Chemonics International Inc., a U.S.-based international
development consulting firm, seeks experienced, senior level specialists for an
anticipated five-year, USAID-funded project to strengthen the enabling
environment for decentralization and improve sub-national government capacity
and performance in Kenya.
Individuals shall possess a demonstrated track record of
sub-national government strengthening, reform, and support with evidence of
responsible managerial experience implementing complex donor-funded projects
with multiple activities and objectives.

Chief of Party
Responsibilities:
- Serve
as the project’s key liaison with USAID, government counterparts, academic
institutions and local partners; collaboratively create and implement a
strategic, long-term programmatic vision
- Clearly
link project policy and technical support at the national and sub-national
levels in selected landscapes
- Manage
and supervise project personnel and subcontractors in compliance with
USAID rules and regulations
- Oversee
project work planning, performance management, and strategic
communications
- Link
with and build upon bilateral and regional projects that complement
project goals
Qualifications:
- Advanced
degree in government, law, political science, public policy, public
administration, or international development
- Minimum
10 years of progressive senior-level experience working on/with
donor-funded governance projects, chief of party experience on a USAID project
preferred
- Experience
collaborating with range of government officials, international donors,
and local community stakeholders
- Strong
interpersonal, writing, and oral presentation skills
- Demonstrated
leadership, versatility, and integrity
- Experience
in Kenya and East Africa preferred
- Fluency
in English required; Kiswahili preferred
Long And Short-Term Specialists
Chemonics seeks senior technical specialists in the following fields:

Qualifications:
- Minimum
10 years experience, 5 years in a management role
- Past
experience working on USAID or other donor-funded governance projects a
plus

- Demonstrated
leadership, versatility, and integrity
- Experience
in Kenya and East Africa preferred
- Fluency
