Vacancies in the Transition Authority
In order to effectively deliver on its mandate, the Transition
Authority seeks to recruit high caliber, visionary and results-oriented professionals
from qualified Kenyan citizens to fill the following key positions:
Secretary (Chief Executive Officer)
Salary and Benefits: Attractive and
competitive package will be offered
Terms of Service: Three (3) year
contract
Duties and Responsibilities
The Secretary will be the Accounting of the Authority and will
be responsible to the Authority.
Duties and responsibilities will include:
- day
to day administration of the functions of the Authority;
- implementation
of the decisions of the Authority;
- facilitating
preparation and implementation of the Authority’s strategic and annual
work plans;
- ensuring
prudent management of resources and assets as well a safe custody of the
records and documents of the Authority;
- formation
and development of an efficient administration;
- organization,
control and management of staff;
- maintaining
accurate records of financial matters and resource utilization;
- ensuring
the drawing up and approval of the required budget;
- ensuring
monitoring and evaluation of the Authority’s programmes and activities;
and
- performing
any other duties as may from time to time be assigned by the Authority.
Qualifications and Experience
For appointment to this position, a candidate must:
- be
a citizen of Kenya;
- have
a minimum qualification of a Master’s Degree in Strategic Management,
Business Administration, Economics, Organizational Development and Public
Administration from a university recognized in Kenya;
- have
a minimum of ten (10) years experience in a senior leadership and
management position in the Public or Private Sector;
- meet
the requirements of Chapter Six of the Constitution of Kenya 2010;
- demonstrate
experience in results based strategic planning, monitoring and evaluation
as well as financial management skills; and
- be
an effective communicator with excellent negotiations and
people-leadership skills.
Director, Corporate Support Services
One (1) Post

Terms of Service: Three (3) year
contract
Duties and Responsibilities
The Director, Corporate Support Service report to the Secretary
and will be responsible for providing administrative support services to the
Authority.
Specific duties and responsibilities will include:
- providing
administrative, financial, human resource, accounting, procurement and
logistics support services to the Authority;
- facilitating
results based planning, budgeting and performance measurement;
- ensuring
prudent management and utilization of financial and capital resources within
the Authority;
- preparing
and submission of reports; and
- performing
any other duties that may from time to time be assigned by the Secretary.
Qualification and Experience
For appointment to this position, a candidate must:
- be
a citizen of Kenya;
- have
a minimum qualification of Master’s degree in any of the following:
Business Management/Administration, Public Administration, Economics,
Finance , Accounting from a recognized university;
- have
a minimum of eight (8) years’ experience in a senior leadership/management
position in either the public or private sector
- be
conversant with the relevant legal, regulatory and Constitutional
provisions that relate to provision of support services including
Procurement , Financial the Labour Laws.
- be
a team player with exemplary leadership qualities, networking and
collaborative skills;
- have
good interpersonal and communication skills; and
- have
advanced computer skills.
Director, Policy Analysis & Advocacy
One (1) Post

Duties and Responsibilities
The Director, Policy Analysis and Advocacy will report to the
Secretary and will be responsible for policy analysis, strategy development and
advocacy.
Specific duties will include
- supervising
research and policy analysis and development ;
- developing
a comprehensive policy framework for research, policy analysis and
advocacy with a view to facilitate smooth transition to devolved system of
government;
- undertaking
research and strategic analysis to inform appropriate policy direction on
the Authority’s key result areas;
- providing
credible data essential for evidence-based policy and advocacy ;
- developing
a robust communication and advocacy plan to promote the image and work of
the Transition Authority;
- conducting
investigations and inquiry on risk management areas in relation to the
Authority’s mandate;
- monitoring
and evaluating the implementation of various activities as well as
performance measurement and impact assessment ;and
- performing
any other duties as may from time to time be assigned by the Secretary.
Qualification and Experience
For appointment to this position, a candidate must:
- be
a citizen of Kenyan;
- have
a minimum qualification of a Master’s Degree in either Business, Public
administration, Public Policy, Strategic Management, Economics, Political
Science and Sociology from a recognized university;
- have
at least eight (8) years’ research experience in a busy research
organization;
- have
demonstrated merit and ability to undertake research, develop models,
organizational designs and frameworks;
- be
a team player; and
- have
advanced computer skills.
Director, Legal and Intergovernmental Relations
One (1) Post

Terms of Service: Three (3) year contract
Duties and Responsibilities
The Director, Legal and Inter-Governmental Relations will report
to the Secretary and will be responsible for the provision of leadership and
advice on all legal matters.
Specifically, the director will be responsible for:
- developing
appropriate legal and institutional frameworks for the implementation of
the mandate of the Authority;
- overseeing
drafting of legal opinions and other relevant documents in relation to the
transition process;
- undertaking
legal transactions including; recovery, conveyance, agreements, leases and
partnerships.
- Undertaking
risk management including reviewing operations of the TA and advising on
legal implications/impediments to the work of TA.
- Reviewing
and advising on transition related intergovernmental relations.
- Developing
and reviewing legal instruments for intergovernmental relations.
- reviewing
existing laws and regulations relevant to the execution of the mandate of
the Authority
- Reviewing
and advising on transition related intergovernmental; and
- performing
any other duties as may from time to time be assigned by the Secretary.
Qualification and Experience
For appointment to this position, a candidate must:
- be
a citizen of Kenya;
- have
at least a Master’s Degree in Law from a recognized university in Kenya;
- be
an advocate of the High Court of Kenya with a current practicing
certificate;
- have
at least eight (8) years’ practicing experience in public/private sector
in a busy firm/organization
- be
a team player; and
- have
advanced computer skills.
Director, Transition Coordination
One (1) Post

Terms of Service: Three (3) year
contract
Duties and Responsibilities
The Director, Transition Coordination will report to the
Secretary and will be responsible for coordinating field transition activities
including ensuring that all preparatory arrangements are in place for a smooth
transition.
Specifically, duties will include:
- providing
a link between the transition team and the Authority Headquarters;
- coordinating
transition activities in the Counties;
- liaising
with relevant Agencies to ensure establishment of Financial, Human
Resource and Procurement systems;
- sensitizing
public servants and local authority staff to ensure uninterrupted service
delivery;
- projecting
positive image and maintaining progressive Public Relations for the
Transition Authority.
- coordinating
county forum; and
- performing
any other duties as may from time to time be assigned by the Secretary.
Qualification and Experience
For appointment to this position, a candidate must:
- be
a citizen of Kenya;
- have
at least a Master’s Degree in either Public Administration, Education,
Sociology, Economics, Management and Political Science from a recognized
university;
- have
at least ten (10) years’ experience in Leadership and Management level in
the public or private sector;
- be
a team player with exemplary leadership qualities, networking and collaborative
skills;
- have
good interpersonal and communication skills; and
- have
advanced computer skills.
