1.0 Background Information
1.0 Background Information
The FANIKISHA Institutional Strengthening Project is a five-year
cooperative agreement (2011-2016), funded by USAID/Kenya and implemented by
Management Sciences for Health (MSH), Pact Inc., Danya International, and
Regional AIDS Training Network (RATN).
FANIKISHA is strengthening the capacity of national-level CSOs
to ensure and sustain their contribution to improving the health and well-being
of Kenyans.
Strengthened CSOs will in turn work to increase the capacity of
their affiliates to deliver on the community health response.
Institutional Strengthening is one critical area that can
significantly bring about the desired outcomes in the health sector.
FANIKISHA is working with 10 Kenyan national CSOs and their
affiliates to strengthen their advocacy, networking and alliance building
capacity.
Other areas for institutional strengthening include financial
acuity, human resources, management systems and governance.
It is envisaged that the institutional strengthening will enable
CSOs to play a more strategic role in working with the Government of Kenya and
other stakeholders to deliver effective health services at the community level.
2.0 Consultancy Summary
The Institutional Strengthening Technical Consultant will
provide high-quality technical assistance to the project’s IS initiatives,
working closely with the Deputy Chief of Party, Pact’s Senior IS Advisor, and
FANIKISHA Advisors to provide technical support and mentoring to national CSO
partners.
The consultant will also ensure smooth work flow processes,
availability of technical IS information for and among work teams, and will
provide day-to-day support in developing technical deliverables.
3.0 Key Tasks
- Mentor
4-5 FANIKISHA supported CSOs in institutional strengthening with a focus on
resource mobilization, budgeting, CSO governance, staffing, and strategic
planning.
- Collaborate
with public agencies to improve coordination among health implementers.
- Support
CSOs in establishing and or strengthening CSO coalitions at national and
County levels
- Document
CSO institutional strengthening experiences for project monitoring and
evaluation
- Contribute
to regular implementation reports.
- Promote
CSO learning and sharing forums.
- Other
duties as assigned by the Deputy Chief of Party or Senior IS Advisor.
4.0 Deliverables
- National
CSO partners have shown progress in defined institutional strengthening
areas and are actively engaged in the community health response at the
national and participating counties level.
- Monthly
progress reports that measure work inputs against agreed upon milestones
5.0 Timeframe
The consultancy shall take a maximum of 60 days spread between
December 2012 to March 2013.
6.0 Consultant Qualifications
The consultant should possess the following qualifications:
- Familiarity
with principles of capacity development and their role in fostering social
change.
- Experience
applying mainstream capacity development tools and approaches including,
but not limited to Organizational Capacity Assessment, Institutional
Strengthening Planning, Strategic Planning and Board Development.
- Strong
facilitation, teaching and mentoring skills related to capacity
development.
- Ability
to translate technical information into practical guidance and tools and
effectively communicate these using print, electronic and presentation
media.
- Ability
to work independently and to perform and prioritize multiple tasks.
- Sound
networking and interpersonal skills; ability to work collaboratively and
collegially in teams.
- Ability
to establish and sustain positive relationships with Pact staff, in donor
organizations and in peer organizations.
- At
least seven years of experience working directly with Kenyan CSOs and
NGOs, especially in the health sector
- Excellent
written and oral communication abilities.
- Strong
computer (word processing) literacy.
- Fluency
in English
- Willingness
to travel extensively in Kenya.
7.0 Management of the Consultancy
The FANIKISHA Deputy Chief of Party and Pact’s Senior IS Advisor
will be the lead technical contact persons for this consultancy. FANIKISHA will
provide the necessary logistical support such as transportation, accommodation,
funds for meetings required to deliver on the outlined tasks.
Communication and internet facilities will be provided in
situations where the consultant is working from the FANIKISHA or Pact
offices.
The consultant should be willing to respond to CSOs needs on
short notice.

The submission should include both the technical and financial
proposal.
The technical proposal should include among others: the
consultant’s interpretation of the scope of work, ideas on CSO institutional
strengthening in Kenya, the consultants experience in mentoring national and
local CSO partners and the curriculum vitae of the consultant.
