Literacy Specialist
Education for Marginalized Children in Kenya (EMACK) is an
initiative of the Ministry of Education (MOE) and the Aga Khan Foundation (AKF)
made possible by the generous support of the American people through the United
States Agency for International Development (USAID).
The Aga Khan Foundation wishes to recruit a Literacy Specialist for the EMACK project. This recruitment is contingent on the availability of funding.
The Literacy Specialist coordinates all efforts geared at improving the design and implementation of EMACK early reading interventions across the three regions- Coast, North Eastern and Nairobi.
S/he will be directly responsible for the technical oversight
and quality control of early reading interventions in the EMACK project, with
the assistance of the Senior Education Specialist and other project specialists
[Coast, North Eastern and Nairobi provinces].
S/he will be expected to travel regularly across these regions
to provide technical support, including training and mentoring of the EMACK
Core Program Team, Partner staff, education officials and teachers on essential
elements of literacy.
Essential Job Functions:
- Plays
a central role in ensuring that EMACK early reading interventions lead to
improvements in children’s learning outcomes, with an emphasis on their
reading competencies;
- Provides
technical support in terms of training and mentoring of EMACK staff and
project partners in implementing programs that focus on early
reading/literacy competencies;
- Participates
in discussions with relevant MOE departments including the KIE and the
Directorates of Basic Education and Quality Assurance and Standards on the
appropriateness of curricula in relation to literacy programs following
the outcome of learning assessments;
- Leads
regular reviews of EMACK early reading interventions and uses outcomes of
the reviews including lessons learnt to: a) further improve program
implementation; b) engage with relevant Directorates of MOE,
Semi-Autonomous Government Agencies, partners and EMACK program team to
influence policy and practices on early reading interventions;
- In
conjunction with the M&E Specialist, facilitates short studies on
early reading programming whose outcome contributes to improvements in
program design and/or policy influencing, including developing policy
briefs;
- In
collaboration with the EMACK Communications Specialist, assist in the
documentation of EMACK best practices and experiences in early reading
program work;
Requirements:
- Minimum
of Masters’ Degree in Education, PhD preferred; Strong knowledge of
education programs including early reading ,
- Early
Childhood Education and Primary Education;
- Minimum
8 years’ experience in designing, planning and implementing literacy
programs;
- Knowledge
of pedagogical principles, methodologies and practices in language and
literacy;
- Excellent
training and facilitation capability;
- Expenence
with developing training manuals and guidelines on early reading;
- Experience
as a classroom teacher, designing and implementing a comprehensive reading
and numeracy program;
- Experience
with action research, monitoring
and evaluation related to literacy programming; - Experience
of working directly or indirectly with the Kenyan Ministry of Education
and sound knowledge of the Kenyan education system and the policy context.
