Terms of Reference for Information,
Communications and Technology (ICT) Officers for
the East Africa Public Health Laboratory Networking Project Satellite
Laboratories
Background:
Kenya is among the five countries participating in the East
Africa Public Health Laboratory Networking Project financed by the
International Development Association (IDA).
This five year project aims to support a network of efficient,
high quality, accessible public health laboratories for the diagnosis and
surveillance of TB and other communicable diseases.
The project aims to effectively use ICT to improve the quality
of Data generated, facilitate the sharing of information and promote e-learning
and knowledge sharing amongst the satellite labs supported by the
project.
This includes the design, development and expansion of
Laboratory Information Systems(LIS) or District Hospital Management
Systems(which contains LIS) as well as the deployment of hardware and Local
Area Networks.
To achieve this, the project intends to recruit three
ICT professionals to be deployed as ICT officers in its Busia, Wajir
and Malindi District Public Health Laboratories
Scope of Work:
The overarching objective of the assignment is to support
installation and operation of ICT systems (including Laboratory Information
Systems) within the laboratory and hospital facility to ensure timely reporting
of required information and promote knowledge sharing through information
sharing and e-learning.
Specific responsibilities of the ICT Officer will include:
1.
Install /configure, operate, and maintain ICT hardware and
software systems and related infrastructure within the Hospital.
2.
Implement, administer and maintain the network infrastructure
including technology needs assessment and maintenance of network security.
3.
Manage all computing services within the satellite hospitals
including service specification, user support and training, installation, and
preventive maintenance.
4.
Train the satellite laboratory users and provide support for
proper use and access of networked resources and services, including installed
applications.
5.
Participate in the implementation of computerized laboratory
information systems/Hospital Management Systems. Act as first level support for
troubleshooting of such systems. Liaise with the Vendor/ National level for 2nd
level support and SLA Management.
6.
Implement a localized asset management system for both ICT and
non-ICT equipment
7.
Supervise Service Level Agreements with Internet Service
Providers
8.
Resolve technical problems with hardware, software and
telecommunications which could negatively impact service delivery.
9.
Ensure provision and maintenance of all office equipment,
supplies, fittings and services and all relevant software licenses and
permissions.
10. Ensure
consistency of and compliance with data protection regulations in accordance
with the Health sector ICT guidelines.
11. Perform
any other relevant tasks assigned by the District Medical Officer of Health and
Satellite Hospital Medical Superintendent.
Qualification:
·
University degree, in computer science/Information Technology/
Electronic Engineering from a recognized institution.
·
Professional certifications in Databases and networking will be
an added advantage
Experience:
·
At least three (3) years experience in IT systems management and
hands-on expertise with Servers, Databases, Wired and Wireless Networking
equipment VSATs, WANs, LANs and web technologies.
Skills:
·
Hands on experience in the set up and management of databases
·
Good systems (Hardware and Software) and network trouble
shooting abilities.
·
Good Understanding of Networking principles - design,
implementation and maintenance
Reporting: The incumbent will report and work under
the overall supervision of the District Medical Officer of Health and the
Medical Superintendent of the Satellite Hospital.
Deliverables:
·
Installation of Project related hardware and software completed
within the next two quarters
·
Complete technology needs assessment of network completed within
a month after appointment
·
Installed applications at the District Public Health Laboratory
and Hospital at least two every quarter.
·
Make Laboratory Information Management System fully operational
for the health facility within 2 months of appointment and maintain it there
after
·
Submission of Quarterly progress reports to the National ICT
focal person, Satellite Hospital Superintendent and District Medical Officer of
Health every end of quarter.
Duration of Contract: One (1) year
contract renewable based on performance and funding.
Duty Station: The ICT officer
will be stationed in one of the three locations of Malindi, Wajir or
Busia.

Compensation:

As per Government of Kenya norms
·
Job Group M consolidated amount from Ksh 64,090, 61,090, 55,290
for Malindi, Busia and Wajir respectively per month
·
Gratuity allowance (31%) at the end of the contract
