VSF - Belgium is a recognized developmental NGO founded in 1995 working with disadvantaged
communities to increase their standard of living, improve food security and livelihood sustainability through improved animal health and production.

In East Africa, our programmes focus on community based animal health services, capacity building of local institutions and governments, conflict mitigation and sustainable natural resource management.

Role

The Regional Operations Officer ensures that programs get efficient and smooth administrative and financial support.

He/she sees to it that the Finance, HR, Logistics and IT systems, policies and procedures in East-Africa are in line with general VSF-B policies and strategy as well as with donor and legal requirements.

The Regional Operations Officer reports to the Regional Director for East-Africa.

Responsibilities
  • Ensure the finance, HR, IT and logistics support functions in East-Africa run efficiently, smoothly and in a decentralized manner
  • Ensure the finance, HR, IT and logistics policies and systems in East-Africa are in line with general VSF-B policies and strategy as well as with donor and legal requirements
  • Consolidate and manage the budget, accounts and cash flow for the East-Africa region
  • Approve financial reports
  • Lead the Services team at the Regional Office for East-Africa
Profile

Education
  • University Degree in business management, finance, accounting or equivalent
Knowledge and experience
  • At least 8 years financial management experience
  • At least 3 years of experience in a senior management position
  • Experience in managing multidisciplinary teams
  • Experience in developing and implementing effective finance systems
  • Knowledge of donor rules and regulations i.e. ECHO, USAID, EU
  • Knowledge and experience with the International Accounting Standards (IAS)
  • Experience in the use of one or more accounting software packages and accounting in different currencies
  • Knowledge of good practices in HR, IT and Logistics management
  • Experience of working in other countries and with an NGO will be an added advantage
  • French is a plus
