The Resettlement Support
Center (RSC) Africa operates a US refugee resettlement program in sub-Saharan
Africa through a Cooperative Agreement with the Department of State/Bureau of
Population, Refugees and Migration.
RSC Africa is administered by
the Church World Service International Refugee Program (CWS/IRP) and is based
in Nairobi, Kenya.
RSC Africa seeks a qualified
individual for the Field Team Leader position.
Position
Description:
This position is primarily
responsible for daily supervision of Field Team staff on RSC and CIS circuit
rides and efficient processing of eligible refugee applications for the US
Refugee Admissions Program in Sub-Saharan Africa, in accordance with Worldwide
Processing Priorities, USRAP Guidelines and CWS/RSC Nairobi Field Team standard
operating procedures.
This position reports
directly to the Field Team Leader Supervisor.
Primary
responsibilities:
1. Achieve and maintain a
high performance standard based on a thorough knowledge of and adherence to
established RSC, CWS/IRP, DOS/PRM, USCIS, and UNHCR policies and procedures
regarding current refugee processing eligibility criteria, database and file
management guidelines, the role of US voluntary agencies and refugee producing
country conditions.
2. Manage RSC field teams
during circuit rides throughout Sub-Saharan Africa and conduct personal
interviews with refugee applicants in a non-confrontational, objective and
dignified manner.
3. Supervise file review of
cases scheduled for interview prior to CRs to ensure complete and accurate case
files, as well as identify and correct processing errors prior to CIS
adjudication.
4. Coordinate circuit ride
preparation with the Field Team Supervisors and CR Scheduling Department.
5. Ensure that Pre-Screening
of refugee applicants on circuit rides is done in accordance with CIS and RSC
case composition guidelines.
6. Maintain effective
relations with UNHCR, IOM, CIS, U.S. Embassies and other implementing partners
in the field in accordance with established policies as a representative of the
RSC and CWS/IRP.
7. Coordinate and manage
logistics in the field that may include staff travel and transport of files,
equipment and supplies.
8. Manage the hiring,
supervising and paying of interpreters.
9. Manage Circuit Ride
processing schedules and staff workloads.
10. Consult with Field Team
Supervisors, Field Team Manager, Operations Coordinator and Deputy Director for
Operations on difficult cases in accordance with established policies and
procedures.
11. Ensure technology and
equipment used on Circuit Rides is well-managed and utilized, including
computer hardware and software.
12. Maintain a thorough
knowledge of and ensure compliance with RSC safety and security procedures at
all times.
13. Complete Field Trip
Reports and account fully for funds as required when traveling in Kenya and
within the region on circuit rides.
14. Maintain thorough
knowledge and adherence to RSC Circuit Ride Standard Operating Procedures which
include interview schedules, statistics, file review, preparation and
distribution of CIS decision letters, Preliminary Results Lists and Trip
Reports.
15. Properly use and update
the RSC FTL Database and Interpreter Database; utilize Visual Studio to run QC
reports and provide feedback to the team.
16. Maintain an advanced
knowledge of WRAPS and stay up to date on any changes to the WRAPS system.
17. Assist in the development
of Field Team training procedures and their implementation.
18.
Assisting with the developing and updating of standard operating
procedures for Field Team in coordination with Field Team Supervisors, Field
Team Manager and Operations Coordinator
19. Assess and provide
feedback on staff performance during Circuit Rides.
20. Perform other duties or
special assignments as may be needed to ensure the efficient processing and
operation of the RSC Refugee Program
Position
Requirements:
·
US Citizenship and valid passport
·
Bachelor’s Degree in a related field of study.
·
Minimum of 6-months work experience as a Caseworker at RSC or
equivalent work experience.
·
Strong leadership and motivational skills
·
Demonstrated IT skills, including experience using Microsoft
Access, Microsoft SQL, WRAPS, and troubleshooting network problems
·
Ability to supervise field staff to ensure policies and
procedures are implemented and executed in accordance with guidelines and
standard operating procedures.
·
Ability to travel extensively in the region on short notice and
in difficult conditions to meet the demands of a dynamic operational program.
·
Able to deal with stress in a positive manner and ability to
maintain a diplomatic, professional manner at all times.
·
Ability to exercise good judgment and seek guidance as
appropriate when confronted with unanticipated problems in the field.
·
Ability to conduct oneself in a professional and courteous
manner to represent the best interests of RSC and CWS/IRP.
·
Ability to work as part of a team in a multi-cultural
environment in implementing the U.S. Refugee Admissions Program in Sub-Saharan
Africa.
