Consultant: Gender review of MTP 1
Duty Station : Nairobi, Kenya
Duration of the Initial Contract : 35 days over three months
REF : UNWOMEN/Regoff/41/12
UNWomen under the joint programme for gender and women’s empowerment and within its support to gender mainstreaming in national planning and budgeting would like to engage a consultant to review how effectively gender mainstreaming was undertaken in the first medium term plan.
Based on that review the consultant will be expected to suggest
what steps need to be undertaken to improve gender mainstreaming in the second
MTP with focus on the gender specific indicators.
Scope of work
- Assess
the gender responsiveness of the MTP cycle from Design and planning to
M&E,
- Review
the implementation of one gender specific flagship project and highlight
key achievements and challenges in a case study format.
- Identify
key lessons learnt and suggest what factors need to be considered in
developing gender indicators for MTP 2 (20 13-20171).
Education and training
- Must
have a minimum of a Master’s degree in social sciences or economics.
Experience:
- Must
be thoroughly conversant with the overall National Planning and Budgeting
Process
- Must
have expertise with conducting gender audits
- Must
have knowledge and training on gender and women’s empowerment
- Must
be conversant with the global development perspective
- Must
be conversant with the Kenya Vision 2030, MTP 2008-2012 and Sector Plans
