The National Drought Management Authority (NDMA) is a State
Corporation, created by Legal Notice No. 171 of 24th November 2011, under the
Ministry of State for Development of Northern Kenya and other Arid Lands, with
the mandate of providing leadership and coordination on all matters relating to
drought management.

Drought Information Manager
(Job reference NDMA 7)
Reporting to the Director, Technical Services, and the Drought Information Manager will lead and coordinate the generation, analysis and dissemination of all drought management information in Kenya.
Core duties and responsibilities:
- Ensure
that the design of the drought early warning system in Kenya is consistent
with international best practice.
- Develop
mechanisms to ensure that drought information is communicated to
stakeholders, particularly drought-affected communities and
decision-makers, in a usable form and timely manner.
- Coordinate
the preparation and conduct of periodic drought and food security
assessments and surveys, in collaboration with relevant stakeholders.

- Bachelor’s
degree from a recognized University in range and range related sciences,
Environmental Management Sciences, Livestock and Livestock related
Sciences, Agriculture. Preference will be given to individuals with
additional qualifications related to drought and disaster risk management,

- Relevant

satellite imagery.
Drought Contingency Planning and Response Manager
(Job reference NDMA 8)
Reporting to the Director, Technical Services, the Drought Contingency Planning and Response Manager will lead and coordinate the preparation and implementation of the drought contingency planning and financing system in Kenya.
Core duties and responsibilities:
- Ensure
that the design of the drought contingency planning and financing system
in Kenya is consistent with international best practice.

Planning and Policy Manager
(Job reference NDMA 10 )
Reporting to the Director, Planning, Policy and Research, the Planning and Policy Manager will lead policy formulation for drought management in Kenya, and policy and planning processes within the Authority.
Core duties and responsibilities:
- Initiate
the formulation of national policy on drought management and climate
change adaptation and work with other parts of Government to ensure that
sector policies integrate the Government’s commitment to strengthen
resilience to drought and climate change.
- Develop
and support a national strategic framework that facilitates harmonized
planning, implementation and evaluation by both state and non-state actors
of progress, financing and resource mobilization for the national drought
management response.
- Coordinate
the formulation, monitoring and review of the Authority’s strategic plans
and work plans, and provide information and reports on the same to
relevant organizations and stakeholders.

Human Resources and Administration Manager

Reporting to the Director, Support Services, the Human Resources and Administration Manager will be responsible for the day to day management and administration of the human resources and administration functions of the Authority.

regulations.
- Advise
management and staff on matters relating to career development, employee

Office are in line with the Authority’s procurement policies and
procedures
- In
collaboration with the County Tender Committee, assist in the preparation
of tender documents and in the whole Procurement process including:

Reporting to the County Drought Coordinator, the Accounts Assistant will contribute to the realisation of the Authority’s goals and objectives by assisting the County Drought Coordinator to ensure sound financial management of the County Drought Management Office

the County Drought Coordinator on all financial matters pertaining to the
County Drought Management Office

the preparation of the work plans, budget and cash flow forecasts

Reporting to the Drought Management Coordinator, the County Drought Response Officer is responsible for coordination of the preparation and implementation of the County drought contingency plans

Rapid Food Security Assessment to determine the drought situation and
assess the level of response required
- Consolidate
all information required to trigger requests for disbursement of Drought
Contingency Funds and coordinate with County and community stakeholders

Reporting to the County Drought Management Coordinator, the County Resilience Officer will be responsible for coordination of development initiatives aimed at enhancing communities’ resilience to drought in the County

advice to County institutions on all technical issues related to drought
risk reduction strategies and promote capacity building of community level
planning structures
- Facilitate
mainstreaming of Community Managed Disaster Risk Reduction and climate
change adaptation into community and County level development plans

reduction initiatives undertaken by various actors in the County

Reporting to the Finance and Accounts Manager, the Senior Accountant will contribute to the realisation of the Authority’s goals and objectives by assisting the Finance and Accounts Manager to ensure sound financial management and to undertake field monitoring and evaluation missions to project sites to verify financial accounts at field level.

warning systems and ensure quality control of drought information

organization of food security assessments and baseline surveys

in the development and documentation of Drought Early Warning manuals and
