Job Summary

The Catholic Justice and Peace Commission, is the executive organ of the Kenya Episcopal Conference that deals with Justice and Peace issues. It fulfils the Conference’s objectives to promote justice, peace and good governance in Kenya. 


The Commission is looking for a programme officer to provide effective management and implementations of national level interventions in research, lobbying and advocacy in legislation and policy in Kenya.

Governance & Democracy-Parliamentary Liaison Desk aims at facilitating good governance and social justice initiatives in Kenya. The programme focuses on Transparency in Legislation and Electoral Reforms, to promote political accountability in public institutions and to contribute to the promotion of ethical values in citizens’ engagement in political processes. 

Key priorities of the programme are contribution to development of legal framework to enhance transparency and accountability, monitor implementation of the Constitution, and promote citizen participation in political and legislative process.

Under the supervision of the Head of Commission, the programme officer will be in charge of development and administration of strategies and projects in the Governance and Democracy programme objectives and KEC strategic plan.

Duties and Responsibilities

Under the supervision of the Head of Commission the programme officer shall;

1. Programme Management.
  • Design projects, work plans/schedules and ensure their successful implementation to achieve overall programme objectives and KEC strategic goals of CJPC governance and democracy programme.
  • Ensure timely programme reports; monthly, quarterly and annual reports.
  • Fundraise for the governance and democracy projects, identification of budgets gaps and ensure timely reports to donors and other relevant stakeholders.
  • Provide technical support to dioceses and ensure that technical documents of the programmes are fully reviewed, discussed and appropriately disseminated. This task includes support to research, data collection and reports.
  • Oversee the coordination of programme logistical work including preparation of meetings, forums, workshops, trainings and production of reports/minutes thereto
2. Advisory/ Strategy Development
  • Define programmes priorities and objectives and communicate to staff and partners for mutual understanding and ownership.
  • Provide leadership in the thinking and support development of CJPC national office, national strategies and advocacy campaigns for citizen participation in political and governance processes
3. Management of CJPC partners/partnerships
  • Develop links and share experiences with relevant stakeholders to promote and mainstream good governance to achieve KEC-CJPC vision and mission.
  • Provide technical support to the dioceses and other partners in development of sound policies for transparent and accountable social reforms initiatives.
  • Work with relevant partner coalitions and networks to develop collaborative programme strategies, resource mobilization, concerted efforts and collective results for desired impact on good governance in Kenya.
4. Resource Mobilization
  • Develop exceptional proposals and/or concepts for financial support and sustainability of the programme.
  • Support research and securing of donors, donor advocacy, attend meetings and assist respond to correspondences relating to support in relation to the programme.
Qualifications
  • Hold a law, or political science degree from a recognized university
  • At least three (3) years of proven experience in;
  • Coordination of governance and Democracy programmes in particular Constitutional reforms, Parliamentary Liaison project, and citizen participation in political and governance processes.
  • Legislative drafting – development of laws/policies.
  • Participatory community based approaches and dissemination strategies
  • Resource mobilization ( Proposal writing and financial reporting)
  • Research and information analysis.
  • Must be a Catholic with recommendation of a Parish Priest.
Competencies
  • Good knowledge on concepts of sustainable development, socio economic rights, good governance and policy making.
  • Understanding of the environment KEC-CJPC operates, vision, mission and objectives.
  • Extensive knowledge of Kenya’s governance institutions, their decision making procedures and process of institution capacity strengthening.
  • Willing to undertake regular field and other external visits and ability to interact with different stakeholders from citizenry to bilateral and multilateral donors.
  • Excellent writing and verbal communication skills both in English and Kiswahili.
  • Highly organized, detail oriented, able to prioritize and consistently produce high standard work.
  • Strong networking skills, leadership skills and team player.
