The Purpose of the Post: To provide support in all activities related to financial and project administration for the emergency health response in Somalia.

Duration: 1 year fixed-term – Post of limited duration
The Successful Candidate Will:
Under the direct supervision of the Administrative Officer and the Officer-In-charge of Garowe sub-office and the overall supervision of the WHO Representative, the incumbent will perform the following duties:
1. Administer the Elmprest account of the sub-office. Select and enter data from variety of documents and ensure accuracy in calculation; Prepares and submits monthly Elmprest returns which includes the cash book, related backup floppy disk, bank statement, cash count certificate and all paid vouchers, attaching all corresponding proof of receipts,
payments signatures and other related documentation after each month’s operations in accordance with GSM related works;
2. Prepares monthly payroll and other staff entitlements, cheques and vouchers, examine invoices for payment. Initiate payments for per diem and other travel related costs, monthly utilities expenses approved NTAs. Ensures that all proof of payments is signed by the recipients;
3. Reconciles bank statements against cash book balance. Prepares cash count certificates every end of the month; keeps monthly records of Petty Cash Fund; Monitors its daily movement, collects monthly personal phone calls from the staff;
4. Request replenishment of funds and executes transfer of funds of project activities to the authorized staff.
5. Checks and reviews the Statement of Accounts (SOA) from all programme activities and prepare required reports for the WRs office to be forwarded to the regional office. Ensures that the SOAs are complete with all the supporting documents.
6. Maintains and updates filing records of all the monthly Elmprest returns and other related financial documents.
7. Initiate correspondence on various related matters. Communicates and replies to the request and queries .from the WR Ofice /Regional Office and other agencies after consultation with supervisors. Evaluates the urgency or critical nature, informs and reminds responsible staff, supplying supporting materials as appropriate.
8. Performs other duties as maybe assigned or required of the job.
Qualifications Required:
Education
And Skills: – Completion of secondary education required. Post secondary training in accounting commercial and or special training in automated accounting would be an advantage.
Experience:
·         At least five years of experience in Administration and Finance function.
Languages:
·         Excellent knowledge of English and the Somali local languages.
