Role Purpose:

- Enter
accurately and in a timely manner SC and interagency child protection
standard data
- Maintain
all manual forms filled in by the field staff (documentation, tracing,
verification, reunification, follow ups, transfer forms, etc.)
- Develop
an appropriate filing system of open and closed cases.
- Assist
in monitoring all tracing information and give appropriate feedback to the
supervisor and the field staff. Request for additional information from
the field staff when necessary and work with the field staff to ensure
efficient data capture protocols.
- Monitor
and evaluate the progress of the work with the CP Coordinators and the CP
officers on necessary follow-ups.
- Receive
and verify monthly report from each site.
- Prepare
and update monthly statistics on identification, follow-up, reunification,
repatriation, according to program needs and send to line manager for
compilation.
- Responsible
for the periodical internet synchronization with the Dadaab main office
whilst ensuring strict confidentiality of the information on the children.
- Assist
line manager in supporting the technical implementations of plans to
facilitate family tracing, DDR, etc and communicate with other tracing
agents when needed.

- Conduct
outreach, specifically community mobilization and sensitization activities
to raise the profile of Save the Children work and Child Protection issues
in Dadaab.

outreach activities for children who are unable to visit designated child
friendly spaces

children on their rights through dissemination of relevant child friendly
information at community level
- Support
the development and implementation of a capacity building system for
community based child protection structures including children’s groups
and committees in applied child rights and protection

support to community-based child protection structures including
children’s groups and community child protection committees/networks
through monitoring, problem solving and producing community-led action plans

a process for the consultation and involvement of children of different
age groups in the development and running of the child-friendly spaces

support to the community-based structures in ensuring the child friendly
spaces, once established, are used appropriately in an inclusive manner

- Be
fully aware of and actively participate in the development and review of
country strategy and thematic programme plans. Specifically lead the
development and implementation of the child protection component of the
Save the Children Kenya country strategy, ensuring collaboration with HIV
and AIDS programmes focused on orphans and vulnerable children, as well as
other technical sectors such as Education and Health. Clearly
reflect gender issues in our programming to ensure equity of services.
- Build
on technical knowledge, personal understanding of the child protection
policies and services in Kenya, and current/previous programming, to
develop proposals for new programming in child protection. Ensure all new
programmes support the achievement of Save the Children strategic and
thematic objectives (including Child Protection Global Initiative) and
Government of Kenya policies and legal frameworks, including the
Children’s Act.
- Analyse
donor priorities and positions on issues related to child protection;
identifying institutional funding opportunities and developing and
maintaining contacts with potential donors, partners and key technical
agencies. Ensure that new partnerships in this technical area
reflect the programme quality we expect of ourselves, and build the
capacity of partners to do effective child protection work. Draw on
assessment data from the field that reflects community priorities and
government policies for new programming opportunities.
- Ensure
that programme strategy supports and demonstrates good practice in child
participation and child safeguarding.
- Using
a child rights programming lens, ensure that our child protection
programming is built around the Theory of Change and aligns with Save
Children’s Child Protection Global Initiative.
Advocacy and Policy Development
Be fully aware of national policies, strategies and other initiatives and developments by the Government of Kenya and other stakeholders relating to child protection, and support civil society strengthening to hold duty bearers accountability to policies.
Regularly assess and communicate the implications for Save the
Children’s programme and priorities of any changes in the operating environment
relevant to this theme in close collaboration with other relevant
advisor(s).
Ensure alignment of strategy with the Children’s Act and other
relevant legal frameworks.
Help to clearly articulate the child protection advocacy messages for the Kenya country office. Develop an advocacy plan (with timeline and key outcomes) and ensure implementation at national, county and community level.
Develop policy briefs and position papers as and when required related to the child protection programme.
This may require technical collaboration with advisors within
the country office or within the SC Members.
Represent and advocate for Save the Children with UN agencies, donors, Kenyan Government, NGOs and others at the highest levels in both verbal and written communications to ensure Save the Children is seen as the lead international agency in terms of innovation and quality of implementation in child protection, especially in collaboration with parnters.
Specifically ensure the following:
- Participation
in the National Child Protection Working Group and national level forums
- Ensure
presence at relevant UN/UNICEF coordination meetings at national and
regional levels, as well as other key donors and stakeholders
- Advise
field teams to ensure adequate field visibility through attendance at
technical meetings at county and ward level.
- Ensure
active dissemination of programme findings and lessons learned through the
production of high technical quality lessons learned documents and their
effective dissemination to key stakeholders.
Programme Quality
- Monitor
and provide timely, relevant, accurate input on overall technical aspects
of Save the Children child protection programme work in Kenya. The
position will be required to travel 30-40% of the time to Save the
Children field locations.
- Liaise
with the Programme Operations department to ensure all child protection
and other programme staff receive the necessary and appropriate technical
support. In consultation with staff and project managers agree on the
range of advice, support, training and/or other assistance required to
facilitate high quality programming and ensure that this is delivered on a
regular basis. This will involve regular visits to Save the Children
operational areas, including Daadab, Eldoret, Meru and other sites where
partners are operational.
- Assist
in the development of tools for project staff and partners to improve the
quality of child protection work. Where necessary provide technical
training for project staff and partners as required (assessment tools,
programme quality tools, case management, etc.).
- Where
external consultants (local or international) are required to technically
support or monitor and evaluate projects, lead the recruitment and
subsequent management of contracted consultants as per the recruitment
guidelines.
- Review
relevant monitoring reports to donors to ensure that technical debates are
well articulated and reports are of acceptable quality before submission.
Provide support where necessary to improve report writing
skills.
- Provide
input on partner selection, and provide technical coaching of partners in
child protection, including sharing of relevant publications, tools and
training opportunities.
- Analyse
and provide feedback on programme implementation to ensure gender equity
for both the girl and boy child.
Monitoring and Evaluation
- Ensure
the development of a monitoring and evaluation framework and key
indicators (with MEAL team) for child protection that helps each project
improve quality of reporting, clearly articulate progress and impact of
projects, identify issues for advocacy and input for new
programmes/projects in the future.
- Participate
in the design of baseline, mid-term and end of project evaluations for
child protection programmes, including working with MEAL Advisor on Terms
of Reference and consultant selection. Monitor the evaluation
process and provide input and clarification as needed. Review
evaluation findings and ensure that lessons and recommendations are
captured in the Lessons Learned database.
- Regularly
review and monitor programmes for child safeguarding issues. Take
corrective action in modifying programme activities and/or report
incidents.

child protection professional with a Masters Degree in child protection,
law, social work or relevant field.
- Significant
professional experience, at least 3 years, of working at a senior advisory
level in child protection for international NGOs, government or the
private sector in Kenya

issues related to neglect, abuse, children without appropriate care,
working children and OVC.

understanding of the intersection of child protection with other thematic

Role Purpose:
The Business Development Coordinator will work with the Director of Programme Development and Quality to identify donor opportunities, facilitate donor engagement, assist in the development of fundraising strategies, and coordinate proposal development for large and strategic funding opportunities.
The position requires innovative thinking and creativity to
package our programme strategies in ways that attract the right donor support
and grow out portfolio effectively.
S/He will write large sections of proposals that speak to our
overall capabilities, while drawing on the expertise of technical advisors,
Operations, Finance, HR and Security.
Recognising that many conversations with donors involve a review
or update around current grants as well as discussions about new opportunities,
the Business Development Coordinator will also be expected to keep closely
informed about the progress of all major institutional grants and able to speak
to results in key reporting documents.

The role has an external orientation, but works closely with the

Identification of donor opportunities
- Identify,
research, and disseminate information on new funding opportunities from
bilateral, multi-lateral, and other institutional donors. Use
creative approaches to link programme aspirations to donor priorities,
while also effectively influencing the strategies of donors.
- Cultivate
business relationships with external stakeholders and potential partners
for large scale or strategic funding opportunities, either as a prime or
sub-recipient in joint ventures.
- Examine
and evaluate innovative new partnerships, and ensure that Save the
Children maximizes its opportunity to showcase and replicate the Theory of
Change.
- Explore
and test potential private sector partnerships and keep abreast of local
funding environment, e.g. Safaricom Foundation, Unilever, Equity Bank
Foundation, etc.
- Pro-actively
seek donor intelligence on prospective new opportunities or partnerships.
- Provide
updated information to Member Services team to stimulate increased and new
investments by SC Members in the Kenya country portfolio.
- Ensure
key contacts, required formats and donor strategies are kept up-to-date at
the country office level.
Facilitate donor engagement
- Cultivate
excellent working relationships with donor agencies at regional and
country level as appropriate and in collaboration with the Director of
Programme Development and Quality. Contribute to and challenge the
programme strategies to be innovative and creative in reaching more
children with relevant services.
- Lead
the development and regular update of a long-term donor engagement
strategy to assist in growing the Kenya portfolio over the next 3-5 years
in areas relevant to SCI and child rights.
- Accompany
Country Director, Director of PDQ, programme managers, technical
assistance (TA) staff and others on donor visits at country and regional
levels as required.
- Plan
and initiate regular donor check-in/update visits with major institutional
donors in Kenya. Set ambitious targets for donor engagement and to
influence donor strategies.
- Represent
the Kenya office in relevant donor forums, workshops and conferences where
new business development opportunities can be formulated.
Coordinate proposal development
- Ensure
that PDQ maintains an on-going and regularly updated information bank on
community analysis and research findings for future proposal development
(Child Rights Situational Analysis, assessments, HEAs, CODs, DHS, census
data, field research on community needs, etc.). This activity is
closely linked with the Data and Knowledge Management function, Nutrition
and Food Security Advocacy position and Member Services.
- Directly
involved in the development of high-value or complex proposals or
bids. Provides leadership, co-ordination and direct input and
support to proposal development teams. Facilitate a creative process
for enhancing our offer to donors and help technical advisors think more
innovatively about approaches to programming in Kenya.
- Write
key sections of proposals that are standard inputs – e.g. capability
statements; country context and programme experience; approaches to child
participation, child safeguarding, gender, resilience, etc.
- Track
proposal development timelines and ensure coordination amongst teams –
PDQ, Programme Operations, Finance, HR, Security and Member Services.
- In
collaboration with Members (and Member Support Services), broker technical
assistance and other resources to support proposal development.
- Facilitate
engagement of consultants on large-scale proposals, or when technical
specialists are needed.
- Represent
Save the Children generally (along with technical experts) in consortium
meetings regarding proposal development.
- Ensure
that Programme Quality Framework is addressed in all new proposals and
that key elements of programme quality are included (e.g. child
participation, child safeguarding, lessons learned from past proposals,
accountability, risk assessments, effective partnership strategy, etc.).
- Coordinates
Value for Money calculations in proposal development, as required by
donors.
- Ensure
that child participation, child safeguarding and gender is addressed in
every proposal.
- Facilitate
development of country fundraising strategies
- Assist
in developing funding strategies for thematic programme plans and
cross-sectoral integration. These strategies should reflect our ambitions
and new creative thinking to achieve more for children.
Business analysis
- Monitor
grants, contracts and income secured data, and provide analysis or
commentary for SMT, including trends and potential opportunities.
Report to senior management on strategic new areas of interest by donors.
- Monitors
proposal pipelines and ensures that updated trackers are available for
planning purposes.
Quality Management for Donor Engagement
- Coordinates
the synthesis of key donor reports across programme sites (e.g. more than
one Area Office), ensuring complete and timely reporting to donors.
Interfaces closely with Programme Operations to ensure all information is
produced in a way that ensures quality donor engagement.
Capacity building
- Brokers
training opportunities and resources to build capacity in programme staff
– i.e. proposal development, report writing, project cycle management, or
donor compliance.

Qualifications And Experience
- Masters’
degree in an area of social development or equivalent.
- Recommended
a minimum of eight years management in a both emergency and development
contexts, preferably with solid experience in more than one of the Save
the Children priority sectors: education, protection, rights governance,
HIV/AIDs, health and nutrition, and emergencies
- Excellent
writing/editing skills, budget development skills and
presentation/communication skills.
- Experience
in presenting project information to donors and partners.
- Experience
in leading development of large-scale or strategic proposals, including
the development of project budgets greater than $1 million.
- Experience
of working with financial and other data systems to produce budgets,
analyse data and track trends.

The Area Programme Manager has overall responsibility for providing leadership which produces effective delivery and development of programmes in his/her area of operations.
The APM is responsible for the efficient management of all Area
Office resources (grants, awards, staff and assets) and leads the
representation of Save the Children with county level authorities, INGOs and
NGOS, and visitors.
His/her management of programme implementation and operations
will ensure that the Area Office is in accordance with Save the Children’s
policies and practises its Mission, Vision and Values.
Scope Of Role:

Dimensions Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights
governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
Save the Children has an operational presence in Dadaab Refugee
Camp, Eldoret, Habaswein, Mandera, Meru and Wajir. Currently, we have a staff
complement of approximately 370 staff and expenditure of approximately US$30
million this year.

Key Areas Of Accountability:
- Quality
Program Implementation, Management and Reporting
- Responsible
and accountable for SC’s programmes in the area and for the implementation
and management of programmes, grants and awards in accordance with SC’s
strategies and policies for quality programming.
- Ensure
that the Area Office teams receive appropriate and timely support from
technical advisers and programme quality teams for program design and
strategy, M&E, advocacy and planning.
- Contribute
to strategy and proposal development within the area under the overall
leadership of the Programme Development and Quality team. Responsible for
ensuring that proposals are relevant, contextualized and inclusive of all
required support and staffing costs at the field level.
- Ensure
that the programmes are appropriately monitored reviewed and evaluated on
a continuous basis according to organisational quality standards and in
coordination with the Programme Development and Quality team.
- Ensure
appropriate systems for all aspects of programme cycle management are in
place ensuring lessons learned are taken into account.
Operational Management
- Responsible
and accountable for SC’s programmes in the area and ensure the planning,
implementation and management of programmes in accordance with SC’s
strategies and policies
- Lead
the Area Management Team in ensuring the smooth day-to-day running of
field operations and ensure that programme plans are clearly prioritized
and communicated to the operations team effectively;
- Conduct
regular Area Management Meetings (preferably fortnightly) to enhance
information sharing among Area Management Team members and effectiveness
of operations;
- Work
closely with the Programme Operations Director to ensure adequate
logistical support to deliver high quality programmes effectively.
- Lead
the development and monitoring of field-based detailed programme
implementation and grant management workplans. Responsible for ensuring
that field-based teams implement programmes on schedule and within budget.
- Responsible
for the delivery of high quality, timely reports for donors and internal
purposes, as well as the development of relevant case studies, success
stories and other documentation.
- Lead
field-based start-up meetings of new projects with relevant CO staff to
guarantee a joint understanding among team members of donor requirements,
budget responsibilities, technical requirements and other considerations.
- Ensure
standardised systems, policies and procedures are in place, well
understood by all staff and in line with with the country programme
system and are implemented in an appropriate manner
- Ensure
that the principles of child safeguarding and ‘do no harm’ are embedded in
all programme planning, implementation and reporting and that staff
receive regular, up to date training on same. Ensure transparency in
targeting beneficiaries, delivery of services and participation of
beneficiaries and partners in planning and monitoring of process is
reflected in programme delivery.
- Ensure
all SCI Management Operating Standards are followed, implemented and
maintained
- Ensure
all contingency and Emergency Preparedness Plans are continually updated
according to SC operational standards and implemented when appropriate.
Financial, Budget, Grant & Award Management
- Responsible
for all budgets (donors and SC’s own resources) provided to the area. This
may be delegated to other budget holders but overall accountability for
the budgets for the area remains with the Area Programme Manager.
- Lead
monthly budget vs actual grant management meetings at appropriate levels
with team and in close collaboration with the Grants and Awards Manager.
Ensure timely report providing a variance analysis on each budget is
submitted to Programme Operations Director and Finance Director
- Identify
any budget challenges or issues such as over or underspends and propose
solutions to line manager as soon as issues are identified. Ensure that
these are identified through the monthly variance meetings and immediately
addressed.
- Oversee
the general application and observance of financial procedures and
guidelines set out in SC financial manual and donors’ requirements
- Ensure
the grants are managed as per Save the Children’s and donors’ requirement
including the quality and timely submission of reports
- In
collaboration with PDQ, ensure an efficient fundraising plan is in place
and implemented
- Prepare
annual budgets for the Area Office programme, assessing costs and
budget/expenditures from projects and asset inventory.
- Prepare,
and submit for approval, program budgets and expenditure forecasts.
- Responsible
for certifying and authorizing disbursements according to SC and donor
guidelines.
Human Resources
- Lead,
manage and motivate the Area Programme team, ensuring that they have clear
work objectives and individual/team workplans and receive meaningful
feedback on their performance;
- In
coordination with the SMT, maintain appropriate staffing levels and
structures in the Area programme team, whilst planning and implementing
specific actions to recruit, manage and motivate staff.
- Ensure
appropriate gender and ethnic diversity within the Area programme team;
- Ensure
that Area staff have clearly defined objectives and understand their
responsibilities. Ensure compliance with staff development strategies and
Performance Management systems and evaluations.
Security management and Context Monitoring
- In
close collaboration with the Safety and Security Director, proactively
monitor the political, military and security situation at local level and
regularly report on its potential impact on SC’s activities
- In
close collaboration with the Safety and Security Director, develop a clear
safety and security management plan for all areas of operations. Ensure
that staff understand and can implement this plan – and that it is
reviewed and updated regularly.
- Manage
and report on all security incidents in accordance with SCI Safety and
Security procedures
Representation Accountabilities
- Establish,
maintain, and improve active and regular working relationships and take
the lead role in representing the principles and work of SC to
representatives of other organizations (UN, NGOs, INGOs, counterparts,
donors, government Authorities etc) who are working and visiting in the
Area Programme.
- Oversee
that local implementing partners are discharging their responsibilities,
live up to stipulations stated in the partnership agreement and take
appropriate action.
- Ensure
that SC partnership approaches and practices comply with SC’s Child
