Principal Legal Officer - Job Group ‘N’ – One (1) Post
(a) Requirements for Appointment
- served
for a minimum period of three (3) years in Job Group “M” or in a relevant and
equivalent level in the wider public sector or Private Sector or be a
practicing Advocate with a minimum of 9 (nine)years post-admission
experience.
- A
Bachelor of Laws (LLB) degree from a recognized university;
- A
Post-graduate Diploma in legal Studies from the Council of Legal
Education;
- Been
admitted as an Advocate of the High Court of Kenya;
- Proficiency
in computer applications; and
- Shown
merit and ability as reflected in work performance and results.
- Have
Commercial/Conveyancing experience and particularly in drafting and
negotiating contracts, reviewing security documents, reviewing Leases.
- Have
some experience in preparing litigation files.
- Have
knowledge of the workings of the Lands and Companies Registries.
- Be
Computer Literate.
Duties and Responsibilities
- The
Legal Officer will report to the Head of Legal Department and will be
responsible for:
- Providing
legal counsel to the management and service areas within the Commission.
- Providing
guidance on the Commission’s court matters and liaise with external
Advocates (if and when they are retained) including the State Law Office
and other state agencies.
- Representing
the Commission in Court and managing litigation on behalf of the
Commission.
- Preparing
and reviewing Contracts and Agreements for the supply of goods and
services, and other legal instruments/documents.
- Preparing,
reviewing and coordinating the registration of Leases, Memorandum of
understanding.
- Ensuring
statutory and contractual compliance by the Commission.
- Assisting
the Head of Legal with the development and implementation of divisional
targets and work plans.
- Assist
the head of legal in the implementation of the Teachers Service Commission
Act No.20 of 2012.

Senior Legal Officer, TSC Scale 9, Job Group M - Two (2) Post
a) Requirements for Appointment
For appointment to the grade the candidate must have:-
- served
for a minimum period of six (6) years at Job Group “L” ,in the Public
Service or in a relevant and equivalent level in the wider public sector
or Private Sector or be a practicing Advocate with a minimum of six (6)
years post Admission experience;
- A
Bachelor of Laws (LLB) degree from a recognized university;
- A
Postgraduate Diploma in Legal Studies from the Council of Legal Education;
- Been
admitted as an Advocate of the High Court of Kenya.
- Be
Computer Literate.
Duties and responsibilities will entail: -
- Representing
the Commission in Court and managing litigation on behalf of the
Commission.
- Undertaking
research on assigned legal issues affecting the Commission;
- Collecting
and collating research data;
- Studying
and evaluating files presented for legal guidance/decision on challenges
facing the Commission;
- Screening
possible litigious matters from the County Offices and service areas of
the Commission;
- Preparing
preliminary legal documents/instruments;
- Advising
on various legal policy issues;
- Preparing
themes for cases and anticipating legal problems

Legal Officer: TSC Scale 8, Job Group ‘L’ - One (1) Post
a) Requirements for Appointment
For appointment to this grade, a candidate must have: -
- served
for a minimum period of three (3) years at the level of Job Group K, or in
a relevant and equivalent level in the wider public sector or
private sector or be a practicing Advocate with a minimum of 3 (three)
years post Admission experience;
- A
Bachelor of Laws (LLB) degree from a recognized university;
- A
Postgraduate Diploma in Legal Studies from the Council of Legal Education;
- Been
admitted as an Advocate of the High Court of Kenya.
- Be
Computer Literate.
Duties and Responsibilities
An officer at this level will report to the Head of Legal Department and will have the specific duties that will include;-
- Researching
on assigned legal issues;
- Collecting
and collating research data;
- Advising
on various legal policy issues;
- Screening
possible litigious matters from the various service areas of the
Commission including the County Offices;
- Studying
and evaluating files presented for decision on various legal challenges
facing the Commission; and
- Preparing
themes for cases and anticipating legal problems.
- Representing
the Commission in Court and managing litigation on behalf of the
Commission.
Terms of Service
The remuneration will include Group Personal Accident Cover, Comprehensive Medical Cover, House allowance, leave allowance as applicable in the Civil Service, and Membership to a Staff Retirement Benefits Scheme.
In addition, the successful applicant will be eligible for payment of job related allowances applicable to Legal Officers in the State Law Office.
Salary scales:
Job Group ‘N’: Kshs.48,190 x 2,400 – 50,590 x 2,550 – 53,140 x 2,700 – 55,840 x 3,000 – 58,840 x 3,150 – 61,990 x 3,300 – 65,290 p.m.
Job Group ‘M’: p.m. 41,590 x 2,070 – 43,660 x 2,220 – 45,880 x 2,310 – 48,190 x 2,400 – 50,590 x 2,550 – 53,140 x 2,700 – 55,840 p.m.
Job Group ‘L’: 35,910 x 1,800 – 37,710 x 1,890 – 39,600 x 1,990 – 41,590 x 2,070 – 43,660 x 2,220 – 45,880 p.m.
