CAP Youth Empowerment Institute Kenya, is supported by MasterCard Foundation, was established to provide Basic Employability Skills Training (BEST) for disadvantaged youth in the society with particular focus on women to get equitable, qualitative learning and access to promising labour market oriented opportunities, savings and credit that support their pathways to safe and positive futures. 

The key purpose of the organization is to assist 10,000 disadvantaged youth to make informed choices, develop labour-market oriented employability skills and access job placements, savings and enterprise development support. 

About the position

M&E officer reports to the Project Director, with majority of tasks being undertaken in collaboration with the CAP YEI programme staff and the partner organizations.

This opportunity is project based and on consultancy basis.

It requires someone who is very flexible, one who can travel to the field when requested to with short notice.
 
Key Responsibilities:
  • Assessing the existing M&E needs and CAP YEI processes.
  • Work with CAP YEI staff on designing and developing the M&E system including developing appropriate indicators and tools for data collection for the current projects to enable CAP YEI use the information for decision making.
  • Ensure that performance questions, information needs, indicators and related targets, methods, sampling procedure and reporting formats and procedures are part of the M& E system.
  • Ensure that these supplement and link to the existing M&E processes of partner organizations.
  • Work closely with CAP YEI training teams to identify how they do their own M&E and how this can be linked to project M&E in ways that are safe and appropriate.
  • Conduct monitoring and evaluation of programmes.
  • Prepare reports on M&E findings, as required, working closely with CAP YEI staff.
  • Provide the Project Director with management information that he may require.
  • Build the capacity of CAP YEI in M&E data collection, analysis, interpretation and use for decision making. Support CAP YEI staff in entering and analyzing project data, ensure quality preparation. Document good practices/ case studies.
  • Understand the M & E needs of the project.
  • Develop a comprehensive M & E system.
  • Understand the funder requirements and develop reports as per the guidelines.
  • Coordinating with the M & E agency appointed by funder and understanding their requirements.
  • Maintenance of M & E records.
  • Development of impact evaluation parameters and monitoring the program through them.
  • Coordinating with various project partners and fit them into the existing M & E system.
  • Fulfilling the center level / Program level M & E needs in coordination with Sr. Manager and Project Director. 
Skills 
  • Excellent Presentation skills. 
  • Networking skills a must. 
  • Excellent communication skills; both verbal and written. 
Requirements
  • Working experience with international funders is desirable.
  • Proficiency in SPSS software preferred.
  • Candidates with Research background are preferred.
  • Degree in coursework & research, community development or social studies from a recognized University.
  • A minimum of four (3) years working experience in monitoring and evaluation work using statistical and participatory approaches.
  • Proven high level writing skills in report writing.
  • Demonstrated ability to use computer assisted software for data collection and analysis.
  • Unquestionable integrity, self-motivation, team player, highly versatile, high-level interpersonal and good communications skills and capability to work under tight deadlines in a competitive environment.
