or construction.
- Ability
to use computer software such as MS Word, MS Excel, MS PowerPoint,
AutoCAD.
- Ability
to adapt to various working conditions and environment in field locations.
Flexibility to undertake frequent travel.
- Initiative
and judgment, and ability to produce quality technical and specialized
work, good documentation with well analysed data.
- Demonstrate
responsibility for completion of specialized complex processes ability to
establish priorities and monitor contractors; Good communication skills;
ability to work in a team & establish effective working relations with
persons of different cultural backgrounds;
