The Judicial Service Commission (JSC) is established under Article 171 of the Constitution of Kenya. 

The Commission’s core function is to promote and facilitate the independence and accountability of the Judiciary and the efficient, effective and transparent administration of justice.

To enhance the Secretariat capacity, the JSC wishes to fill the following positions:

1. Senior Risk and Internal Systems Auditor

 Duties and Responsibilities

The successful candidates will be deployed to head the Internal Audit of the Commission and will be reporting to both the Registrar, JSC and the Director of Finance.

Specific duties will include:
  • Carrying out financial, operational and information systems audit;
  • Assuring accuracy and reliability ¡n accounting and operating data, safeguarding of the JSC resources against waste, fraud and inefficiency;
  • Writing and providing audit reports to the JSC Finance and Administration Committee;
  • Carrying out spot checks and evaluating the overall efficiency of all operating functions of the Commission;
  • Maintaining and updating audit programs, ensuring correctness of the audit reports, ascertaining full disclosure of facts and figures during the audit exercise; and
  • Co-ordinating with external auditors and follow -up of their recommendations and ensuring implementation.
(b) Requirements for Appointment

For appointment to this position, an applicant must be in possession of the following minimum qualifications:
  • Possess a Bachelors degree in Finance, Accounting, Business Administration; Economics, Commerce or equivalent qualification form a recognised university;
  • Have at least six (6) years relevant work experience;
  • Be CPA(K) Finalist;
  • Possess a Certified Information Systems Auditor (CISA) or equivalent qualification;
  • Be a member of recognised professional bodies such as Institute of Certified Auditors, ICPAK, ACCA;
  • Be computer literate; and
  • Must meet the requirements setout in Chapter Six of the Constitution of Kenya.
Note: Possession of a relevant Masters degree will be an added advantage.

 Senior Planning and Budgeting Officer

 Duties and Responsibilities

The successful candidates will be deployed to head the Budgeting and Planning Unit of the Commission and will be reporting to both the Registrar, JSC and the Director of Finance.

Specific duties will include:
  • Providing planning data;
  • Conducting economic analysis; formulation of development strategies; identification, preparation and evaluation of development projects and programmes and monitoring of implementation;
  • Conducting feasibility studies, determining project viability and setting project priorities;
  • Collecting, collating and analysing data relating to cases, revenue collection and expenditure trends;
  • Computerisation and analysis of data;
  • Writing and submitting reports on specific assignments; and
  • Control and supervision of technical and other staff working under him/her.
(b) Requirements for Appointment

For appointment to this position, an applicant must be in possession of the following minimum
Qualifications:
  • Possess a Masters of Arts (MA), Masters of Science (M Sc) or Master of Philosophy (M Phil) degree ¡n Economics.
  • Have a Bachelors degree in Economics or Economic and Mathematics or Economic and Statistics;
  • At least six (6) years relevant work experience;
  • Demonstrated professional competence and managerial capability;
  • Have attended a Management Course lasting not less than four (4) weeks; and
  • Must meet the requirements set out in Chapter Six of the Constitution of Kenya.
3. Procurement Officer

 Duties and Responsibilities

The successful candidates will be deployed to head the Procurement Unit of the Commission and will be reporting to both the Registrar, JSC and the Director of Supply Chain Management.

Specific duties will include:
  • Managing the supplies function in the Commission;
  • Implementing and enforcing procurement policies and regulations;
  • Planning and co-ordination of procurement services;
  • Taking control of the procurement vote;
  • Carrying out the disposal of stores in accordance with existing regulations; and
  • Supervising, guiding, counselling, mentoring, training and development of staff working under him/her.
(b) Requirements for Appointment

For appointment to this position, an applicant must be in possession of the following minimum qualifications:
  • Have a Bachelors Degree in Commerce (Supplies Management Option)/Business Administration or Economics from a recognized University/Institution;
  • Possess a post graduate qualification in Supplies/Procurement Management;
  • Have at least six (6) years relevant work experience; and
  • Have shown outstanding professional competence, leadership and management skills;
  • Be proficient in Computer Applications; and
  • Must meet the requirements set out in Chapter Six of the Constitution of Kenya.
4. Senior Accountant

 Duties and Responsibilities

The successful candidates will be deployed to head the Accounts Unit of the Commission and will be reporting to both the Registrar, JSC and the Director of Finance.

Specific duties will include:
  • Planning, co-ordination, design, implementation and control of accounts systems in the Judicial Service Commission;
  • Assuring efficient organization, control and supervision of accounting work;
  • Assuring proper interpretation and implementation of accounts regulations and procedures;
  • Providing quality and timely accounting services in the Judicial Service Commission, including maintenance of accurate accounting records and preparation of management and statutory financial reports;
  • Participating and advising the JSC Finance and Administration Committee;
  • Maintaining an inventory on all bank accounts of the Commission;
  • Authorizing payments and signing cheques;
  • Preventing fraud and errors and safeguarding of assets; and
  • Setting and maintaining high accounting standards.

For appointment to this position, an applicant must be in possession of the following minimum qualifications:
  • Posses a Bachelors Degree in Commerce (Accounting Option), Business Administration or any other recognized equivalent qualification from a recognised institution;
  • Be a CPA Ill (Finalist);
  • Have at least six (6) years relevant work experience;
  • Have undertaken a management course lasting not less four (4) weeks;
  • Have demonstrated professional competence in accounts work;
  • Be proficient in computer applications;
  • Possession of a Masters degree in Accounting/Finance from a recognised institution will be an added advantage; and
  • Must meet the requirements set out in Chapter Six of the Constitution of Kenya.
5. Education and Training Officer

 Duties and Responsibilities

The successful candidates will be deployed to head the Education and Training Unit of the Commission and will be reporting to the Registrar, JSC.

Specific duties will include:
  • Preparingand implementing programmes for the continued education of Judicial Officers and staff in conjunction with the Judiciary Training Institute;
  • Preparing human development plans for the Commission;
  • Representing the Commission in Committees related to administration of training;
  • Supervising and developing staff deployed in the unit; and
  • Preparing of training budget.

  • Possess a Bachelors degree in any social sciences from a recognised university/institution;
  • Have a postgraduate qualification in human resource management/development/education or other equivalent qualifications from a recognised university/institution;

  • Have at least six (6) years relevant work experience;
  • Be proficient in computer applications; and
  • Must meet the requirements setout in Chapter Six of the Constitution of Kenya.
6. Legal Counsel

 Duties and Responsibilities

The successful candidates will be deployed to head the Legal Affairs Unit of the Commission and will be reporting to the Registrar, JSC.

Specific duties will include:-
  • Organizing legal research;
  • Offering legal advice to the Commission;
  • Assuring legal compliance in activities of the Commission;
  • Liaising with law firms that are on retainer on behalf of the Commission;
  • Providing litigation services including perusing court summons for necessary defence, instruction to Commission’s Advocate for filing of proper documentation, witnesses preparation and pre-trial brief, court documents drafting and preparation, follow-up on court attendance reports and case by case progress follow up from Advocate.
  • Writing reports and presenting the same to the JSC Human Resource Management Committee;
  • Preparing and managing the legal Unit budget; and
  • Providing logistical support to the Commission and Commission’s Committee meetings.
(b) Requirements for Appointment

For appointment to this position, an applicant must be in possession of the following minimum qualifications:
  • Have a Law Degree from any recognized university;
  • Have a Diploma from the Kenya School of Law or an exemption by the Council of Legal Education;
  • Have been admitted to the Roll of Advocates;
  • Be proficient in computer applications;
  • Must not have any pending complaints with the Advocates Complaints Commission, the Disciplinary Committee or adverse report from current and previous employer(s);
  • Have served in private practice or other employment with six (6) years post admission experience and a current practicing certificate and
  • Must meet the requirements set out in Chapter Six of the Constitution of Kenya.
Note: A postgraduate qualification in a relevant discipline will be an added advantage.

 Monitoring and Evaluation Officer

 Duties and Responsibilities

The successful candidates will be deployed to head the Monitoring and Evaluation Unit of the Commission and will be reporting to both the Registrar, JSC and the Director of Performance Management.

Specific duties will include:
  • Spearheading and co-ordinating the strategies, policies and guidelines of the JSC into the Judiciary operations and carrying out the monitoring and evaluation of various activities of the Judiciary on behalf of the JSC;
  • Developing a monitoring and evaluation plan;
  • Collecting data and compiling periodic reports; and
  • Identifying, assessing, mitigating, monitoring and reporting on risks

  • Have a Bachelors degree in Economics, Business, Statistics, Social Sciences or equivalent qualification from a recognized institution;
  • Possess a post graduate training in Monitoring and Evaluation;
  • Have a Masters Degree in applied research, economics, strategic planning or related field;
  • Have at least six (6) years relevant work experience; and
  • Have shown merit and ability in work performance and results;
  • Demonstrate excellent analysis and writing skills;

Inspectorate Officer

The successful candidates will be deployed to head the Inspectorate Unit of the Commission and will be reporting to the Registrar, JSC.

Specific duties will include:
  • Receiving, compiling and synthesizing all complaints against judicial and other staff of the Judiciary;
  • Conducting expeditious and comprehensive investigations into all complaints received against judicial and other staff of the Judiciary.
  • Compiling reports consequent upon investigations into complaints received Against judicial and other staff of the Judiciary for use by the Judicial Service Commission.
  • Gathering information and preparing intelligence reports about the conduct of judicial and other staff of the Judiciary for use by the Judicial Service Commission.

For appointment to this position an applicant must be in possession of the following minimum qualifications:
  • Possess a Bachelors degree from a recognized University /Institution;
  • Have attended an investigations or intelligence gathering course lasting not less than four (4) weeks;
  • Shown merit and ability in work performance and results;
  • Have at least six (6) years relevant work experience;
  • Be proficient in computer applications; and
  • Must meet the requirements setout in Chapter Six of the Constitution of Kenya.
9. Communications Officer

 Duties and Responsibilities

The successful candidate will be deployed to head the Public Affairs and Communication Unit of the
Commission and will be reporting to both the Registrar, JSC and the Director of Public Affairs and Communication.

Specific duties will include:-
  • Gathering information on programmes, significant events in a specific area and the impact on customers, and forwarding the same to the JSC Public Affairs and Communication Committee for dissemination;
  • Assisting in the development of communications and media strategy for the JSC;
  • Editing stories on various topical issues before they are released to the public and liaising with media practitioners and the public on issues of mutual concern; and
  • Organizing events and identifying training and development of the Section and recommending appropriate interventions.
(b) Requirements for Appointment

For appointment to this position, an applicant must be in possession of the following minimum qualifications:
  • Have a Bachelors Degree in any of the following; MassCommunication, Communication Studies, Journalism, Public Relations, Social Sciences or any other approved equivalent qualification from a recognised University/Institution;
  • Possess a post graduate diploma in any of the following disciplines, in the case of holders of general social science degree: Mass Communication, Communication Studies, Public Relations, Journalism, International Relations or equivalent and relevant qualification from a recognized University/Institution;
  • Have at least six (6) years relevant work experience.
  • Demonstrate a clear understanding of the working of the media and the socio-political environment in Kenya;
  • Possess good oral and written communication skills in both English and Kiswahili;
  • Have advanced computer application skills;
  • Must have attended a management course lasting not less than four (4) weeks;
  • Be able to demonstrate professional and managerial competence as reflected in work performance and results; and
  • Must meet the requirements set out in Chapter Six of the Constitution of Kenya.
10. Administrative Assistant

  • Performing any other related task as may be assigned by the Senior Administrative Assistant from time to time.

  • A Certificate in Human Resources Management.
  • A Diploma in Human Resources Management will be an added advantage
