The Eastern and Southern African Trade and Development Bank (PTA Bank) has received financing from the African Development Bank towards the cost of the Capacity Building for Eastern and Southern Africa Trade and Development Bank and intends to apply part of the agreed amount for this grant for the procurement of Consulting Services for the implementation of the Balanced Score Card.

The Consultants will be expected to facilitate the process of formulating and implementing a Balanced Score Card (manual form), which defines clearly desired outcomes, links performance to strategy and process, and effectively measures performance through key performance indicators that drive the organization’s competitiveness.

The key activities include: developing corporate and departmental score cards; assisting with the development of individual score cards; designing a performance appraisal template linked to the scorecard; implementing the balanced score card in the organization and providing training and support.

Project implementation is scheduled to last not more than twelve weeks.

The Eastern and Southern African Trade and Development Bank (PTA Bank) now invites eligible consultants to indicate their interest in providing these services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).

Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants 2008”, which is available on the Bank’s website at http://www.afdb.org.

The PTA Bank is under no obligation to shortlist any consultant who expresses interest.

Expressions of interest (hard copy) must be delivered to the address by 15 April, 2012 at 1700 hours with the envelope clearly marked “Consulting Services for the Implementation of the PTA Bank Balanced Score Card” for the attention of:
