Vacancy Announcement for the Position of aProject Officer

1.0 Introduction

ELCI is a membership Non-governmental Organization working in the field if environment and sustainable development. 

ELCI’s work is concentrated around linking environmental NGOs world-wide, allowing them to make a common position and forge strong cases for the environment and sustainable development in local (Kenya) and international negotiations. 

This role entails strengthening communication and co-operation between Civil Society Organizations (CSOs) and communities working on environment and sustainable development, providing liaison with local and international policy negotiations and processes, strengthening capacities of environmental NGOs and local communities in developing countries, and encouraging and supporting the advisory role of CSOs through governmental and intergovernmental agencies and processes.

ELCI is implementing the project “Enhancing Community Environmental Stewardship” (ECES).

This project is supported by the Dutch Government through Ecosystem Alliance. 

The project is based in the Tana Delta.

2.0 Overall Responsibilities:

Reporting to the Projects Coordinator, the Project Officer will implement activities of the ECES project
with a view to ensuring successful, efficient, timely and quality delivery on results as described in the
project documents.

Duty Station: Nairobi, with extensive travel to the Tana Delta

3.0 Specific Responsibilities:
  • Review and re-design the ECES project document in line with the comments provided by donor
  • Mobilize and supporting organization of the communities in the Tana Delta into Resource User Associations (RUAs)
  • Capacity building of RUAs, NGOs and CBOs in sustainable natural resource use and management, and advocacy
  • Carry out needs assessment of various resource users in the Tana Delta with regard to access and benefit sharing.
  • Work with the fishing communities to develop a bio-enterprise basing on the fisheries resources of the delta
  • Coordinate evelopment of value chain for identified bio-products
  • Linking the fisher groups to a national network of non-state actors in fishing to enhance their national level cooperation with sector stakeholders
  • Support greening of the fishing economy by use of renewable energy for processing, and reforestation
  • Link of the RUAs with relevant organizations such as Kenya Organic Agriculture Network (KOAN) and Encert for certification and market facilitation.
  • Develop or coordinate development of, and disseminate resource use and management plans for the fisheries, wild harvestors, small scale farmers and pastoralists
  • Facilitate and coordinate advocacy activities of the RUAs, NGOs, CBOs on relevant NRM issues.
  • Facilitate development and dissemination of guides to the prevailing regulatory provisions on land and environment in relation to Tana Delta resource use and management.
  • Facilitate cooperation among the CSO organizations towards achieving sustainable natural resource use and protection of livelihood opportunities in the Tana Delta.
  • Facilitate capacity building of policy makers, RUAs, NGOs and CBOs on climate change implications and response in the context of the Tana Delta,
  • Facilitate building capacities of RUAs and NGOs/CBOs on sustainable wild harvesting
  • Contribute to environmental governance processes at local and international levels
4.0 The successful candidate will have the following qualifications:
  • A Masters degree in Natural Resource Management (NRM) or related discipline,
  • At least 3 years experience in similar assignments in a reputable organization.
  • Experience in working with the private sector, donors, non-governmental organizations, community-based organizations and the public sector.
  • Knowledge of localised, national and international environmental governance issues.
  • Advocacy and negotiation skills and experience
  • Skills and experience in natural resource conflict management
  • Resource mobilization skills and experience
  • Excellent report writing and presentation skills
  • Good public relations and communication skills
  • Excellent computer skills in various computer packages (Ms. Word, Excel and Power Point)
  • Good organizational and analytical skills
  • A visionary and resourceful self starter with ability to work under pressure and to meet deadlines
  • Driving experience
  • Precise attention to details
