Salary: Circa Ksh 69,000 Gross P/M

Overall Objective of the Position
 

The overall objective of the position of Field Officer- Clinical Support is to ensure that all Merlin supported project sites offer high quality and comprehensive HIV/ AIDS/ TB care and treatment services to all patients. 

In playing this role, the position holder is expected to closely collaborate with the MoH and other implementing partners.

Responsibilities
  • Plan and organise regular supportive supervision and capacity building activities to the staff working in Merlin supported health facilities to ensure that service delivery is consistent with relevant national guidelines and standards.
  • Identify technical and infrastructural needs of Merlin Project sites and facilitate provision of necessary support in a timely manner in liaision with the SPO and relevant DHMTs.
  • On an ongoing basis and in liaison with the relevant MOH counterparts, assess the needs and potential for scale up of HIV/TB care and treatment services.
  • Ensure all mothers on 1st ANC visit access C&T services and those tested positive receive necessary investigation/tests and prophylaxis or treatment required.
  • Together with MOH staff, develop mechanisms of tracing all exposed infants to access quality EID services and care at the facility level.
  • Identify gaps and offer solutions necessary for decentralisation and integration of TB/HIV care and treatment services to levels close to beneficiaries.
  • In liaison with the MOH counterparts, ensure effective functioning of the referral systems between health service delivery points (e.g. PSCs, TB, STI, HBC and PMTCT) to ensure that patients receive comprehensive care.
  • Continuously assess capacity gaps among service providers and offer training and mentorship as per MOH standard operating procedures and guidelines..
  • Support MOH staff in all project sites to ensure that all patient and programme data is correctly recorded and maintained for effective monitoring and evaluation of the programs performance.
  • Ensure ethical issues are building in all assessment involving human subject before interviews to clients and /or beneficiaries.
  • In close coordination with the SPO and other Field Officers, develop monthly work plans and translate these into weekly and daily activity plans.
  • Participate in organization and facilitation of information sharing forums including stakeholders meetings, PSC and MDT meetings etc
  • In liaison with Field Officer- Pharmacy and the relevant MoH personnel, ensure consistent availability of essential medical and non-medical supplies and oversee their proper utilization in all supported sites.
  • In liaison with the IEC/SBCC team strengthen community linkage and participation in the project activities including reducing HIV/AIDS/TB stigma and enhancing demand for services.
  • In collaboration with the field officers under the guidance of technical lead – Health promotion, provide technical advice and support through sharing medical updates to CU’s and other CBOs, to ensure continuum of HIV/TB prevention, care and support at community level.
  • Promote Greater Involvement of People with AIDS (GIPA) in the implementation of Merlin supported activities including linkage of psychosocial support groups, community link persons and little angels club to Care and treatment services.
  • Advocate for gender mainstreaming in all aspects of the project.
  • Represent Merlin in various forums as requested and/or approved by the line Manager.
  • Write high quality reports of all field activities undertaken and submit to supervisor in a timely manner.
  • To undertake any other duties assigned by the supervisor.
Job and Person Specifications
  • The Clinical Officer must be a Registered clinician at Diploma or higher level
  • At least 2 years working experience.
  • Ability to work on multiple tasks simultaneously and meet deadlines
  • Good verbal and written communication skills
  • 2 years experience working in an inpatient or outpatient facility
  • Exceptional organizational and management  skills
  • Excellent customer service and counseling skills
  • Self starter with the ability to work under minimal supervision
  • Computer literate
